DOT Helmet Standards: Labels, Testing, and Spotting Fakes

DOT helmet standards are set by Federal Motor Vehicle Safety Standard No. 218, the federal rule every motorcycle helmet sold in the United States has to meet. Administered by the National Highway Traffic Safety Administration, FMVSS 218 spells out four performance tests a helmet must pass, requires specific labels inside and outside the shell, and puts the certification burden on the manufacturer rather than the government. A helmet that carries a genuine DOT label has been declared by its maker to meet those requirements; a helmet with a fake sticker has not.

The Four Performance Requirements

FMVSS 218 tests a helmet against four different ways it can fail in a crash. All four have to pass.

Impact Absorption

The inner liner has to keep peak acceleration below 400 g-forces during a laboratory drop onto an instrumented headform. Two duration limits sit on top of that ceiling: accelerations above 200 g cannot last more than 2 milliseconds total, and accelerations above 150 g cannot last more than 4 milliseconds total.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets The duration cutoffs matter as much as the peak, because a sustained high-g load can cause brain injury even when the momentary spike stays legal.

Penetration Resistance

A pointed steel striker weighing between 6 pounds 8 ounces and 6 pounds 12 ounces is dropped from about 118 inches onto the helmet shell. The helmet passes only if the striker never touches the surface of the headform inside.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets This is the test for sharp contact: road debris, a guardrail bolt, a rock during a slide.

Chin Strap Retention

The retention system is loaded with a static pull and then a sudden dynamic load. Nothing on the strap or its hardware can separate, and the adjustable portion cannot stretch more than one inch between the preliminary and test loads.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets A strap that stretches too far lets the helmet shift or come off on impact.

Peripheral Vision

The helmet has to leave at least 105 degrees of unobstructed sight on each side of center, for a 210-degree total field of view.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets That opening is wide enough to track traffic in adjacent lanes without exaggerated head-turning.

How the Testing Is Actually Run

Before any impact testing, sample helmets are conditioned in cold, heat, and water to confirm the shell and liner still perform after real-world exposure. Batches sit for at least four hours under each condition.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets A helmet that passes at room temperature but cracks when frozen or waterlogged is caught here.

Conditioned helmets are then mounted on an instrumented headform and dropped in guided free fall onto two anvils: a flat one that simulates pavement and a hemispherical one that simulates a curb or rock. Instruments inside the headform record peak acceleration and how long high-g forces last, and the readings have to stay under the FMVSS 218 thresholds.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets Penetration and chin strap tests run separately, on their own fixtures.

The Labels a Genuine DOT Helmet Carries

Every compliant helmet has labels in two places, and they follow a specific format.

On the outside, a certification label sits on the rear of the helmet, centered horizontally, with the “DOT” symbol between one and three inches from the bottom edge. Above the DOT symbol, the label must show the manufacturer’s name or brand, the model designation, and the text “FMVSS No. 218 CERTIFIED.”1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets That format has been required for helmets made since May 2013.2National Highway Traffic Safety Administration. Inside the shell, separate labels have to show the manufacturer’s name, the helmet size, and the month and year of manufacture, all readable without removing any padding or permanent component.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets The interior manufacture date is what tells you how old your helmet is.

How to Spot a Fake

NHTSA warns that some helmets on the market carry counterfeit DOT stickers, and novelty shells with fake certification labels are a persistent problem.2National Highway Traffic Safety Administration. How to Identify Unsafe Motorcycle Helmets Several physical checks separate a real DOT helmet from a plastic bowl with a sticker:

  • Weight. Compliant helmets generally weigh around three pounds. Noncompliant helmets often come in at a pound or less.
  • Inner liner. A real DOT helmet has a stiff expanded polystyrene (EPS) foam liner at least three-quarters of an inch thick. Thin soft padding, or no liner at all, is a giveaway.
  • Chin strap. Sturdy webbing with solid rivets on a compliant helmet. Flimsy snap-on straps on a fake.
  • Protrusions. FMVSS 218 prohibits rigid decorations that stick out more than one-fifth of an inch from the shell. Decorative spikes almost always mean noncompliance.
  • Interior labeling. A genuine helmet shows manufacturer, size, and manufacture date inside. Fakes usually have nothing.

