ECOWAS Travel Certificate: Requirements, 90-Day Rule, and Limits

The ECOWAS Travel Certificate is a simplified regional travel document that lets citizens of ECOWAS member states cross borders within West Africa without a full international passport. Who Can Apply

You qualify if you hold citizenship in an ECOWAS member state. As of early 2025, the active member states are Benin, Cabo Verde, Cote d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Nigeria, Senegal, Sierra Leone, and Togo.3ECOWAS Commission. Member States

Mali, Burkina Faso, and Niger formally withdrew from ECOWAS on January 29, 2025, dropping the bloc from fifteen members to twelve. ECOWAS asked its remaining members to keep honoring free movement privileges for citizens of the three departing countries during a transition. If you hold nationality from one of these countries or plan to travel there, check with your local immigration office before applying, because policies may shift as the transition plays out.

Documents You Need

Before visiting an immigration office, gather:

  • A birth certificate or statutory declaration of age issued by a local government authority. This establishes your citizenship and is the core document in the package.

  • A completed application form, available at immigration headquarters or local command offices. Expect fields for your full legal name, place of birth, occupation, and residential address.

Fill the form in black or blue ink using capital letters. Inconsistencies between the form and your supporting documents are the most common cause of a wasted trip. Submitting false or forged records can lead to fines or detention under local immigration laws.

How to Apply

Applications are made in person at a designated immigration office. In Nigeria, certificates are issued at the Service Headquarters, state command offices, the FCT office, and local government immigration offices.1Nigeria Immigration Service. At the office, an officer reviews your documents and verifies your identity. Some offices capture fingerprints to link you to the certificate. Payment is typically made at a partnered bank or through an electronic portal at the office, and fees vary by country, so ask about the amount when you arrive. Once approved, the certificate is printed and collected at the same office. Bring your payment receipt when you pick it up.

Processing times depend on the issuing country and how busy the office is. Some offices turn certificates around within a day; others take several days, particularly during peak travel periods or at smaller offices.

Validity and Renewal

The certificate is valid for two years from the date of issuance and can be renewed once for an additional two years.1Nigeria Immigration Service. Renewal uses the same or a similar form as the initial application, so keep your supporting documents accessible.

Using the Certificate at the Border

Present the certificate at every entry and exit point so border control can stamp it. Those stamps are your legal proof of when you arrived and how long you stayed. Skipping them can trigger penalties or questioning at internal checkpoints.

The 90-Day Stay Rule

Under the 1979 Protocol, you can stay in another member state for up to 90 days without a visa or formal residence permit.4UNCTAD. The protocol does not name a specific extension form; each member state handles the process through its own immigration department. Overstaying without permission puts you at risk of fines, deportation, or trouble re-entering that country later.

Yellow Fever Vaccination Card

Most West African countries require travelers to show a valid International Certificate of Vaccination or Prophylaxis for yellow fever at the border. Officials routinely ask for it alongside your travel certificate. If your vaccination has lapsed, get a booster before traveling; without the card, you may be turned away at the border or required to get vaccinated on the spot at your own expense.

If Your Certificate Is Lost or Stolen

You can apply for a replacement, but not right away. A waiting period of roughly two to six months must pass before a replacement application is accepted.1Nigeria Immigration Service. File a police report at the nearest station documenting the loss or theft. When the waiting period ends, submit a fresh application using the same type of form you used originally, along with the police report. If you need to travel during the wait, contact your national immigration service about temporary alternatives, because the replacement will not be issued early.

Where the Certificate Does Not Work

The certificate is strictly regional. It is not a passport and will not get you into countries outside the ECOWAS sub-region.5U.S. Department of State. For travel beyond the region, you need a standard biometric international passport.

The certificate also does not grant the right to work or establish a business in another member state. The free movement protocol it rests on covers short-term visits. Working or setting up a business requires separate permits under the host country’s laws.
