DOT-Approved Tires: Certification, Sidewall Codes, and Recalls

A DOT approved tire is one whose manufacturer has certified, by molding the DOT symbol and a 13-character identification number into the sidewall, that the tire meets the federal motor vehicle safety standards enforced by the National Highway Traffic Safety Administration. That mark is not a government stamp of approval issued after inspection. It is the manufacturer’s own legal declaration, backed by laboratory testing it must have completed before the tire ships, that the tire passed federal tests for strength, endurance, high-speed performance, and bead retention.

What the DOT Mark Actually Certifies

Two federal standards do most of the work. FMVSS No. 109 covers bias-ply tires, T-type spares, and tires for vehicles built before 1976.1eCFR. 49 CFR 571.109 – Standard No. 109; New pneumatic tires for vehicles manufactured from 1949 to 1975, bias ply tires, and T-type spare tires FMVSS No. 139 covers the radial tires on nearly every modern passenger car, SUV, and light truck rated at 10,000 pounds or less.2eCFR. 49 CFR 571.139 – Standard No. 139; New pneumatic radial tires for light vehicles

A tire cannot carry the DOT mark unless it survives four categories of testing.

Strength

A 19-millimeter steel plunger with a rounded tip is pressed into the tread at 50 millimeters per minute. The tire has to absorb a minimum breaking energy set for its size category before the plunger breaks through. Fail the plunger test, and the tire cannot legally be sold for highway use.1eCFR. 49 CFR 571.109 – Standard No. 109; New pneumatic tires for vehicles manufactured from 1949 to 1975, bias ply tires, and T-type spare tires

Endurance

Under FMVSS No. 139, the tire spins on a test drum at no less than 120 km/h (about 75 mph) through three consecutive stages totaling 34 hours: 4 hours at 85 percent of the maximum load rating, 6 hours at 90 percent, and 24 hours at full rated load. It must complete every stage without cracks, tread separation, or other structural failure.2eCFR. 49 CFR 571.139 – Standard No. 139; New pneumatic radial tires for light vehicles

High Speed

A second test runs the tire through three consecutive 30-minute stages at 140, 150, and 160 km/h, roughly 87 to 99 mph, for 90 continuous minutes. The tire has to hold together at every step.3eCFR. 49 CFR 571.139 – Standard No. 139; New pneumatic radial tires for light vehicles The speeds are deliberately above normal highway limits to build in margin for heat and sustained cruising.

Bead Unseating

Tubeless tires must also resist popping off the rim under hard cornering. FMVSS No. 139 pulls the bead unseating resistance requirements forward from FMVSS No. 109, so a radial tire has to hold its seal under extreme lateral force before it can carry the mark.2eCFR. 49 CFR 571.139 – Standard No. 139; New pneumatic radial tires for light vehicles

The system is self-certification. The manufacturer runs the tests, keeps the supporting data, and molds on the DOT symbol at its own legal risk. NHTSA can pull tires off shelves at any time and test them independently, and non-compliant tires are prohibited from manufacture, sale, or importation.4Office of the Law Revision Counsel. 49 USC 30112 – Prohibitions on manufacturing, selling, and importing noncomplying motor vehicles and equipment

Reading the DOT Number on Your Sidewall

The DOT symbol is followed by a 13-symbol Tire Identification Number required under 49 CFR Part 574.5eCFR. 49 CFR Part 574 – Tire Identification and Recordkeeping It breaks into three parts:

  • The first three symbols are the plant code, assigned by NHTSA to identify the specific factory that made the tire.
  • The next six are the manufacturer’s own code for size, type, and internal specifications.
  • The last four are the date code: the first two digits are the week (01 through 52), and the last two are the year. “0125” means the tire was made in the first full calendar week of 2025.

The full TIN only has to be permanently molded into one sidewall. The regulation does not specify which side has to face outward after mounting, so the complete number sometimes ends up on the inboard side. If you cannot find the date code on the visible sidewall, check the other side before assuming it is missing.5eCFR. 49 CFR Part 574 – Tire Identification and Recordkeeping

Retreaded tires use a shorter, seven-symbol TIN: a three-symbol plant code for the retreader plus a four-digit date code for when the retreading was done. An “R” is also molded on the sidewall to mark the tire as retreaded, and the DOT symbol still certifies compliance with the applicable federal standards.6eCFR. 49 CFR 574.5 – Tire identification requirements

UTQG Grades Are Not the Same as DOT Approval

Most passenger car tires also carry Uniform Tire Quality Grading numbers on the sidewall. These are a separate system from the DOT safety standards, meant to help buyers compare tires. Winter snow tires, spare tires, and deep-tread tires are exempt.7eCFR. 49 CFR 575.104 – Uniform tire quality grading standards

