Facebook Advertising Tax by Country: Rates and Location Fees

Meta charges Facebook advertising tax by country based on the “Sold To” address on your ad account, with VAT, GST, or sales tax rates that run from 9% in Singapore up to 27% in Hungary.1Meta. Taxes on Meta Ads Placement for Monthly Invoicing On top of that, a separate location fee applies in six countries starting July 1, 2026, calculated on where your ads are delivered rather than where your business sits.2Meta. How Meta Decides Which Country’s Tax You Pay

The country tied to your ad account’s Sold To address controls the tax treatment. That address decides what type of tax Meta charges, what rate applies, and whether you can shift to a reverse charge by supplying a tax ID.1Meta. Taxes on Meta Ads Placement for Monthly Invoicing

Meta also looks at secondary signals such as the country of your payment method and the IP address you use. A card issued in one country against a Sold To address in another can trigger verification issues. Targeting audiences in five countries does not create five tax obligations. Standard tax follows your registered business address. If you’ve moved or entered the wrong address at setup, updating the Sold To field in payment settings is the first fix, because an outdated entry can mean paying VAT to the wrong country or missing a reverse charge you’re entitled to.

European Union VAT Rates

Digital advertising to EU customers is taxed where the customer is located, and standard VAT rates vary widely by member state. Luxembourg sits at the low end at 17%, and Hungary at the top at 27%, with most countries between 19% and 25%.3Your Europe. VAT Rules and Rates Common rates advertisers see:

  • Germany: 19%
  • France: 20%
  • Spain: 21%
  • Netherlands: 21%
  • Italy: 22%
  • Poland: 23%
  • Sweden: 25%
  • Finland: 25.5%

The percentage is added to your ad spend. A €1,000 campaign in Germany bills at €1,190 after VAT.

United Kingdom

The UK charges 20% VAT under the Value Added Tax Act 1994.4Croner-i. Value Added Tax Act 1994 – Rate of VAT A UK business that supplies a valid VAT registration number avoids having Meta charge VAT directly and reports it through the reverse charge on its own return. Without a VAT number on file, the full 20% is added to every invoice.

Asia-Pacific

Australia

Australia charges 10% GST on digital services sold by foreign providers to Australian customers, and Meta is registered to collect it.5Australian Taxation Office. How Australian GST Works Accounts with an Australian billing address see the 10% added.

India

India applies 18% GST to online advertising under the Central Goods and Services Tax Act, 2017, treating it as an Online Information and Database Access or Retrieval service. Advertisers with a GSTIN self-assess under a reverse charge. Unregistered advertisers pay the 18% directly to Meta.

Singapore

Singapore charges 9% GST on digital services from overseas vendors to non-GST-registered customers under its Overseas Vendor Registration regime.6Inland Revenue Authority of Singapore. GST Rate on Imports of Low-Value Goods and B2C Imported Non-Digital Services GST-registered businesses can supply their registration details and avoid direct collection.

The Americas

United States

There is no federal VAT. State and local sales taxes may apply depending on your billing address and whether your state treats digital advertising as taxable. Combined state and local rates typically run between 4% and 10%. Maryland has a tax aimed specifically at digital advertising revenue. Because each state sets its own rules, the reliable check is what appears on your Meta invoices for your location.

Mexico

Mexico charges 16% VAT on digital services from foreign platforms under 2020 amendments to the Value Added Tax Law. Meta registers with Mexican authorities, collects the 16% on the agreed price, and remits it.7Digital Policy Alert. Mexico: Implemented VAT on Digital Services

Chile

Chile charges 19% VAT on remotely provided services, including advertising. Law No. 21.210 established the requirement in 2020, and Law No. 21.713 in 2024 extended it to all taxable remote services.8Servicio Impuestos Internos. Digital VAT and the Simplified Tax Regime

Brazil

Brazil’s structure is layered. Advertising is subject to ISS, a municipal service tax, at 2% to 5%, plus federal PIS and COFINS contributions that add several more percentage points. The combined effective burden varies by municipality and tax regime and can reach the mid-teens. Brazil is also undergoing a broader tax reform that will consolidate some of these levies, so the rules here are in flux.

Location Fees Starting July 1, 2026

Location fees are separate from VAT. They exist because certain governments impose Digital Services Taxes directly on Meta’s advertising revenue, and Meta passes that cost through as a surcharge on advertisers.2Meta. About Location Fees for Ads on Meta Platforms From July 1, 2026, location fees apply to ads delivered to audiences in six jurisdictions:

  • Austria: 5%
  • France: 3%
  • Italy: 3%
  • Spain: 3%
  • Turkey: 5%
  • United Kingdom: 2%

Unlike VAT, the location fee follows where impressions are delivered, not where your business is. A German-billed advertiser running ads to French users pays the 3% French location fee. The fee shows as a separate line on the invoice, and VAT is then calculated on ad spend plus the location fee combined, so the effective added cost is slightly higher than the percentage alone.2Meta. About Location Fees for Ads on Meta Platforms The fees apply across ad formats on Facebook and Instagram, including carousel, video, and collection ads, as well as WhatsApp click-to-message campaigns.

Adding a Tax ID to Shift to Reverse Charge

Registered businesses can usually stop Meta from adding tax directly by entering a valid tax identification number. In the EU that’s a VAT identification number issued by your member state’s tax authority.9European Commission. VAT Identification Numbers In Australia it’s your Australian Business Number with GST registration. In India it’s your GSTIN.

With a valid ID on file, Meta typically stops adding VAT or GST. The transaction moves to a reverse charge: you report the tax on your own return and, in most cases, claim it as an input tax credit at the same time, so the net cash effect is often zero. Without a tax ID, Meta treats the account as a consumer purchase and charges the full rate on every invoice.

Add the number in your ad account’s payment settings under the tax information fields. Formats differ by country. EU VAT numbers begin with a two-letter country code followed by digits; Australian ABNs are 11 digits. Meta checks the format but does not always verify the number in real time with the issuing authority, so an incorrect entry can create problems in a later tax audit.

Checking Tax Charges on Your Invoices

Every Meta ad charge produces a downloadable PDF receipt that separates ad delivery cost, any location fee, and the tax amount. Open Ads Manager, go to the Billing section, find the transaction in your payment history, and click the download icon.

Check the tax line against the subtotal to confirm the right rate. A German account whose tax does not work out to 19% of ad spend likely has a settings issue. The usual causes are an outdated Sold To address, a missing or expired tax ID, or a mismatch between billing country and payment method country. Fix the account data first, and open a billing support ticket in Ads Manager if the charge does not correct itself.

For record keeping, the IRS generally requires U.S. businesses to keep records supporting a return for at least three years from the filing date. That window extends to six years if you underreport income by more than 25%, and it’s indefinite if you never file.10Internal Revenue Service. How Long Should I Keep Records Many tax professionals suggest keeping advertising invoices for at least seven years as a practical margin. Other countries set their own retention rules, and three to seven years is a reasonable baseline in most places. Download and archive Meta invoices monthly rather than trying to pull years of records under audit pressure.
