Emergency Evacuation Map Requirements and OSHA Standards

Emergency evacuation map requirements come from three layers, not one. Federal OSHA rules require a written Emergency Action Plan with evacuation procedures and exit route assignments, but they don’t actually order you to post a map on the wall. That posting obligation comes from your state or local fire code, enforced by the fire marshal. And when it comes to how the map itself must look, the benchmark most designers and many codes follow is ISO 23601, the international standard for escape plan signs. Together these determine what your building needs, where it goes, and what it has to show.

What OSHA Requires

Under 29 CFR 1910.38, any employer covered by an OSHA standard requiring an Emergency Action Plan must put that plan in writing and keep it available to employees. The plan has to include, at minimum, procedures for emergency evacuation “including type of evacuation and exit route assignments.”1eCFR. 29 CFR 1910.38 – Emergency Action Plans Employers with ten or fewer employees can communicate the plan orally; everyone else needs it in writing on site.

The word “map” doesn’t appear in the regulation. It appears in the non-mandatory appendix to Subpart E, which says floor plans or workplace maps clearly showing emergency escape routes should be included in the plan, and that color coding will help employees identify their route assignments.2Occupational Safety and Health Administration. 1910 Subpart E Appendix – Exit Routes, Emergency Action Plans, and Fire Prevention Plans Because the appendix is non-mandatory, OSHA won’t cite you for lacking a posted map on its own. But if your evacuation procedures are unclear and employees can’t identify their exit routes, you have violated the mandatory part of the rule, and a posted map is the most straightforward way to demonstrate you haven’t.

Where the Posting Mandate Actually Comes From

The legal obligation to physically post evacuation maps in hallways, rooms, and lobbies comes from state and local fire codes. Fire marshals and municipal code enforcement inspect for these maps and write the violations when they’re missing. The Joint Commission, which accredits healthcare facilities, has noted that local and state fire marshals require evacuation maps and that facilities should check with the local authority before removing any posted map.3The Joint Commission. Many jurisdictions adopt some version of the International Fire Code, which imposes specific posting duties on certain building types. Hotels, motels, and dormitories must post a diagram showing two evacuation routes on or immediately adjacent to every required egress door from each sleeping unit. Fire safety plans under the IFC must include floor plans identifying exits, primary and secondary evacuation routes, accessible egress routes, areas of refuge, manual fire alarm pull stations, and portable fire extinguishers.4International Code Council. IFC Chapter 4 – Emergency Planning and Preparedness High-occupancy buildings, multi-unit residential structures, and facilities open to the public face the strictest requirements, and a certificate of occupancy can hinge on compliant maps being installed.

Because requirements vary by jurisdiction, the only reliable way to know what your building needs is to call your local fire marshal. “OSHA doesn’t require maps” is technically true and practically useless if your city’s fire code does.

What Must Appear on the Map

The content requirements from ISO 23601, the IFC, and OSHA’s guidance overlap heavily. A compliant evacuation map has to carry all of the following.

A “You are here” marker anchors the whole map. Without it, the drawing is just a floor plan; the viewer can’t orient themselves or identify the nearest exit. ISO 23601 places this marker in safety blue.

Primary and secondary exit routes, shown as color-coded lines from the viewer’s position to the building exterior. Two routes matter because the nearest exit may be blocked during a fire. Both should lead to a designated exterior assembly point, which appears on the map so occupants know where to gather for a headcount.5Occupational Safety and Health Administration. eTool – Evacuation Plans and Procedures – Emergency Action Plan Elements

Fire and safety equipment locations, at minimum:

  • Manual fire alarm pull stations
  • Portable fire extinguishers
  • First aid kits and spill kits
  • Emergency shut-off controls, where applicable

Stairwell and elevator locations, plus any evacuation provisions for people with disabilities such as areas of refuge.

A legend explaining every symbol and color, so the map is usable by a first-time visitor who has never seen the building. During an emergency nobody has time to guess what a red triangle means.

Administrative information: the plan designer’s name, facility name, floor designation, date of design, and revision number. The revision date makes it immediately visible during inspection whether the map is current.

