FAA Order JO 7610.4 is the agency’s internal directive telling air traffic controllers how to handle sensitive special operations: military intercepts, aerial refueling, nuclear emergency transport, presidential movements, commercial space launches, and other flights with national security or defense implications. The current version, JO 7610.4Y, took effect in July 2025 and carries a “For Official Use Only” designation, so most of its text lives behind FAA network restrictions and is not available to the general public.1Federal Aviation Administration. What the Order Covers and Why It’s Restricted
The order exists so that non-routine flights don’t collide with everyday traffic in the National Airspace System. When a fighter jet scrambles on an unidentified aircraft, a tanker sets up a refueling track at flight level 250, or a rocket launches through commercial airways, controllers need step-by-step procedures for keeping those missions separated from airline and general aviation traffic. JO 7610.4 supplies those procedures, covering planning, inter-facility coordination, communication protocols, and real-time execution.
Its reach is government-focused. The directive applies to Department of Defense missions, Department of Homeland Security activities, law enforcement flights, and other public aircraft conducting national defense or emergency work. It also governs how ATC coordinates Temporary Flight Restrictions for presidential travel and disaster response, and it establishes the framework for integrating commercial space launches into airspace that normally serves airplanes.
JO 7610.4 is not classified in the national security sense. It’s designated For Official Use Only and treated as Sensitive Unclassified Information, protected at a moderate confidentiality level and restricted to the FAA network.2Federal Aviation Administration. The Operations It Governs
What ties these mission categories together is that each one forces controllers off standard procedures, whether by providing priority handling, carving out dedicated airspace, or coordinating with agencies that don’t normally talk to ATC.
Air Defense Intercepts
During active air defense missions, controllers are required to give maximum assistance to expedite the interceptors until the unknown aircraft is identified. The Air Defense Control Facility initiating the scramble identifies the mission, and ATC transfers control jurisdiction of the interceptors to that facility on request.4Federal Aviation Administration. Aerial Refueling
Military aerial refueling happens along published refueling tracks or within designated anchor areas, and ATC keeps non-participating aircraft clear of the operation. The tanker requests a delay at the air refueling control point and advises ATC of the requested altitude block. Once the tanker declares Military Assumes Responsibility for Separation of Aircraft (MARSA), the military takes over separation between tanker and receiver, and ATC’s job shifts to keeping everyone else away from the refueling block. The tanker handles all ATC communication for the formation and must give controllers at least five minutes’ notice before exiting the track so ATC can reassign altitudes, transponder codes, and routing.6Federal Aviation Administration. Nuclear Emergency and Hazardous Materials Flights
Aircraft flying with the code name “FLYNET” are transporting nuclear emergency teams or disaster control teams to the site of a potential or actual nuclear accident, or an incident involving chemical agents or hazardous materials. Controllers must provide expeditious handling, and the code name travels as part of the flight plan remarks.7Federal Aviation Administration. Presidential and VIP Movements
Presidential travel triggers some of the most restrictive airspace procedures in the system. The FAA typically establishes a two-ring Temporary Flight Restriction around the President’s location. The inner core, usually a 10-nautical-mile radius, prohibits nearly all aircraft operations; only approved law enforcement, military aircraft directly supporting the Secret Service, approved air ambulance flights, and scheduled commercial carriers operating under TSA-approved security programs at Part 139 airports may operate inside it.8Federal Aviation Administration. The outer ring extends to 30 nautical miles. Flights are permitted there, but every aircraft must be on an active flight plan, squawking a discrete transponder code assigned by ATC, and maintaining two-way radio contact at all times. VFR pilots cannot simply fly in; ATC must acknowledge the tail number, assign a code, identify the aircraft on radar, and clear it into the TFR before entry is authorized. Loitering is prohibited.8Federal Aviation Administration. Security coordination for presidential, vice presidential, and First Lady movements flows through the Domestic Events Network, a 24/7 FAA-sponsored recorded telephone conference that connects every Air Route Traffic Control Center with agencies like the Secret Service, FBI, and Air and Marine Operations Center.10Federal Aviation Administration. Commercial Space Launch and Reentry
Commercial launches and reentries have become a significant part of the special operations workload. Operators must engage the FAA’s Office of Commercial Space Transportation during the pre-application phase and sign a Letter of Agreement with the ATC facility that controls the affected airspace. The FAA has 180 days to evaluate a complete license application and 120 days for a permit application, and a signed LOA must be in place before any operation in the NAS.11Federal Aviation Administration. Electronic Warfare and Signal Interference
Missions involving electronic jamming or chaff dispensing require special coordination because they can disrupt ATC radar and communications. National-level electronic attack clearance requires coordination with both the FAA and the FCC, with requests submitted at least 90 days before the planned start date. GPS jamming operations require Joint Staff and FAA authorization with a minimum 60-day lead time.12Range Commanders Council. Getting Authorization to Operate Under It
External parties who need authorization for a non-standard operation typically start with FAA Form 7711-2, the Certificate of Waiver or Authorization application. It covers operations under 14 CFR Parts 91, 101, and 105, including air shows, parachute demonstrations, and drone operations that go beyond standard Part 107 limits.13Federal Aviation Administration. The application asks for specific operational detail. For the area of operation, applicants provide latitude and longitude coordinates in degrees, minutes, and seconds for boundary points or a radius from a central point. Altitude data must include minimum and maximum values in both MSL and AGL. The form also asks for beginning and ending dates, though general time ranges like “daylight hours only” are acceptable when specific times aren’t set. Lead times vary. Simple operations may take a couple of weeks; complex activities requiring airspace waivers can take 45 days or longer. The FAA doesn’t start its review clock until the application is complete, and incomplete filings are a common source of delay. Standard lead times don’t fit wildfires and hurricanes. First responders and organizations supporting emergencies can request expedited approval through the Special Governmental Interest process. Eligible operations include firefighting, search and rescue, law enforcement, utility restoration, damage assessments, and disaster recovery support. Penalties for Violating Protected Airspace
The FAA investigates all reported TFR violations, and sanctions range from warning letters to certificate suspension or revocation depending on the circumstances.15Federal Aviation Administration. National defense airspace is the sharpest edge. Pilots who enter a presidential TFR or other national defense airspace without authorization may be intercepted by military fighters, detained, and interviewed by law enforcement. Pilots who fail to comply with intercept signals or ignore ATC instructions in these areas face the possibility of force being used against their aircraft.5Federal Aviation Administration.
