Elon Musk Leaving DOGE: Spending Bill Break, Farewell, and Fallout

Elon Musk left DOGE on May 30, 2025, when the 130-day legal cap on his service as a “special government employee” ran out. His exit closed the most visible chapter of the Department of Government Efficiency, but the organization he built did not survive long without him: within months it fractured internally, was sidelined by the White House, and effectively ceased to exist as a centralized body well before its scheduled July 2026 termination.

Why He Had to Leave

Musk’s departure was dictated by a statute, not a decision. He served as a “special government employee,” a classification Congress created in 1962 for temporary experts and consultants. Federal law caps SGE service at 130 days within any 365-day period.1NPR. On May 28, Musk posted on X that his time was up: “As my scheduled time as a Special Government Employee comes to an end, I would like to thank President @realDonaldTrump for the opportunity to reduce wasteful spending.”2Politico. His formal titles had been “Senior Advisor to the President” and “Special Government Employee.” A February 2025 White House court declaration stated he was “not an employee of the U.S. DOGE Service.”5House Budget Committee Democrats. So-Called DOGE Fact Sheet Trump nonetheless publicly said Musk was “in charge of DOGE,” and Musk operated with broad authority across agencies. He was unpaid, and because he drew no salary above the GS-15 pay scale, he did not have to file a public financial disclosure.6Citizens for Responsibility and Ethics in Washington. The Public Break Over the Spending Bill

The 130-day clock was legally predetermined, but the timing arrived during an open clash with the president. In a CBS interview that aired May 27, Musk criticized the House Republican spending bill Trump was championing, saying it “increases the budget deficit, not just decreases it, and undermines the work that the DOGE team is doing.” He added: “I think a bill can be big or it can be beautiful. But I don’t know if it can be both.”7Time. Musk Trump Big Beautiful Bill

Trump brushed off the criticism the next day, telling reporters, “I’m not happy about certain aspects of it, but I’m thrilled by other aspects of it.”8New York Times. Elon Musk Trump Spending Bill DOGE Musk had already begun stepping back before the split. On an April investor call he acknowledged that the initial phase of DOGE work was “mostly done,” and by May 20 he said he would visit the White House only “a couple days every few weeks.”7Time. Musk Trump Big Beautiful Bill Tesla was part of the reason: first-quarter deliveries fell 13 percent year-over-year to roughly 336,700 vehicles, the company’s lowest quarterly figure since 2022, and the stock lost more than 30 percent of its value between Inauguration Day and early April.9Washington Post. The Oval Office Farewell

The May 30 send-off was publicly cordial. Trump and Musk “showered each other with praise,” and Trump presented Musk with a golden key in a wooden box.11BBC. Elon Musk Departs DOGE Trump told reporters that Musk was “not really leaving” and would be “back and forth” to the White House. A senior administration official told CBS News that “Musk left on good terms and is still friends with the president. This isn’t a separation, but just a return to the private sector.”12CBS News. Elon Musk Signals His Time Leading DOGE Is Coming to an End White House officials confirmed Musk would continue as an “unofficial advisor.”

Behind the scenes it was messier. Vox reported that Trump had expressed skepticism about whether DOGE’s work was “all bullshit.”13Vox. Elon Musk Trump Relationship DOGE Big Beautiful Bill

What Musk Left Behind

The record Musk exited on was contested on almost every number.

Workforce

The most immediate effect of DOGE was a wave of federal layoffs. In February 2025 the administration ordered agencies to terminate probationary employees in what became known as the “Valentine’s Day Massacre.”14Fortune. Elon Musk Federal Workers Cut The Office of Personnel Management simultaneously launched a “Fork in the Road” deferred resignation program, modeled on one Musk had used at Twitter, offering nearly the entire federal workforce continued pay and benefits through September 30, 2025, in exchange for resignation.15NPR. Claimed Savings

DOGE’s own website reported approximately $215 billion in total savings, broken into contract terminations, grant cancellations, lease terminations, and workforce reductions.19DOGE. DOGE Savings Musk had originally set a $1 trillion goal. Independent scrutiny found the figures unreliable. NPR characterized the claims as “overstated,” “riddled with factual errors,” and “unverifiable,” citing $4.3 million in savings claimed from canceling an FAA consulting contract that was actually worth about $150,000 and was not terminated, and $4 billion claimed from an Air Force modernization project for which only about $12,000 had been awarded.16NPR. DOGE Fiscal Year Savings A New York Times analysis of DOGE’s “Wall of Receipts” found that 28 of the top 40 savings claims were inaccurate, and that 80 percent of listed contract and grant cancellations claimed savings of $1 million or less.20New York Times. DOGE Musk Trump Analysis Federal spending for the fiscal year actually increased by $376 billion over the previous year.

