Getting a driving license in Spain as a foreigner depends on three things: where your license was issued, how long you’ve been in the country, and whether Spain has a bilateral exchange agreement with your home country. Tourists can usually drive on their foreign license. Once you cross 183 days in Spain in a calendar year, you count as a resident, and the rules change sharply depending on your nationality.
Driving in Spain as a Tourist
If you’re in Spain for less than six months and hold a valid license from your home country, you can generally drive without a Spanish permit. EU and European Economic Area license holders can drive on their home license for as long as it stays valid.1Dirección General de Tráfico. Canje de Permisos Extranjeros
If you’re from outside the EU/EEA, Spain recommends carrying an International Driving Permit (IDP) alongside your original license and passport. The IDP is valid for one year and works as an official translation of your license that Spanish police can read at a traffic stop.2Spain.info. Driving in Spain You get it from the automobile association in your home country before you travel; it’s not something Spanish authorities issue.
When You Become a Resident
Spain treats you as a resident once you’ve spent more than 183 days in the country during a calendar year. At that point, your foreign license and any IDP stop being valid for local driving, and what you have to do next depends on your nationality.
If Your License Is From an EU or EEA Country
Your license stays valid in Spain until it expires. Exchanging it for a Spanish one is voluntary.1Dirección General de Tráfico. Canje de Permisos Extranjeros There’s one exception: if your EU license has no expiration date, or a validity period longer than 15 years for cars and motorcycles (or longer than 5 years for trucks and buses), you must renew it in Spain within two years of establishing residency. Missing that deadline is an administrative offense carrying a €200 fine.3TodoAlicante. Forgetfulness or Crime? Penalties for Not Carrying a Driving Licence in Spain
If Your License Is From a Country With an Exchange Agreement
You can swap your foreign license for a Spanish one without taking driving exams. You have six months from becoming a resident to do it.1Dirección General de Tráfico. Canje de Permisos Extranjeros After that window closes, driving on the foreign license is illegal, and you’ll need to start over through the Spanish exam system.
If Your License Is From a Country Without an Agreement
This includes the United States, Canada, and most of Asia. You can’t exchange your license at all. To drive legally as a resident, you must pass both the Spanish theory and practical driving exams and obtain a license from scratch.1Dirección General de Tráfico. Canje de Permisos Extranjeros
Countries That Can Exchange a License in Spain
Spain has bilateral agreements with a specific list of non-EU countries. If your license was issued in one of these, you can exchange it for the equivalent Spanish car or motorcycle license without sitting exams:
- Latin America: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, El Salvador, Guatemala, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, and Uruguay
- Non-EU Europe: Serbia, Turkey, Ukraine, and North Macedonia
- Africa and Asia: Algeria, Morocco, Tunisia, and the Philippines
- United Kingdom, under a separate agreement
Truck and bus categories (C and D) usually require additional practical exams even under an exchange agreement.4Barcelona International Welcome. Exchange of Driving Licences
One trap worth flagging: if you obtained your foreign license after you’d already established legal residency in Spain, the exchange isn’t available. You’ll have to take the Spanish exams instead.1Dirección General de Tráfico. Canje de Permisos Extranjeros
How to Exchange Your Foreign License
The exchange runs through the Dirección General de Tráfico (DGT), the traffic authority under the Ministry of the Interior.5Directorate-General for Traffic. Terms and Conditions of the Online Payment of Traffic Fines Service The core document is the Modelo 03 form, the official DGT driver services request, which you can download from the DGT’s electronic headquarters.6Dirección General de Tráfico. Every applicant must pass a medical and psychological fitness exam (the psicotécnico) at an authorized Driver Recognition Center. The center tests vision, hearing, reflexes, coordination, and reaction time. It typically takes under 30 minutes and costs between €25 and €45.7Dirección General de Tráfico. Envio de Informes Medicos, Tramitacion de Permisos y Rectificaciones Results go to the DGT electronically, and the certificate is valid for 90 days, so don’t schedule it too far ahead of your appointment.
