Veteran Readiness and Employment does not pay BAH. What Chapter 31 pays is a monthly subsistence allowance, and if you also qualify for the Post-9/11 GI Bill you can elect to have that subsistence allowance calculated using BAH figures instead of the standard Chapter 31 table. In most locations that election pays significantly more.1U.S. Department of Veterans Affairs. Veteran Readiness and Employment (VR&E) Subsistence Allowance Rates
Subsistence Allowance Is Not BAH
The subsistence allowance is a monthly payment to help cover living costs, including housing, food, and transportation, while you participate in an approved VR&E training or education program.1U.S. Department of Veterans Affairs. Veteran Readiness and Employment (VR&E) Subsistence Allowance Rates It has its own rate tables and rules separate from any housing benefit under the GI Bill.
You have two rate options. The standard Chapter 31 rate is set by statute, adjusted annually for inflation, and varies with your training schedule and number of dependents. The Post-9/11 subsistence rate, available only if you have Post-9/11 GI Bill eligibility, is calculated using the BAH rate for an E-5 with dependents at the ZIP code of your training facility.2eCFR. 38 CFR Part 21 Subpart A – Veteran Readiness and Employment You can’t take both the VR&E subsistence allowance and the GI Bill’s Monthly Housing Allowance for the same training period. It’s one or the other.
Electing the BAH-based rate under VR&E is still a Chapter 31 payment. It does not consume your Post-9/11 GI Bill entitlement months, because VR&E operates under its own entitlement system.3Office of the Law Revision Counsel. 38 USC 3108 – Allowances You can use the higher rate during VR&E training and still have your full GI Bill benefits available later.
All VR&E payments, including the subsistence allowance, are tax-free. The IRS excludes veterans’ benefits paid under any law administered by the VA from gross income, and that specifically includes education, training, and subsistence allowances.4Internal Revenue Service. Publication 525 (2025), Taxable and Nontaxable Income You won’t receive a W-2 or 1099 for these payments.
Standard Chapter 31 Rates for FY2026
The standard subsistence rates for fiscal year 2026 took effect October 1, 2025, reflecting a 2.5% cost-of-living increase.5U.S. Department of Veterans Affairs. VR&E Fiscal Year 2026 Subsistence Rates These amounts are the same nationwide, unlike the location-based Post-9/11 rate. For institutional (classroom-based) training, the monthly payments are:
- Full-time, no dependents: $812.84
- Full-time, one dependent: $1,008.24
- Full-time, two dependents: $1,188.15
- Each additional dependent: $86.58 added per month
Rates drop with a reduced schedule. Three-quarter time with no dependents pays $610.76, and half-time with no dependents pays $408.66.5U.S. Department of Veterans Affairs. VR&E Fiscal Year 2026 Subsistence Rates On-the-job training and apprenticeship programs pay slightly less than institutional training. The maximum monthly Chapter 31 subsistence allowance for FY2026 is $3,439.23, which applies to veterans with many dependents in certain training types. Veterans on the Independent Living track who are enrolled in training draw the same amounts as the institutional table above.3Office of the Law Revision Counsel. 38 USC 3108 – Allowances
The Post-9/11 BAH-Based Rate
If you qualify for the Post-9/11 GI Bill, you can choose to have your VR&E subsistence paid at a rate tied to BAH. For in-person, full-time training you receive the full BAH for an E-5 with dependents at your school’s ZIP code. Three-quarter time gets 75% of that amount, and half-time gets 50%.2eCFR. 38 CFR Part 21 Subpart A – Veteran Readiness and Employment Unlike the standard Chapter 31 rate, the Post-9/11 subsistence allowance is not adjusted for dependents.
In most places, the Post-9/11 rate is substantially higher than the standard rate. A veteran training full-time in a major metro area could receive well over $2,000 per month under the Post-9/11 election, compared with $812.84 under the standard rate with no dependents. The gap narrows, and can reverse, for veterans with several dependents training in low-cost areas, so it’s worth running both numbers with your VR&E counselor before you decide. Post-9/11 rates update on January 1 each year, while standard Chapter 31 rates update on October 1.1U.S. Department of Veterans Affairs. Online-Only Training
If your entire program is distance learning, the Post-9/11 rate drops significantly. Full-time online-only students receive half the national average BAH rather than the full BAH for their school’s location. Three-quarter-time online students get three-eighths of the national average, and half-time gets one-quarter.6U.S. Department of Veterans Affairs. How to Calculate Post-9/11 BAH Subsistence Allowance Rates This is a common surprise for veterans who assumed the housing payment would be the same whether they attended in person or online.
The Rudisill Decision
The 2024 Supreme Court decision in Rudisill v. McDonough expanded access to the Post-9/11 rate for some VR&E participants. Veterans who were in VR&E on or after August 15, 2018, and did not have Post-9/11 GI Bill eligibility when they originally chose their subsistence rate may now qualify for the BAH-based rate if they have since been granted retroactive Post-9/11 GI Bill benefits.7Veterans Benefits Administration. Impact of Rudisill and Perkins Supreme Court Decision on Veterans If this applies to you, VR&E should adjust your rate automatically and pay any difference owed. If you think you were affected and haven’t heard anything, contact your VR&E counselor.
When No Subsistence Is Paid
Not every phase of VR&E comes with a monthly payment. By statute, the VA cannot pay a subsistence allowance during your initial evaluation or during any stretch when you are receiving only counseling, job placement, or post-placement services.3Office of the Law Revision Counsel. 38 USC 3108 – Allowances Payments begin once you start an approved training or education program.
After the VA determines you have been rehabilitated to the point of employability, you become eligible for an Employment Adjustment Allowance. This continues your full-time subsistence payment for up to two months while you work with VA employment services to find a job. If a natural disaster displaces you during that window, the VA can extend payments for up to two additional months.3Office of the Law Revision Counsel. 38 USC 3108 – Allowances
Beyond the subsistence allowance itself, VR&E also covers tuition, fees, books, supplies, and any tools or equipment your rehabilitation plan requires. Medical or dental treatment needed to complete your program is also available through Chapter 31.8Office of the Law Revision Counsel. 38 USC Chapter 31 – Training and Rehabilitation for Veterans with Service-Connected Disabilities Those benefits don’t come out of your monthly subsistence payment.