  • Treadwear is a comparative number in multiples of 20. A 200 rating wore twice as well as the government baseline tire on a single test course in Texas. Higher usually means longer life, but driving habits and road surfaces move that in either direction.
  • Traction is graded AA, A, B, or C from locked-wheel braking tests on wet asphalt and concrete. It measures straight-line wet stopping only, not cornering, hydroplaning, or dry roads. AA is the highest.
  • Temperature resistance is graded A, B, or C based on how the tire handles heat on a laboratory test wheel at rising speeds. Grade C is the minimum any passenger tire has to reach to pass federal safety standards; grade A survives at higher speeds.8eCFR. 49 CFR 575.104 – Uniform tire quality grading standards

Read UTQG as one data point among several. A softer compound that grips well in corners may earn a lower treadwear number, and a B-traction tire can outperform an AA one on dry pavement. The grades compare tires; they do not rank them absolutely.

Checking Whether Your Tires Are Under Recall

When a defect is confirmed, the manufacturer has 60 days to notify owners. Dealers and distributors must be told within three to five business days if the defect is an immediate and substantial safety threat.9eCFR. 49 CFR 577.7 – Time and manner of notification Recall notices target specific production windows, which is why the date code on the TIN matters: without it you cannot tell whether your tires fall inside the affected range.

You are entitled to a free remedy for a recalled tire, either repair, replacement, or refund, and you have 180 days from the notice to bring the tire in. One important limit: if you bought the tire more than five calendar years before the recall notice was issued, the manufacturer is not required to provide the remedy at no charge.10Office of the Law Revision Counsel. 49 USC 30120 – Remedies for defects and noncompliance

Dealers and tire shops cannot sell a tire subject to an open recall unless the defect has been remedied first.11eCFR. 49 CFR Part 573 – Defect and Noncompliance Responsibility and Reports You can check any tire yourself by entering the brand name or the DOT TIN at nhtsa.gov/recalls.12National Highway Traffic Safety Administration. Check for Recalls: Vehicle, Car Seat, Tire, Equipment Registering the tires with the manufacturer at purchase, using the card the shop hands you, is the other side of this system: it puts your address on the notification list.

Age Is the Risk DOT Approval Does Not Address

A DOT approved tire can pass every laboratory test, look perfect on the rack, and still be unsafe because rubber compounds break down over time whether the tire is driven or not. Vehicle manufacturers generally recommend replacement after six years. Tire manufacturers often cite ten years from the date of manufacture as the outer limit. NHTSA has not set an official age-based removal standard and has said it lacks sufficient research to fix one.

This matters most when a “new” tire has been sitting in a warehouse. A tire made in 2020 and sold in 2026 has already used most of its safe service life under the vehicle manufacturers’ guidance, even with zero miles on it. The date code in the last four digits of the TIN is the only way to catch that at the counter. Check it before you buy, and check it once a year on the tires already on your car.

Where DOT Certification Stops Applying

Federal safety standards govern the manufacture and first sale of new tires. Once a tire enters the used market, there is essentially no federal framework covering resale. Minimum tread depth for used tires is set at the state level and varies, and tread depth is all it addresses. Internal impact damage, improper prior repairs, and age-related degradation are not visible from the outside, and that is where the real risk with used tires sits.

Tires stamped “NHS,” for Not for Highway Service, are a separate boundary. They are built for forklifts, golf carts, ATVs, and similar off-road equipment. Federal guidance from the Federal Motor Carrier Safety Administration does not automatically prohibit NHS tires on public roads for commercial vehicles, but their use must not decrease the safety of operations.13Federal Motor Carrier Safety Administration. Do tires marked NHS (not for highway service) mean that highway use is prohibited by 393.75 Practically, NHS tires were never tested against FMVSS speeds and loads, and running them on a passenger vehicle creates real safety and liability exposure.

One Note on Replacement and TPMS

FMVSS No. 138 requires vehicles to carry a Tire Pressure Monitoring System that warns you when pressure drops significantly.14eCFR. 49 CFR 571.138 – Standard No. 138; Tire pressure monitoring systems It is a vehicle standard rather than a tire standard, but it affects you at the tire counter. Replacement tires or wheels that are incompatible with your vehicle’s system can trigger a malfunction light or, worse, leave the system unable to detect low pressure at all. Vehicle owner’s manuals are required to tell you to check the TPMS malfunction light after any tire or wheel replacement. If that light comes on when the shop hands you the keys, get it addressed before you drive away.