USAID

DOGE’s most consequential target was the U.S. Agency for International Development. Beginning in January 2025 the administration froze USAID funding, and by March announced the agency’s dissolution. Over 80 percent of USAID programs were canceled and 5,200 contracts terminated, with roughly 1,000 contracts transferred to the State Department.21The Guardian. Trump Administration USAID DOGE Cuts By July 2025 USAID was formally absorbed into the State Department. Its workforce fell from 13,000 to fewer than 900.22Real Instituto Elcano. America Adrift: Trump, DOGE and Sweeping Cuts to US Foreign Assistance Oxfam estimated that the cuts caused at least 23 million children to lose access to education and up to 95 million people to lose basic healthcare access.

Federal Real Estate

In March 2025 the GSA published a list of over 440 “non-core” government buildings for potential sale, then retracted it the next day after what the agency called an “overwhelming response,” scaling back to 16 properties for “accelerated disposition.”23GovExec. DOGE Approach to Excess Federal Buildings Roughly 900 lease termination notices went out to landlords, but GSA walked back hundreds after discovering the closures would disrupt public-facing services. By year’s end 260 lease terminations were finalized, saving an estimated $112 million annually, and 90 federally owned properties had been disposed of.24Federal News Network. The Power Struggle After He Left

The organization fractured almost immediately. Musk’s operational deputy, Steve Davis, was also let go, on May 29, and refused to go quietly. Despite the White House Presidential Personnel Office informing staff that Davis was no longer an employee, he held a meeting at the GSA roughly a week later to propose “DOGE 2.0.” On June 7 he purged staffers he considered disloyal from internal Signal group chats.25Politico. DOGE Lead Steve Davis Did Not Go Quietly

Davis installed a trio of allies as new DOGE leaders: GSA Acting Administrator Stephen Ehikian, Josh Gruenbaum, and Anthony Armstrong. They allegedly told staff their authority came from Vice President Vance and Chief of Staff Susie Wiles, a claim the White House denied. DOGE general counsel Austin Raynor formally clarified that Davis was no longer a government employee. Resignations and firings followed after White House aide Sergio Gor reminded Cabinet secretaries they had full discretion to dismiss DOGE personnel.25Politico. DOGE Lead Steve Davis Did Not Go Quietly

The White House resolved the fight on July 21 by installing Mike Rigas, a veteran federal administrator, as acting GSA chief. Rigas was layered above Ehikian, who was demoted to deputy. The move was widely viewed as the most significant step the White House took to diminish the influence of Musk’s loyalists in government.26Politico. Where DOGE Stands Now

By November 2025 DOGE had ceased to exist as a centralized entity, well ahead of its July 2026 charter expiration. OPM Director Scott Kupor stated bluntly: “That doesn’t exist,” referring to DOGE as an organization. Former DOGE officials scattered to roles at the State Department, OMB, HHS, and the Office of Naval Research. Joe Gebbia, the Airbnb co-founder who had worked on DOGE, moved to a “National Design Studio” focused on government website design.27Fortune. DOGE Elon Musk Federal Bureaucracy As of October 2025, only 45 employees remained formally under the DOGE banner.28Politico. DOGE Elon Musk Succession

The broader mission of shrinking the federal government shifted to OMB under Director Russell Vought. Vought continued mass reductions in force and implemented a system requiring Cabinet-level approval for grants and contracts exceeding $100,000, creating backlogs that effectively blocked the disbursement of appropriated funds, including a reported $17 billion in disaster aid. The White House blocked more than $410 billion in appropriated funds during the last fiscal year.29The American Prospect.
