Economic Impact Payments were three rounds of direct federal cash payments issued to most Americans during the COVID-19 pandemic, totaling up to $3,200 per eligible adult between March 2020 and March 2021. Commonly called stimulus checks, they were structured as advance refundable tax credits and distributed by the Treasury Department and the IRS. All three rounds have been fully paid out, and the deadlines to claim any missed amounts through the Recovery Rebate Credit have now closed.
The Three Rounds and What They Paid
Each round came from a separate law with its own amount and its own rules.
- Round 1 (March 2020), under the CARES Act: up to $1,200 per eligible adult, $2,400 for a married couple filing jointly, and $500 per qualifying child under age 17.
- Round 2 (December 2020), under the COVID-related Tax Relief Act: up to $600 per eligible adult, $1,200 for a joint-filing couple, and $600 per qualifying child under 17.
- Round 3 (March 2021), under the American Rescue Plan: up to $1,400 per eligible person, $2,800 for a joint-filing couple, and $1,400 per qualifying dependent.
One difference between the rounds mattered a great deal for families. Rounds 1 and 2 paid only for children under 17. Who Qualified
Eligibility was similar across all three rounds. You qualified if you were a U.S. citizen or resident alien, had a valid Social Security number, and were not claimed as a dependent on someone else’s tax return.2Office of the Law Revision Counsel. 26 USC 6428 Non-resident aliens did not qualify.
Earned income was not required. People receiving Social Security retirement or disability benefits, Supplemental Security Income, or Veterans Affairs benefits were paid automatically based on their benefit records, with no tax return needed.3Internal Revenue Service. Economic Impact Payments
Incarcerated people also qualified. How Much You Should Have Received
The IRS looked to your most recent tax return and used the adjusted gross income shown there. All three rounds shared the same starting thresholds: $75,000 for single filers, $112,500 for heads of household, and $150,000 for married couples filing jointly.4Internal Revenue Service. 2021 Recovery Rebate Credit – Topic C: Eligibility for Claiming a Recovery Rebate Credit on a 2021 Tax Return Above those figures, the payment fell by $5 for every $100 of additional income.
Rounds 1 and 2 phased out gradually, so higher earners often still received something. Round 3 was different. Congress set hard ceilings where the payment reached zero: $80,000 for single filers, $120,000 for heads of household, and $160,000 for joint filers. How Payments Were Delivered
The method depended on what the IRS had on file for you.
Direct Deposit

Paper Check
Taxpayers with no bank information on file received paper checks by mail at their last known address. Delivery took several weeks and required a bank or credit union deposit; check-cashing stores generally charged fees.
EIP Prepaid Debit Card
Millions of payments came on prepaid Visa debit cards mailed with activation instructions.6Internal Revenue Service. After each round, the IRS mailed Notice 1444 confirming the amount and delivery method. The agency recommended keeping it with your tax records, since it later served as proof of what you had received when reconciling the Recovery Rebate Credit.
How the Payments Affected Taxes and Benefits
Stimulus payments were not taxable income. They did not raise your adjusted gross income, did not shrink your refund, and did not add to any tax owed. Because they were advances on a refundable credit, they also did not count against eligibility for federal benefit programs such as Medicaid, SNAP, or SSI.
Garnishment and Debt Collection
Protections shifted with each law, and the differences caught many recipients off guard.
Under the CARES Act, first-round payments were shielded from most federal debts, past-due state taxes, and unemployment overpayments, but past-due child support enforced through the federal offset program could still reduce or eliminate the payment.
Second-round payments under the Consolidated Appropriations Act went further and could not be garnished for child support, private debts, or federal debts. Banks were still permitted to apply deposited funds against a negative account balance.
Third-round payments under the American Rescue Plan were protected from IRS seizure and government agency garnishment, but not from private creditors. Some states passed their own protections; federal law did not.
The Recovery Rebate Credit and Closed Deadlines
People who missed a payment, or received less than the full amount, could claim the difference as the Recovery Rebate Credit on their federal return. If income dropped, the credit could be larger than the advance. If income rose, the IRS did not claw the money back.
In late 2024, the IRS identified roughly one million taxpayers who had filed 2021 returns but had not claimed the third-round credit, and it sent those payments automatically.3Internal Revenue Service. Economic Impact Payments
For everyone else, the window has closed. Federal tax law gives three years from the original filing deadline to claim a refund.
