Dubai Freelance Visa: Requirements, Costs, and Renewal

The Dubai freelance visa is a package that lets independent professionals live and work in the emirate without a company sponsor: a freelance permit (your license to work), a residency visa (your legal right to stay), and an establishment card linking you to a sponsoring free zone. Through the GoFreelance portal, the permit alone costs AED 7,500 per year, and once you add the residency visa and establishment card the base total runs to about AED 14,100 for a one-year package or AED 14,542 for two years.1GoFreelance. GoFreelance – Freelance Opportunities Factor in the medical test, health insurance, and Emirates ID, and first-year setup typically lands between AED 15,000 and AED 20,000.

How the Package Works

The free zone acts as your sponsor. That is the key difference from traditional employment where a company sponsors your residency, and it is what lets you invoice multiple clients directly under your own name. GoFreelance offers one-year and two-year visa options alongside the permit, and some other free zones offer packages up to three years.1GoFreelance. GoFreelance – Freelance Opportunities Your residency visa validity is tied to the permit duration, so both renew together.

Which Licensing Authority to Use

Your choice of licensing authority determines which professional activities you can perform. The largest portal is GoFreelance, which operates across four TECOM free zone communities, each with its own activity list.1GoFreelance. GoFreelance – Freelance Opportunities

  • Dubai Internet City (technology): software and web development, data science, IT networking, customer service.
  • Dubai Media City: journalism, photography, videography, copywriting, social media, PR, music, animation, event planning.
  • Dubai Design District: fashion design, interior design, jewellery design, styling, visual merchandising.
  • Dubai Knowledge Park (education): training, executive coaching, research, education advising, eLearning.

The full list runs to dozens of specific titles, from aerial photography to wedding planning. Your application must match one of these approved activities exactly. Picking an activity that doesn’t align with your actual work invites administrative rejection.

Two alternatives exist. The Dubai Development Authority runs a separate freelancer registration for professionals working within its jurisdiction, useful if your work falls outside the TECOM communities’ scope.2Dubai Development Authority. Freelancer For technology professionals working in fintech, AI, healthtech, edtech, greentech, or related innovation fields, the DIFC Innovation Licence costs USD 1,500 per year (subsidized for two to five years) and covers firms developing or testing new products across more than a dozen tech sectors.3DIFC. One clarification: Meydan Free Zone is sometimes listed as a freelance visa issuer, but Meydan does not issue freelance visas directly. They offer a business license paired with an investor visa instead, which is a different structure with different costs.

Documents You Need

  • A clear passport copy with at least six months of validity remaining.
  • A digital professional photograph on a white background, meeting the free zone’s specifications.
  • An updated resume tailored to the specific freelance activity you’re applying for.
  • Educational credentials. Degrees or certifications from international institutions typically require attestation through the UAE Ministry of Foreign Affairs, which confirms the validity of seals and signatures on documents issued abroad.4Ministry of Foreign Affairs. Attestation of Official Documents and Certificates
  • Proof of an active health insurance policy compliant with Dubai Health Authority regulations. Coverage is mandatory for all Dubai residents under Dubai Health Insurance Law No. 11 of 2013.5ISAHD. Frequently Asked Questions

Start attestation early. The paperwork usually has to pass through your home country’s foreign affairs department, then the UAE embassy, then the UAE Ministry of Foreign Affairs, and applicants who leave it until the last minute routinely lose weeks. On insurance, basic Dubai plans start at around AED 525 per year. The minimum Essential Benefits Plan covers outpatient consultations, emergency care, and hospitalization with an annual limit of AED 150,000, and you cannot finalize residency without valid coverage.6The Official Platform of the UAE Government. Cost Breakdown

Through GoFreelance:

  • Freelance permit: AED 7,500 per year
  • Residency visa: AED 4,600 (one year) or AED 5,042 (two years)
  • Establishment card: AED 2,000

Base total: AED 14,100 for one year, AED 14,542 for two years.1GoFreelance. GoFreelance – Freelance Opportunities On top of that, budget the medical fitness test (AED 300 standard, or AED 750 for same-day VIP results), health insurance (from AED 525 per year), and Emirates ID issuance fees. Fees are subject to change, and free zones outside the GoFreelance network price things differently.

The Application Steps

Applications for the GoFreelance communities go through the GoFreelance portal; other free zones operate their own portals with similar steps.1GoFreelance. GoFreelance – Freelance Opportunities You upload your documents, select your freelance activity, and fill in personal and professional details. Payment for the permit and visa fees follows. You get a reference number and an automated confirmation with the expected timeline.

After administrative review, the free zone issues an entry permit, which allows you to legally enter or remain in the country while you complete the physical residency steps. If you’re already in the UAE on a visit visa, the entry permit bridges the gap until residency is finalized.

