FBI Pay Scale: Special Agent Salaries, Locality Pay, and Benefits

The FBI pay scale combines three moving parts: a base salary set by federal grade and step, a locality adjustment tied to where you work, and, for special agents only, a mandatory 25 percent availability pay bump. A new special agent at GL-10, Step 1 assigned to the Washington, D.C. area earns roughly $97,000 in first-year total compensation in 2026. Professional staff on the General Schedule range from about $35,000 at entry grades to more than $164,000 at GS-15, Step 10 before locality is added.1U.S. Office of Personnel Management. How Special Agent Pay Is Built

New special agents enter service at the GL-10 grade, a law enforcement officer scale that mirrors GS-10 but sits on its own table. Most start at Step 1. Those with qualifying federal experience may come in at a higher step.2FBI Jobs. Special Agent FAQ In 2026, GL-10 base pay runs from $58,064 at Step 1 to $75,479 at Step 10.1U.S. Office of Personnel Management. Salary Table 2026-GS

Base pay is the floor, not the paycheck. Two additions do most of the work.

Availability Pay

Every special agent receives availability pay, a flat 25 percent added on top of the locality-adjusted salary. It is not overtime and not a bonus. It is mandatory compensation for being reachable and ready to work beyond a 40-hour week, including nights, weekends, and holidays. Agents don’t opt in or negotiate it; the pay and the obligation travel together.3Bureau of Alcohol, Tobacco, Firearms and Explosives. Special Agent Salary and Benefits For a GL-10, Step 1 agent in the D.C. area, availability pay adds roughly $19,400 a year. At GS-13, that component alone is over $30,000.

Locality Pay

Federal pay carries a geographic adjustment to keep salaries competitive with regional private-sector wages. The Washington-Baltimore-Arlington area sits at 33.94 percent in 2026.4U.S. Office of Personnel Management. Salary Table 2026-DCB New York and San Francisco run higher; lower-cost duty stations receive smaller percentages. Every FBI office qualifies for some locality adjustment.

Putting the Numbers Together

Two 2026 scenarios in the D.C. locality area show how the three pieces stack:

New agent, GL-10, Step 1, Washington D.C.:

  • Base pay: $58,064
  • After D.C. locality (33.94%): $77,771
  • After availability pay (25%): approximately $97,200

Experienced agent, GS-13, Step 1, Washington D.C.:

  • Base pay: $90,925
  • After D.C. locality (33.94%): $121,785
  • After availability pay (25%): approximately $152,200

Agents in lower-cost areas earn less overall, but the gap is smaller than it looks because even modest locality percentages add real money on top of a base that already includes availability pay.

Career Ladder and Where Pay Tops Out

Agents don’t stay at GL-10 for long. The standard non-supervisory career ladder tops out at GS-13, reachable within a few years through a structured promotion path. GS-13 base pay in 2026 ranges from $90,925 to $118,204 before locality and availability.1U.S. Office of Personnel Management. Salary Table 2026-GS

Agents who move into supervisory, management, or executive roles can be promoted to GS-14 and GS-15, and on to the FBI’s Senior Executive Service.2FBI Jobs. Special Agent FAQ GS-15, Step 10 carries a 2026 base of $164,301 before adjustments.

Compensation is capped. The 2026 statutory limit on special law enforcement pay rates is $197,200, corresponding to Level IV of the Executive Schedule.5U.S. Office of Personnel Management. 2026 Special Rates for Certain Law Enforcement Personnel The cap mostly affects senior agents in GS-14 or GS-15 positions in high-locality metros; lower grades don’t reach it.

Pay During FBI Academy Training

All new special agents spend their first 16 weeks at the FBI Academy in Quantico, Virginia. Trainees receive their full GL-10 salary during training, plus the D.C.-area locality adjustment and availability pay. Housing and meals at the Academy are provided at government expense. With a full salary and almost no living costs, the training period is one of the more financially comfortable stretches of a new agent’s career.

