Dual Citizenship in Egypt: Permission, Military Service, and Limits

Dual citizenship in Egypt is legal, but it comes with a condition that trips up many people: an Egyptian who wants to acquire a foreign nationality has to get permission from the Minister of Interior first, and the resulting decree needs to state explicitly that Egyptian nationality is retained. That rule sits at the center of Law No. 26 of 1975, the statute that governs Egyptian nationality. Get the permission and the wording right, and you can hold both passports for life. Skip either step and you expose yourself to real legal risk, up to and including loss of your Egyptian nationality.

Getting Permission Before You Naturalize Abroad

If you are an Egyptian citizen planning to take a second nationality, apply for dual citizenship approval before you complete the foreign naturalization process. Inside Egypt, applications go to the Ministry of Interior’s Nationality Department. Abroad, the nearest Egyptian embassy or consulate handles them.1Egypt Embassy. Dual Citizenship Approval

You will typically be asked for:

  • Your Egyptian birth certificate and your father’s (or an uncle’s), to prove your grandfather was Egyptian
  • A valid Egyptian passport and a copy of your national ID card
  • A copy of the information pages of your foreign passport
  • Your foreign naturalization certificate, if you already have one
  • Written spousal consent, if the applicant is a married woman
  • Four recent personal photographs

Applicants must be at least 21. A father can apply on behalf of children under 21, and any approval he receives automatically extends to those children. Processing through a consulate typically runs three to four months.2Egypt Consulate UK. Dual Citizenship (Retain or Not Retain Egyptian Citizenship) The end product is a ministerial decree formally recognizing your right to hold both nationalities.

Read that decree carefully when it arrives. The critical language is whether it states that you retain Egyptian nationality. If it does, the matter is settled and you are a dual citizen in full standing.1Egypt Embassy. Dual Citizenship Approval

What Happens if You Skip Permission or the Decree Is Silent on Retention

There are two ways to get this wrong, and they produce different outcomes.

The first is naturalizing abroad without ever applying for permission. According to the legislative committee report accompanying Law No. 26 of 1975, this does not automatically strip your Egyptian nationality. You remain Egyptian in every respect. But the unauthorized foreign naturalization is treated as a breach of legal duty, and the Minister of Interior can invoke Article 16 of the law to revoke your Egyptian nationality on that basis.3Citizenship Rights in Africa Initiative. Law No. 26 of 1975 on Egyptian Nationality Legislative Committee Report and Explanatory Memorandum In practice, you are living with a permanent liability that the state can act on.

The second failure mode is subtler. Permission is granted, but the decree does not explicitly say you retain Egyptian nationality. In that case, you and your minor children lose Egyptian nationality by operation of law once the foreign naturalization is complete. There is a one-year window after that naturalization to declare that you wish to retain Egyptian nationality for yourself, your spouse, and your minor children.3Citizenship Rights in Africa Initiative. Two rules of thumb protect you from both scenarios. Apply for permission before you naturalize. And confirm that the decree you receive contains explicit language authorizing you to keep Egyptian nationality.

Military Service for Male Dual Citizens

Military service is compulsory for Egyptian males, and a second passport does not cancel that obligation on its own. There is, however, a specific exemption route for dual nationals. A male dual citizen who has not completed his service is not required to enlist, but he must obtain an exemption certificate from the Ministry of Defense before he can leave Egypt.4Embassy of Switzerland in Egypt. Information for Egyptian Dual Nationals

The exemption comes in two stages: a temporary exemption valid until age 30, then a final exemption after 30. The application requires a military identification number, proof of dual nationality, valid Egyptian and foreign passports, and a national ID card. The fee is $200 or its equivalent.5UK Government. If you are a male dual citizen visiting Egypt and your military status is unresolved, contact an Egyptian consulate before you travel. Arriving without exemption documentation can leave you unable to depart on schedule.

What Dual Citizens Can and Cannot Do in Egypt

Dual citizens hold most of the rights other Egyptians do. You can live and work in Egypt, own property, vote, and access public services.1Egypt Embassy. Dual Citizenship Approval The meaningful restrictions cluster around two areas.

High Public Office

Presidential candidates must be born to Egyptian parents and hold no other nationality. Under the 2014 Constitution, the same bar applies to the Prime Minister, and it extends to the PM’s spouse. Parliamentary candidates have also historically been required to hold Egyptian nationality only, though Egypt’s Supreme Constitutional Court has questioned that limitation, taking the position that dual nationality is lawful and should not by itself disqualify someone from political rights.

Property, Especially in Sinai

Egyptian nationals generally face no property ownership limits. Non-Egyptians are capped at two residential properties, each no larger than 4,000 square meters, with further restrictions in certain zones. Where dual citizens are classified as Egyptian for a transaction, the ordinary rules apply.

The Sinai Peninsula is the exception. Non-Egyptians generally cannot own land there, and even Egyptians with dual nationality face ownership restrictions in specific Sinai zones. Usufruct rights (use of land without ownership) are available in some areas for periods of 50 or 75 years depending on location, and transactions in sensitive zones require approval from the Ministries of Defense, Interior, and General Intelligence. Before buying in Sinai, the Gulf of Aqaba, Sharm El Sheikh, or Dahab, verify the current rules with Egyptian authorities.

Taxes in Two Countries

Holding two nationalities can create tax exposure in both. Egypt taxes residents on worldwide income and non-residents on Egyptian-source income. If your second country also taxes worldwide income, as the United States does, you can owe both governments on the same earnings. Bilateral tax treaties with Egypt provide relief from double taxation in some cases through credits or exemptions, but not every country has one. Speaking to a tax advisor who works across both jurisdictions before your income structure changes is generally cheaper than fixing a mistake afterward.

Foreigners Who Want Egyptian Citizenship

The permission rule above governs Egyptians going the other way. If you are a foreigner acquiring Egyptian nationality, you can generally keep your original citizenship on the Egyptian side, though your home country’s rules matter too. Three routes are most common.

Marriage

A foreign woman married to an Egyptian man can apply for Egyptian nationality while keeping her original citizenship. She submits a written request, provides her husband’s consent, and Egyptian authorities verify that the marriage has lasted at least two years.6Egypt Embassy. Egyptian Citizenship

A foreign man married to an Egyptian woman cannot naturalize through this pathway, regardless of how long the marriage has lasted.6Egypt Embassy. Egyptian Citizenship He would need to use a different route.

Long-Term Residency

Foreigners who have kept continuous legal residence in Egypt for at least ten consecutive years can apply for citizenship through naturalization.7Asylum Information Database. Naturalisation Arabic proficiency and a clean criminal record are generally expected. Meeting the ten-year threshold does not guarantee approval; the final decision is discretionary.

Investment

Egypt runs an investment-based citizenship program administered by the General Authority for Investment and Free Zones (GAFI). Foreign investors can acquire Egyptian citizenship for themselves and their minor children (up to age 21) through several routes, including establishing an investment project, purchasing real estate, or depositing foreign currency into the state treasury or a Central Bank account.8General Authority for Investment and Free Zones. The applicant transfers $10,000 from abroad to the Central Bank of Egypt as an administrative fee. After security clearance, the investor gets a six-month temporary residence to carry out the chosen investment. Citizenship is then granted by a decision of the Prime Minister, with official processing running three to six months.8General Authority for Investment and Free Zones.