Medical Test and Emirates ID

Every residency applicant must pass a medical fitness examination at an authorized government screening center. The test includes a blood draw to screen for infectious diseases, and requirements vary by emirate.7The Official Platform of the UAE Government. Health Conditions for UAE Residence Visa Standard processing costs AED 300 with results within 24 hours; VIP screening at centers such as Al Garhoud costs AED 750 with results in about six hours.

After medical clearance, you attend a separate appointment for biometrics at a Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) service center for fingerprinting and a photograph for your Emirates ID card.8Federal Authority for Identity, Citizenship, Customs and Port Security. Biometric Verification of Cardholders With Fingerprints ICP offers a 24-hour urgent service for Emirates ID issuance; standard processing takes longer, though official timelines are not published.9The Official Platform of the UAE Government. Emirates ID

Once the Emirates ID is in hand, you’re a legal resident. The card is your primary identification for banking, contracts, phone registration, and government services. Financial institutions and utility providers verify status digitally through the card, so losing it or letting it lapse creates immediate problems.

Sponsoring Family Members

Freelancers meeting a minimum monthly income of AED 4,000, or AED 3,000 if accommodation is provided separately through a tenancy contract registered with Ejari, can sponsor residency for a spouse and children.10The Official Platform of the UAE Government. Residence Visa for Family Members Sons can be sponsored up to age 25 if unmarried; unmarried daughters have no age limit.

You’ll need income or bank statements proving the salary floor, a valid tenancy contract, and attested family documents such as a marriage certificate. Each dependent also needs their own health insurance and medical fitness clearance. Budget for individual visa fees, medical tests, and insurance for every family member.

Tax Obligations

The UAE has no personal income tax, but two obligations are easy to overlook once your freelance income scales.

Corporate Tax

UAE corporate tax applies to freelancers and sole proprietors as “natural persons” conducting business. The first AED 375,000 of taxable income is taxed at 0%, and income above that is taxed at 9%. You only need to register if your total annual gross revenue from business activities exceeds AED 1 million in a calendar year. Below that, there’s no registration or filing obligation.

Freelancers whose gross revenue crossed the AED 1 million mark in 2024 or later face a registration deadline of March 31, 2026. Missing it triggers a flat penalty of AED 10,000. Personal income such as investment returns or rental income earned in a personal capacity falls outside the corporate tax net.

VAT

VAT registration becomes mandatory when your taxable supplies exceed AED 375,000 over a rolling 12-month period, or when you expect to cross that threshold within the next 30 days. Voluntary registration is available once taxable supplies or expenses exceed AED 187,500, which can be worthwhile if you want to recover input VAT on startup costs. Applications must be submitted within 30 days of crossing the mandatory threshold. Track invoiced revenue monthly; growth happens faster than most freelancers expect.

Banking as a Freelancer

A dedicated business account is what you need to receive client payments. Using a personal account for business is a common shortcut that can get the account shut down and the holder blacklisted, which makes future banking extremely difficult.

For a business account, expect to provide your freelance permit, passport and visa copy, Emirates ID, proof of address, and a description of your business activities. Some banks also request a CV, recent personal bank statements, and details about your key clients. Traditional banks often require high minimum balances; digital banks tend to have lower barriers, though they still run compliance checks. Apply as soon as your Emirates ID arrives, because some clients won’t release payment without a UAE account and review can stretch to several weeks.

Renewal and Overstay Penalties

Your freelance permit and residency visa must be renewed before they expire. Residency renewal goes through the General Directorate of Residency and Foreigners Affairs (GDRFA), either online, through an Amer service center, or at a Customer Happiness Center. The base fee is AED 200, plus AED 500 for in-country processing, a Knowledge Dirham of AED 10, and an Innovation Dirham of AED 10. The fee increases by AED 100 for each year if the residency extends beyond two years.11GDRFA Dubai. Renewing a Virtual Work Residence Permit Processing takes about 48 hours. The freelance permit itself is renewed separately through your free zone (AED 7,500 per year through GoFreelance).

If residency expires without renewal, overstay fines accumulate at AED 50 per day from day one. After 30 days of overstay, you need an exit permit costing an additional AED 250 to leave the country. Significant overstays trigger travel bans that can extend across GCC countries and flag every future visa application. Set renewal reminders well before expiration; this is not a grace period situation.

Golden Visa as a Long-Term Path

Freelancers who build a strong professional track record may qualify for a 10-year Golden Visa, which eliminates regular renewals. The relevant category covers individuals with “exceptional talent or rare specialisations,” including creative professionals in culture and arts, scientists, inventors, executives, athletes, and specialists in priority scientific and engineering fields.12The Official Platform of the UAE Government. Golden Visa Each subcategory has its own requirements, typically recommendation letters from relevant institutions, documented practical experience, or accredited advanced degrees. It’s not an automatic upgrade, but tracking the criteria early lets you build toward eligibility deliberately.