Design Rules That Make the Map Usable

Orientation to the Viewer

The most important design rule is that the map must be oriented to match the viewer’s physical surroundings. ISO 23601 states this directly: locations on the left of the plan are to the viewer’s left, and locations on the right are to the viewer’s right. If the hallway runs left in real life, it runs left on the map. Every copy of the map has to be individually oriented for its specific mounting location. A map with north always at the top forces every viewer to mentally rotate the image, and that costs seconds nobody has.

Color and Contrast

Color coding separates types of information at a glance. Exit routes are typically shown in safety green, fire equipment in red, and the “You are here” indicator in blue, following ISO 3864-1. The background is white or phosphorescent white for maximum contrast, with structural elements outlined in black. Safety symbols on the map must conform to ISO 7010 and match the actual signs installed in the building. Text uses sans-serif fonts, with high contrast between characters and background.

Photoluminescent Materials

Many codes require or recommend photoluminescent materials for evacuation signage. These absorb ambient light and glow in darkness, which matters because power failures are a common feature of the emergencies that trigger evacuations. ASTM E2072 sets minimum performance requirements for photoluminescent safety materials, including luminance and activation values. A map printed on ordinary paper behind glass disappears the moment the lights go out.

ADA Accessibility Requirements

The Americans with Disabilities Act imposes specific requirements on signage that reach evacuation maps used as permanent labeling. Under the ADA Standards for Accessible Design, tactile signs with raised characters and braille must be mounted between 48 inches minimum and 60 inches maximum above the finish floor, measured from the baseline of the lowest and highest tactile characters respectively.6U.S. Access Board. Chapter 7 – Communication Elements and Features Visual characters on signs must sit at least 40 inches above the floor.

Raised characters must be uppercase, sans-serif, and between 5/8 inch and 2 inches tall. Every raised character has to be duplicated in Grade 2 (contracted) braille, positioned below the full text block with at least 3/8 inch of separation. Braille dots must be domed or rounded, with specified height, diameter, and spacing. Visual characters must have a non-glare finish and clear contrast with their background.7U.S. Access Board. The ADA requires tactile features on signs identifying permanent rooms and spaces, so not every evacuation map needs full tactile and braille treatment. Where the map serves a labeling function at a permanent location, or where local code requires accessible evacuation information, these standards apply. Providing at least the map title and key instructions in raised text with braille is the safest baseline.

Where to Post Maps

Maps go where occupants will naturally see them. Standard placement locations include:

Maps must be unobstructed by furniture, equipment, or decorations, and mounted at a consistent height that works for people of different statures and for wheelchair users. Larger floors with complex layouts need more maps than simple rectangular spaces with obvious exits. The guiding principle is that no occupant should ever be far from a reference point.

A practical note on language: OSHA does not require safety signage in any language beyond English, and a 2004 interpretation letter confirmed there is no threshold number of non-English-speaking employees that triggers a foreign-language requirement.8Occupational Safety and Health Administration. Posting Requirements for Notices in Other Languages The strongest maps rely on ISO 7010 symbols, color coding, and directional arrows rather than heavy text, which sidesteps the question for most occupants.

Keeping Maps Current

An outdated map is worse than no map. It sends people toward exits that may not exist. Maps must be revised whenever structural changes affect exit routes: relocated walls, sealed doorways, new construction, or changes in fire equipment placement. OSHA requires employers to review the Emergency Action Plan with employees whenever the plan changes.1eCFR. 29 CFR 1910.38 – Emergency Action Plans

The IFC requires lease plans for covered mall buildings to be revised annually or as often as necessary to keep them current.4International Code Council. IFC Chapter 4 – Emergency Planning and Preparedness Many jurisdictions apply similar periodic review requirements to other building types, and five-year review cycles are common even without physical changes. ISO 23601 supports this by requiring every map to display a revision date and number.

Penalties for Non-Compliance

Enforcement runs on two tracks. Federally, OSHA can cite an employer for failing to maintain a compliant Emergency Action Plan, which includes unclear or absent evacuation procedures. A serious violation carries a maximum penalty of $16,550. A willful or repeated violation can reach $165,514. Failing to correct a cited violation adds up to $16,550 per day beyond the abatement deadline.9Occupational Safety and Health Administration. Locally, fire marshals can issue violations during routine inspections, deny or revoke a certificate of occupancy, or order a building closed until deficiencies are corrected. For a business, losing occupancy clearance means shutting down until compliant maps are installed and approved.
