Does the Military Forgive Student Loans? CLRP, PSLF, and SCRA

Does the military forgive student loans? Not automatically, but service unlocks a handful of federal programs that can either pay your loans down while you serve or wipe out the balance entirely. The right one depends on your branch, your loan type, and whether you are enlisting fresh, already in uniform, or dealing with a service-connected disability. The main routes are the College Loan Repayment Program for new enlistees in needed specialties, Public Service Loan Forgiveness after 120 qualifying payments, branch-specific health professions repayment for medical officers, a separate program for the National Guard, and total and permanent disability discharge for disabled veterans.

The College Loan Repayment Program for New Enlistees

The College Loan Repayment Program (CLRP), authorized under 10 U.S.C. § 2171, is a recruiting incentive for people who enlist or reenlist in a military specialty the Secretary of Defense has designated as needed.1Office of the Law Revision Counsel. 10 USC 2171 – Education Loan Repayment Program: Enlisted Members on Active Duty in Specified Military Specialties It has to be negotiated into your enlistment contract before you ship out. You cannot add it later.

For each year of active-duty service, the government pays 33⅓ percent of your outstanding principal or $1,500, whichever is greater.1Office of the Law Revision Counsel. 10 USC 2171 – Education Loan Repayment Program: Enlisted Members on Active Duty in Specified Military Specialties A three-year enlistment can clear the whole balance. Army enlistees have a lifetime cap of $65,000 before taxes, and other branches set their own.2MyArmyBenefits. College Loan Repayment Program (LRP)

The statute covers more than most people assume. Direct Loans, FFEL loans, and Perkins Loans all qualify, as do educational loans from state agencies, federally regulated financial institutions, and certain approved nonprofit lenders.1Office of the Law Revision Counsel. 10 USC 2171 – Education Loan Repayment Program: Enlisted Members on Active Duty in Specified Military Specialties Parent PLUS loans qualify under the Army’s version, but only if the loan paid for the service member’s own education, not a family member’s.3MyArmyBenefits. College Loan Repayment Program (LRP)

One thing surprises almost everyone who takes the benefit: CLRP payments are taxable income. Federal income tax is withheld before the payment goes to your servicer, so the amount actually applied to your balance is noticeably less than the gross figure. Plan for roughly 20 to 25 percent going to taxes.

Public Service Loan Forgiveness for Service Members

Active-duty service counts as full-time employment with a qualifying government employer under Public Service Loan Forgiveness, and full-time National Guard duty counts too.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) After 120 qualifying monthly payments on eligible Direct Loans, the Department of Education forgives whatever balance is left.

Plan choice matters. Income-driven repayment plans qualify, and so does the standard 10-year plan or any plan where the monthly payment is at least the 10-year standard amount.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF) Strategically, an income-driven plan usually makes more sense: it keeps your payments low, which leaves more balance to be forgiven at the end. Paying under the standard 10-year plan would often clear the loan before you ever reached 120 payments.

Older FFEL and Perkins loans do not directly qualify, but you can roll them into a Direct Consolidation Loan. Only payments made after consolidation count toward the 120.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF)

Deployments do not have to push your timeline back. Under the current regulation, months spent on military service deferment count toward the 120 qualifying payments, and so do months when the loan is in forbearance because the Department of Defense is making CLRP payments on it.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF)

Forgiveness under PSLF is permanently excluded from federal taxable income under 26 U.S.C. § 108(f)(1), which specifically covers discharges tied to public-service employment.5Office of the Law Revision Counsel. 26 USC 108 – Income From Discharge of Indebtedness You will not owe the IRS on the forgiven balance. You do need to certify your employment periodically so your servicer can track payments toward the 120-payment mark.4eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program (PSLF)

Health Professions Loan Repayment for Military Doctors and Nurses

Each branch runs its own Health Professions Loan Repayment Program for physicians, dentists, nurses, and other healthcare specialists carrying heavy educational debt. Participants commit to serve for a set number of years in a specific medical specialty, and the military makes annual payments toward their student loans in return.

The Navy’s program pays up to $40,000 per year toward qualifying loans. Federal income tax is withheld first, so the effective amount reaching the lender is roughly $30,000 to $32,000.6Navy Medicine. Health Professions Loan Repayment Program Each specialty can set its own repayment amount based on current manning, so a critical-shortage field may offer the full maximum while a well-staffed specialty offers less. The Army and Air Force run comparable programs with their own terms. Eligibility hinges on your training and whether the branch lists your specialty as a high-priority need when you apply.

