Does Working for the Government Forgive Student Loans?

Yes. Working for the government can lead to full forgiveness of your federal student loans through the Public Service Loan Forgiveness (PSLF) program. After 120 qualifying monthly payments made while you work full-time for a federal, state, local, or tribal government employer, the remaining balance on your Direct Loans is wiped out, and the forgiven amount is not treated as taxable income.1Office of the Law Revision Counsel. 26 U.S. Code 108 – Income From Discharge of Indebtedness That works out to roughly ten years of payments. A separate federal program also lets individual agencies pay directly toward an employee’s loans as a hiring and retention perk.

Which Government Jobs Qualify

What matters is who pays you, not what you do. Any federal, state, local, or tribal government organization qualifies, and the U.S. Armed Forces and the National Guard are explicitly included.2eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) – Section: (b) Definitions A county clerk, a public school teacher, a city firefighter, and a federal park ranger all work for qualifying employers. Job title and duties do not enter the analysis.

The trap most people miss is contract work. If a private staffing firm places you at a government agency, your employer is the staffing firm, and your work does not count toward PSLF even though you sit at a government desk every day.3Federal Student Aid. Does Contract Work Qualify for PSLF? This matters in fields where government contracting is common, such as IT and defense.

Which Loans Qualify

Only loans made under the William D. Ford Federal Direct Loan Program are eligible. That includes Direct Subsidized, Direct Unsubsidized, Direct PLUS, and Direct Consolidation Loans.4Federal Student Aid. Which Types of Federal Student Loans Qualify for Public Service Loan Forgiveness (PSLF)? If your loans are already Direct Loans, you don’t need to do anything to make them eligible.

Older Federal Family Education Loans (FFEL) and Perkins Loans do not qualify on their own. To make them eligible, you consolidate them into a Direct Consolidation Loan.4Federal Student Aid. Which Types of Federal Student Loans Qualify for Public Service Loan Forgiveness (PSLF)? Consolidation creates a brand-new loan, and your qualifying payment count resets to zero. Any payments made before consolidation stop counting. If you have been working in government for years with FFEL loans, consolidating late is a painful setback, so the earlier you consolidate, the less progress you lose.

Private student loans from banks or credit unions are never eligible and cannot be consolidated into a Direct Loan for PSLF purposes.

What the 120 Payments Require

You need 120 qualifying monthly payments. Each must be for the full amount shown on your bill and must arrive no later than 15 days after the due date.5StudentAid.gov. PSLF Infographic Payments you made while not working for a qualifying employer, or while enrolled in a non-qualifying repayment plan, do not count.

You have to be employed full-time the whole time you’re building payments. Full-time means at least 30 hours per week, or your employer’s own definition of full-time, whichever is greater.5StudentAid.gov. PSLF Infographic Two part-time jobs at different qualifying employers can combine to meet the 30-hour threshold, and you would certify each employer separately.6Federal Student Aid. Tackling the Public Service Loan Forgiveness Form: Employer Tips

The 120 payments don’t have to be consecutive.5StudentAid.gov. PSLF Infographic Leave government work for a few years, come back, and your earlier payments still count. But you must be working full-time for a qualifying employer at three specific moments: when each of the 120 payments is made, when you submit your forgiveness application, and when forgiveness is actually granted.7Federal Student Aid. Am I Still Eligible for Public Service Loan Forgiveness (PSLF) If I Left My Job Quitting your government job after hitting 120 payments but before applying will cost you the forgiveness.

The Right Repayment Plan

Not every repayment plan works with PSLF. Qualifying plans are the income-driven repayment plans and the 10-Year Standard Repayment Plan. The 10-Year Standard is a poor practical fit, because after 120 payments on that schedule there is nothing left to forgive. Income-driven plans keep your monthly payment lower and leave a larger balance to be forgiven at the end.

Income-driven plans base your monthly payment on income and family size.8Federal Student Aid. Income-Driven Repayment Plans The primary options available to PSLF-seekers in 2026 are Income-Based Repayment (IBR) and Income-Contingent Repayment (ICR). Pay As You Earn (PAYE) also qualifies, though new enrollment is limited to borrowers who meet certain disbursement-date requirements.