Professional Staff Pay

Non-agent roles, including intelligence analysts, IT specialists, forensic accountants, linguists, and administrative staff, are paid on the standard General Schedule. The GS system has 15 grades, each with 10 steps, and each step is worth roughly 3 percent of salary.6U.S. Office of Personnel Management. General Schedule Overview

College graduates typically enter at GS-7 or GS-9. In 2026, base pay ranges are:

  • GS-7: $43,106 (Step 1) to $56,039 (Step 10)
  • GS-9: $52,727 (Step 1) to $68,549 (Step 10)

At the top, GS-15 runs from $126,384 to $164,301 before locality.1U.S. Office of Personnel Management. Salary Table 2026-GS Professional staff receive the same locality adjustments as agents but do not receive availability pay, which is reserved for criminal investigators. Instead, they are eligible for overtime at one-and-a-half times their regular hourly rate, or compensatory time off at the same accrual rate.

Step Increases

Movement through the 10 steps within a grade is automatic as long as performance reviews stay satisfactory, but the pace slows. Steps 1 through 3 each take a year. Steps 4 through 6 each take two years. Steps 7 through 9 each take three. Getting from Step 1 to Step 10 in the same grade takes 18 years.6U.S. Office of Personnel Management. General Schedule Overview Grade-to-grade promotions, which carry bigger increases than step bumps, happen through competitive selection or when a position is reclassified upward.

Recruitment, Relocation, and Language Pay

The FBI can offer recruitment bonuses of up to 25 percent of annual base pay for hard-to-fill positions. With an agency-approved waiver for critical needs, the incentive can reach 50 percent per year, though the total over the service agreement period cannot exceed 100 percent of annual salary. These bonuses require a written service agreement, and leaving early usually means repaying part of the bonus.7Federal Register. Recruitment and Relocation Incentive Waivers

Relocation bonuses are available for agents who transfer to field offices with critical staffing shortages, tied to a mobility agreement and service commitment.8Office of the Law Revision Counsel. 5 USC 5759 Agents with certified proficiency in certain foreign languages receive additional pay differentials, useful supplements for those working counterintelligence, counterterrorism, or international cases.

The Mobility Requirement

Special agents sign a mobility agreement on hire, meaning the Bureau can reassign them to any field office based on organizational needs. On a permanent transfer, the government covers household transportation, temporary lodging for up to 30 days, closing costs on the sale of the old residence up to 8 percent of the sale price, and up to six months of carrying costs on a vacant former home. It does not cover fees for buying a new home, losses on the sale of the old one, or income taxes on the reimbursement.

The first assignment out of the Academy is based on Bureau needs rather than personal preference, and refusing a later transfer can carry career consequences. It’s worth weighing alongside the salary numbers.

Retirement and Benefits

FBI employees participate in the Federal Employees Retirement System, which draws from three sources: Social Security, the FERS Basic Annuity, and the Thrift Savings Plan.9U.S. Office of Personnel Management. FERS Information

Thrift Savings Plan

The TSP is the federal equivalent of a 401(k). The agency contributes 1 percent of base pay automatically. On top of that, it matches employee contributions dollar-for-dollar on the first 3 percent, and 50 cents on the dollar for the next 2 percent. Contributing at least 5 percent gets the full 5 percent agency match.10Thrift Savings Plan. Contribution Types

Law Enforcement Annuity

Special agents receive a better FERS annuity than standard federal employees. The law enforcement formula pays 1.7 percent of the high-three average salary for each of the first 20 years of service, plus 1.0 percent for each year after 20.11U.S. Office of Personnel Management. FERS Computation The standard FERS formula is only 1.0 percent per year for most of a career. An agent retiring at 57 with 25 years of service would receive about 39 percent of the high-three average, on top of Social Security and TSP savings.

Mandatory retirement is age 57, though an agency head can grant extensions up to age 60 when the public interest requires it. To qualify for the enhanced law enforcement retirement, agents need at least 20 years of covered service and must be at least 50 at retirement.12Office of the Law Revision Counsel. 5 USC 8335 Because of the age-57 ceiling, new agent applicants must enter on duty before their 37th birthday so they can accumulate the 20 years.2FBI Jobs. Health and Life Insurance

FBI employees have access to the Federal Employees Health Benefits program, with the government covering a substantial share of premiums. Life insurance is available through the Federal Employees Group Life Insurance program. Both can be carried into retirement, with premiums deducted from the monthly annuity.9U.S. Office of Personnel Management. FERS Information