The National Guard Loan Repayment Program

The Guard runs a separate program under 10 U.S.C. § 16301 for part-time drilling members.7Office of the Law Revision Counsel. 10 USC 16301 – Education Loan Repayment Program: Members of Selected Reserve You enlist in the Selected Reserve in a designated specialty, usually under a six-year commitment.

The formula is smaller than the active-duty CLRP. For each complete year of service, the government pays 15 percent of the outstanding principal or $1,000, whichever is greater, plus the interest that accrues that year.7Office of the Law Revision Counsel. 10 USC 16301 – Education Loan Repayment Program: Members of Selected Reserve The Department of the Army has set a lifetime cap of $50,000 for Guard incentive contracts.8National Guard. Student Loan Repayment Program Payments go straight to the loan servicer in annual installments.

The same loan types eligible for active-duty CLRP qualify here.7Office of the Law Revision Counsel. 10 USC 16301 – Education Loan Repayment Program: Members of Selected Reserve You have to stay in good standing and meet training requirements. Failing to complete the term or changing specialties can stop future payments and trigger recoupment of what has already been paid.

Total and Permanent Disability Discharge for Veterans

Veterans who become totally and permanently disabled can have their federal student loans discharged in full under 34 C.F.R. § 685.213.9eCFR. 34 CFR 685.213 – Total and Permanent Disability Discharge The VA supplies the supporting documentation, typically a determination that the veteran is unemployable because of a service-connected condition, and the Department of Education does not require any additional medical evidence.

An automatic data match between the VA and the Department of Education identifies many eligible veterans without an application. When the system flags you, the Department sends notice, and unless you opt out, the loan is discharged. Veterans who are not flagged can apply directly with their VA documentation. Once the discharge goes through, principal and interest are both wiped out, and any payments made on or after the effective date of the VA’s disability determination are refunded.9eCFR. 34 CFR 685.213 – Total and Permanent Disability Discharge

Watch the tax side. The temporary federal provision that shielded all student loan discharges from income tax expired at the start of 2026. Disability discharges, unlike PSLF, do not have their own permanent exclusion. Veterans receiving a TPD discharge in 2026 or later may owe federal income tax on the forgiven amount. Some may still avoid the hit through other provisions, such as the insolvency exclusion, but it is no longer automatic. Talk to a tax professional before you file.

The 6 Percent Interest Cap Under the SCRA

Entering military service can immediately lower the interest rate on loans you already carry. Under the Servicemembers Civil Relief Act, any pre-service debt bearing interest above 6 percent must be reduced to 6 percent for the duration of your service.10Office of the Law Revision Counsel. 50 USC 3937 – Maximum Rate of Interest on Debts Incurred Before Military Service The excess interest is forgiven outright, not deferred.

To claim the cap, send your lender written notice with a copy of your military orders. A letter, an email, or a message through the lender’s portal works. You have until 180 days after your service ends to make the request, but filing early means saving sooner.11U.S. Department of Justice. Your Rights as a Servicemember: 6% Interest Rate Cap for Servicemembers on Pre-service Debts The cap covers student loans, car loans, credit cards, and joint debts with a spouse, so long as the obligation existed before you entered service.

This protection stacks with every program above. Whether you are using CLRP, working toward PSLF, or enrolled in a health professions program, the 6 percent cap reduces how much interest accrues in the background and stretches every repayment dollar further.

You Usually Cannot Combine CLRP With the GI Bill or PSLF

This is where enlistees get caught. You generally cannot receive both the College Loan Repayment Program and Post-9/11 GI Bill benefits for the same period of service. The VA states that any period of service counting toward the DoD Loan Repayment Program is a non-qualifying period for Post-9/11 GI Bill eligibility.12Veterans Affairs. Post-9/11 GI Bill (Chapter 33) A three-year CLRP enlistment contributes zero years toward GI Bill eligibility. You would need to serve beyond the CLRP period to earn it.

The same exclusivity reaches PSLF. The Department of Education’s PSLF form says that if you are receiving CLRP benefits, you cannot use the same period of employment to qualify for both. You have to pick one.13Federal Student Aid. Public Service Loan Forgiveness (PSLF) and Income-Driven Repayment (IDR) Account Adjustment Form

The practical calculus: if your loan balance is modest and can be cleared within three years under the CLRP formula, the repayment benefit often wins. If your balance is large or you plan a longer military career, the GI Bill’s tuition and housing benefits or the ten-year path to PSLF forgiveness may be worth considerably more. Run the numbers before you sign your enlistment contract. The decision locks in with your signature.