The Saving on a Valuable Education (SAVE) Plan is no longer available. Following court challenges, the Department of Education proposed a settlement in December 2025 that would end SAVE, halt new enrollment, and move existing SAVE borrowers into other repayment plans. Borrowers who were enrolled in SAVE were placed in a general forbearance, and time in that forbearance does not count toward PSLF.9Federal Student Aid. IDR Plan Court Actions: Impact on Borrowers If you are still in SAVE-related forbearance, moving to IBR or ICR quickly matters, because every month you stay is a month you aren’t building credit toward the 120.

Certifying Employment and Applying

The PSLF Help Tool on StudentAid.gov walks you through the certification form. You enter your employment details, including your employer’s Federal Employer Identification Number from your W-2, then send the form to your employer for an electronic signature.10Federal Student Aid. Public Service Loan Forgiveness (PSLF) and Temporary Expanded PSLF (TEPSLF) Certification and Application Your employer has 60 days to sign electronically.11Federal Student Aid. Does the Public Service Loan Forgiveness (PSLF) Help Tool Allow for Electronic Signatures Paper forms by mail or fax are also accepted if the electronic route doesn’t work.

Don’t wait until payment 120 to submit your first form. The Department of Education recommends certifying employment annually and whenever you change employers.10Federal Student Aid. Public Service Loan Forgiveness (PSLF) and Temporary Expanded PSLF (TEPSLF) Certification and Application Annual certification catches problems early. If your employer doesn’t qualify, or a batch of payments isn’t counting, you want to find out after year one, not year nine. Each certification returns an updated count of qualifying payments.

Once you reach 120, the same form doubles as your forgiveness application. The Department of Education verifies the count and discharges the remaining principal and interest. The review can take several months.

Buying Back Months Lost to Deferment or Forbearance

If you worked for a qualifying employer during months when your loans were sitting in deferment or forbearance, you may be able to buy those months back. The PSLF buyback option lets you make a lump-sum payment for months that would have counted if you hadn’t been in deferment or forbearance at the time.12Federal Student Aid. Public Service Loan Forgiveness (PSLF) Buyback

There is a hard limit: you can only use buyback if you already have 120 months of approved qualifying employment and buying back the missed months would complete your 120 qualifying payments and result in forgiveness. You cannot buy back months your loans spent in school status, grace period, default, or bankruptcy.12Federal Student Aid. Public Service Loan Forgiveness (PSLF) Buyback The option is most useful for long-serving government employees who paused payments for a stretch and are now just short of the finish line.

Rules Specific to Military Service

Active-duty military service counts toward PSLF even during periods when your loans were in a military deferment or forbearance.13Federal Student Aid. Limited PSLF Waiver: Toolkit for Veterans and Servicemembers That is a real advantage, because most other borrowers lose PSLF credit during those periods. The U.S. Armed Forces and the National Guard are named as qualifying employers in the PSLF regulation.2eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) – Section: (b) Definitions

Service members deployed to areas of hostilities may also qualify for a zero-percent interest rate on Direct Loans made on or after October 1, 2008, for up to 60 months. This benefit can be applied retroactively after you leave military service. Contact your loan servicer with deployment documentation to claim it.

Taxes on the Forgiven Balance

Debt forgiven under PSLF is not federal taxable income. The exclusion is written into the tax code and applies no matter how large the forgiven balance is.1Office of the Law Revision Counsel. 26 U.S. Code 108 – Income From Discharge of Indebtedness A borrower who has $80,000 forgiven through PSLF owes no federal income tax on it.

Direct Agency Loan Repayment Is a Separate Benefit

Separate from PSLF, federal agencies can pay directly toward an employee’s student loans as a recruitment and retention tool. An agency can pay up to $10,000 per calendar year toward your loans, with a lifetime cap of $60,000.14Office of the Law Revision Counsel. 5 U.S.C. 5379 – Student Loan Repayments Availability varies by agency and depends on budget approval.

In exchange, you sign a written service agreement to stay with the agency for at least three years.14Office of the Law Revision Counsel. 5 U.S.C. 5379 – Student Loan Repayments Leave early and you must reimburse the agency for what it paid.

One detail that surprises many employees: these agency payments are taxable income. The IRS treats the payment as part of your gross income and wages, so your agency withholds federal income tax and your share of Social Security and Medicare taxes from either your regular pay or the loan payment itself.15U.S. Office of Personnel Management. Are Student Loan Repayment Benefits Subject to Employment Taxes? If the agency approves $10,000 and withholding runs $3,000, only $7,000 actually reaches your servicer. This program runs independently of PSLF, so you can collect agency repayment benefits while still building toward your 120 qualifying PSLF payments.