You’ll also need to bring:
- Valid identification: DNI for Spanish citizens, TIE (Foreigner Identity Card) for non-EU residents, or a Certificate of EU Registration for EU nationals
- One color photograph, 32 mm by 26 mm, plain light background, head uncovered
- Proof of residency, typically an empadronamiento (census certificate) from your local town hall
- Your original foreign license, which you surrender at the appointment. If it’s not written in Spanish, you’ll need a certified translation by a sworn translator recognized by the Ministry of Foreign Affairs
Because the DGT has to verify your foreign license with the issuing country, exchanges always require an appointment. Book it through the Cita Previa system on the DGT website, or by phone on 060.8Dirección General de Tráfico. Solicitud de Cita Previa The 060 line has specialized agents on weekdays from 9:00 to 18:00 for exchange questions.1Dirección General de Tráfico. Canje de Permisos Extranjeros
The DGT fee for an exchange that doesn’t require a practical test is €27.70 (Tasa 2.3). If your exchange requires a practical test, or you’re getting a license after passing exams, the fee is €90.30 (Tasa 2.1).9Directorate-General for Traffic. Description of the Public Fees Payable to DGT You can pay online through the DGT’s electronic headquarters using the Cl@ve digital identification system, or by card at the office. Cash isn’t accepted.
Once the DGT verifies your documents, you receive a provisional paper license that lets you drive legally within Spain while the plastic card is produced. The permanent card arrives by mail at your registered address, typically within about six weeks.10DGT. Estado de Tramitacion de Tu Permiso Keep the provisional document with you whenever you drive until the card arrives.
If You Have to Take the Spanish Exams
Applicants from non-agreement countries, and residents who’ve missed the six-month exchange window, must sit both a theory and a practical driving test.
The theory test is a computer-based exam with 30 multiple-choice questions on traffic signs, right-of-way rules, safety regulations, and emergency procedures. You need at least 27 correct answers, meaning no more than three errors. It’s available in several languages including English. Questions come from a bank of over 3,000 items, so a couple of practice tests won’t cover it. Most people prepare through a driving school’s online platform or the DGT’s own practice materials.
After the theory, you move to the practical exam on public roads. This is where a driving school (autoescuela) becomes unavoidable, because the practical test must be taken in a dual-control vehicle with a licensed instructor at the second set of controls. A DGT examiner rides along and evaluates urban driving, maneuvers, and general road safety. Lessons run roughly €30 to €50 an hour depending on the city, and most students take 20 to 30 hours before they’re test-ready. Wait times for exam slots can be long in Madrid and Barcelona, so plan for the full process to run several months.
Penalties for Driving on an Invalid License
Once you’re a resident, driving on a foreign license past its allowed window is an offense. The fine is €200 if your license would have been exchangeable, and up to €500 if it’s from a country with no exchange agreement.3TodoAlicante. Forgetfulness or Crime? Penalties for Not Carrying a Driving Licence in Spain The same €200 fine covers EU license holders who fail to renew within the two-year deadline when their license has no expiration or an overlong validity period.
After You Have Your Spanish License
Car and motorcycle licenses (AM, A1, A2, A, B, and BE) are valid for 10 years if you’re under 65. From 65 onward, the renewal period drops to 5 years. Professional truck and bus categories renew every 5 years regardless of age. Renewal requires the same medical fitness exam at a Driver Recognition Center you took the first time. The renewal fee is €24.58 (Tasa 4.3), and drivers over 70 are exempt.
Spain runs a points-based system called the permiso por puntos. Established drivers hold 12 points; new drivers get 8 points during their first two years. Points come off your balance when you commit offenses, and serious violations like drunk driving, phone use, or excessive speeding can strip 3 to 6 points at once. If you hit zero, your license is automatically suspended, and you can’t drive again until you complete a mandatory awareness course and pass a new theory exam. Two years of clean driving can add points back, up to a maximum of 15.
Beyond the license itself, every vehicle on Spanish roads must carry at least third-party liability insurance from the moment of ownership. Driving without insurance is a separate offense from driving without a valid license, and both carry significant fines.
