Driver License Exemption Form for Vehicle Registration: Filing and Penalties

The Washington vehicle registration driver license exemption form, officially DOL form 420-011, lets you register a vehicle in Washington without holding a Washington driver’s license, provided you qualify under one of the categories in RCW 46.16A.050.1Washington State Legislature. RCW 46.16A.050 The form is free, one page, and available in several languages on the Department of Licensing website.2Washington State Department of Licensing. Who Can Use the Form

RCW 46.16A.050 says the DOL will not issue an initial vehicle registration unless you show an unexpired Washington driver’s license or certify that you fall under an exemption.1Washington State Legislature. RCW 46.16A.050 The exemption form is that certification. Four situations account for almost all uses:

  • You are a non-resident with a valid, unexpired driver’s license from another state.
  • You are an active-duty service member stationed in Washington. The Servicemembers Civil Relief Act lets you keep your home-state license and registration throughout your service.3Office of the Law Revision Counsel. 50 USC 4001 – Residence for Tax Purposes
  • You are a military spouse who moved to Washington solely because of the service member’s orders and claim the same home state under the Military Spouses Residency Relief Act.
  • You are a Washington resident who owns a vehicle but does not drive it on public roads.

The statute also authorizes the DOL to grant an exemption to anyone who shows “a valid and compelling reason” for not meeting the standard license requirement, so situations outside those four may still qualify.1Washington State Legislature. RCW 46.16A.050

New Residents Cannot Use It

If you have moved to Washington and become a resident, this form is not the right tool. New residents have 30 days to get a Washington driver’s license, and the DOL requires that license before it will process a vehicle registration.4Washington State Department of Licensing. Moving to Washington Using the exemption form to postpone getting a Washington license after you have established residency exposes you to the registration fraud penalties described further down.

Where to Get the Form

Filling It Out

The form asks for three things: the vehicle, the owner, and the exemption. Work through it before you go to the office. You will need to sign it in front of a witness, not at your kitchen table.

Vehicle Information

Enter the vehicle identification number, model year, and make exactly as they appear on your current title or out-of-state registration. A single wrong digit in the VIN causes a mismatch and delays processing. You also list the Washington street address where the vehicle is primarily stored, which sets your local taxing district.5Washington State Department of Licensing. Owner and License Information

Write your full legal name, your out-of-state driver’s license number, and the issuing state. Military members should bring their Department of Defense ID; the licensing agent may ask to see it to verify the exemption. If more than one person will be on the title, every owner has to either present a Washington license or file a separate exemption form.

Exemption Category

Pick the category that matches your situation: non-resident, active-duty military, military spouse, or resident non-driver. Picking the wrong box does not automatically kill the form, but it invites follow-up questions that slow the transaction down.

Signing the Form

The form includes a perjury certification: you are declaring under penalty of perjury that the information is true.5Washington State Department of Licensing. Washington State Vehicle Registration Driver License Exemption Form You have two ways to execute it.

  • Sign at a vehicle licensing office. The agent witnesses and certifies your signature on the spot, and you skip the notary step.
  • Sign in front of a notary public. Washington caps notary fees at $15 per signature for in-person notarization and $25 for a remote notarial act.6Washington State Legislature. WAC 308-30-220

A form submitted without either an agent’s certification or a notary seal will be rejected. If you are mailing your paperwork rather than appearing in person, notarization is the only option, because there is no agent to witness your signature.

Submitting the Registration Package

Turn in the signed exemption form with your title application and any other documents your registration requires. You can do this in person at any vehicle licensing office, where the agent verifies your documents, calculates your fees, and issues plates and a registration certificate once you pay. This is the route the DOL recommends for new registrations.7Washington State Department of Licensing. Moving to Washington – Vehicle Registration and Plates

You can also register by mail. Call a licensing office first so they can tell you which forms to include and what the total fees will be, then mail the notarized exemption form, title application, and a check or money order for the full amount. Mailed registrations typically take several weeks before plates and tabs arrive.7Washington State Department of Licensing. Moving to Washington – Vehicle Registration and Plates

What It Costs

The exemption form itself is free, but standard registration fees and taxes still apply. The base license tab fee is $30, plus a $10 weight fee for passenger vehicles and light trucks at 12,000 pounds or less. Electric vehicles carry additional fees: $100 for battery-electric cars and $75 for the transportation electrification fee.8Washington State Department of Licensing. Calculate Vehicle Tab Fees If you bought the vehicle out of state and are bringing it in, you may also owe Washington use tax, with possible credit for sales or use tax you already paid to another state.9Washington State Department of Licensing. Use Tax

Active-duty service members get an added protection here. Under 50 USC ยง4001, the state where you are stationed cannot tax your personal property, including your vehicle, so long as you keep paying your home state’s registration fees and taxes.3Office of the Law Revision Counsel. 50 USC 4001 – Residence for Tax Purposes That protection does not cover sales or use tax on a vehicle you purchase while stationed in Washington.

Penalties for Getting It Wrong

Driving an unregistered vehicle on any public road in Washington triggers a $529 fine that cannot be reduced or suspended, on top of any back taxes and fees you owe.10Washington State Legislature. RCW 46.16A.030 – Registration and Display of Plates Required – Penalties – Expired Registration, Impoundment

The stakes rise if you are actually a Washington resident registering in another state to avoid local taxes and fees. That is a gross misdemeanor. A first offense adds a $1,000 fine on top of the $529 penalty, and a second offense adds $5,000.10Washington State Legislature. RCW 46.16A.030 – Registration and Display of Plates Required – Penalties – Expired Registration, Impoundment Falsifying your residency on the exemption form itself is separately punishable as a gross misdemeanor with a $529 fine.1Washington State Legislature.