A helmet that feels suspiciously light, has no thick foam you can feel through the padding, or carries no interior labels should be treated as unsafe no matter what the exterior sticker says.2National Highway Traffic Safety Administration. How to Identify Unsafe Motorcycle Helmets

What DOT Doesn’t Test

DOT certification is the legal minimum. It is not the only standard riders see on helmets sold in the United States, and two others test things FMVSS 218 does not.

ECE 22.06

The United Nations Economic Commission for Europe standard is required across Europe and accepted in dozens of countries. ECE uses a lower peak acceleration threshold of 275 g at standard impact speeds against DOT’s 400 g ceiling. It includes oblique impact tests at a 45-degree angle to measure rotational forces on the brain, a crash mechanic FMVSS 218 does not test at all. ECE labs also pick impact points randomly across the helmet rather than testing only fixed locations, and testing is done by third-party labs before the helmet reaches the market rather than by the manufacturer itself.

Snell M2025

Snell certification is voluntary and layered on top of DOT. The current M2025 standard requires the helmet to meet FMVSS 218 and then adds oblique impact testing at 8.0 meters per second against a surface tilted at 45 degrees, with rotational acceleration capped at 10,000 radians per second squared and a Brain Injury Criterion (BrIC) limit of 0.78.3Snell Memorial Foundation. A helmet marked with DOT plus ECE or Snell has been checked against a wider range of impacts, including rotational forces the federal standard leaves out.

Self-Certification and Recalls

No government agency tests or approves a motorcycle helmet before it is sold. Federal law prohibits selling motor vehicle equipment that does not comply with the applicable safety standards,4Office of the Law Revision Counsel. 49 U.S.C. 30112 – Prohibitions on Manufacturing, Selling, and Importing Noncompliant Motor Vehicles and Equipment and the manufacturer certifies compliance by permanently affixing the DOT label to the product.5Office of the Law Revision Counsel. 49 U.S.C. 30115 – Certification of Compliance The sticker is a legal declaration by the maker, not a government approval.

Enforcement runs on spot-checks after the fact. NHTSA’s compliance program buys roughly 40 helmet models a year through normal retail channels6Federal Register. Federal Motor Vehicle Safety Standards, Motorcycle Helmets and sends them to independent labs for the full FMVSS 218 battery. A helmet that fails can be recalled, and the manufacturer has to remedy the problem at no cost to the consumer by repairing it, replacing it, or refunding the purchase price minus reasonable depreciation.7Office of the Law Revision Counsel. 49 U.S.C. 30120 – Remedies for Defects and Noncompliance

Reporting a Suspect Helmet

If you think a helmet is not meeting FMVSS 218 despite carrying a DOT label, you can file a complaint through NHTSA’s safety complaint portal at nhtsa.gov/report-a-safety-problem, or by calling the Vehicle Safety Hotline at 888-327-4236 (Monday through Friday, 8 a.m. to 8 p.m. Eastern).8National Highway Traffic Safety Administration. When to Replace Your Helmet

Any helmet that has absorbed an impact while being worn should be replaced immediately, even with no visible damage. The EPS foam liner works by crushing on impact, and once those cells are compressed they cannot absorb the same forces again. The compression is usually invisible from outside.

Dropping an empty helmet is less clear. If the drop was not hard enough to compress the foam, protection is likely unaffected. When in doubt, replace it.

Manufacturers generally recommend replacement every five years from the date of manufacture regardless of crash history, because sweat, UV, and temperature cycling break down adhesives, resins, and foam over time. The interior label required by FMVSS 218 is where you check that date.1eCFR. 49 CFR 571.218 – Standard No. 218, Motorcycle Helmets Daily riders in hot or humid climates may want to replace sooner.
