Does the Coast Guard Have ROTC? CSPI, AUP, and OCS Explained

No, the Coast Guard does not have an ROTC program. Unlike the Army, Navy, Air Force, and Space Force, it has never established a Reserve Officers’ Training Corps at colleges and universities, partly because the Coast Guard sits under the Department of Homeland Security rather than the Department of Defense, which funds and oversees the traditional ROTC programs.¹ The Coast Guard Academy’s own FAQ confirms this directly.² If you want to commission through college, the main alternatives are the College Student Pre-Commissioning Initiative scholarship, the Auxiliary University Program, the Coast Guard Academy, and Officer Candidate School after you graduate.

The Closest Thing to Coast Guard ROTC: CSPI

The College Student Pre-Commissioning Initiative is the program that most resembles ROTC for Coast Guard hopefuls. It is authorized under 14 U.S.C. §2131 and is limited to sophomores and juniors at minority-serving institutions, including historically Black colleges and universities, Hispanic-serving institutions, and other schools where at least half the student body belongs to a minority group.³

One important difference from ROTC: CSPI scholars are not civilians on scholarship. They enlist as active-duty Coast Guard members at the rank of E-3, Officer Trainee, while finishing their degrees.⁴

What CSPI Covers

CSPI pays up to two years of tuition, books, and fees. Scholars also receive full active-duty E-3 pay, roughly $4,000 per month, plus a housing allowance and medical benefits.⁵⁴⁶

Who Qualifies

Applicants must be U.S. citizens between 19 and 27 years old and enrolled at a qualifying MSI located within 100 miles of a Coast Guard unit or recruiting office, unless the Commandant grants a waiver. They need at least a 2.5 GPA, no more than two dependents, eligibility for a secret security clearance, and passing medical and physical fitness scores.³ The MSI enrollment requirement, along with earning at least 30 credits there, cannot be waived.⁷

Some MSIs have formal partnership agreements that go beyond the standard competitive pool. Bowie State University in Maryland guarantees one qualified student a CSPI slot each year under an executive champion scholarship worth up to $20,000 in tuition over two years, plus a $3,600 monthly salary, textbooks, housing, and medical benefits.⁸⁹ Dillard University in New Orleans signed a similar agreement in August 2024.¹⁰

Service Obligation

CSPI enlistment is a four-year active-duty contract with a four-year inactive Reserve obligation on top. After graduation, scholars attend the next available 12-week Officer Candidate School session at the Coast Guard Academy. When they finish OCS, the enlisted contract ends, they commission as ensigns (O-1), and they take on an additional three-year active-duty obligation as officers.³

How the Application Cycle Runs

CSPI runs on an annual panel year. For Panel Year 2026, covering July 2025 through June 2026, complete applications were due December 8, 2025, and the selection panel convened February 23, 2026. You should contact a recruiter at least two months before the deadline, complete a commissioning physical at a Military Entrance Processing Station, and sit for an interview board of officers ranging from O-1 to O-6, with a senior member at least an O-4.⁷

If Your School Isn’t an MSI: The Auxiliary University Program

The Auxiliary University Program, established in 2007, is the Coast Guard’s other college-based track. It works as a de facto ROTC substitute by placing students in the Coast Guard Auxiliary, the service’s civilian volunteer arm. About 11 schools participate, including Massachusetts Maritime Academy and the Virginia Military Institute.¹¹

AUP students take leadership coursework, complete FEMA Incident Command System courses, earn a cyber awareness certification, hold at least one Auxiliary qualification, and finish a minimum four-week internship at a Coast Guard unit. There is no tuition money and no stipend. What AUP provides is a track record: roughly 70% of AUP graduates go on to earn a Coast Guard commission, compared with about 3% for non-AUP graduates applying to Officer Candidate School.¹²

What About Schools With Naval ROTC?

If you’re at a senior military college or a campus with Naval ROTC but no AUP or CSPI eligibility, one workable path is to affiliate with Naval ROTC for the coursework in naval science, navigation, seamanship, and leadership, while joining the AUP or a campus Coast Guard preparation group. Norwich University in Vermont uses exactly this approach, and also runs a Semper Paratus Society for cadets targeting the Coast Guard.¹³

At graduation, cadets on that track have two commissioning routes. The Direct Commission Selected School program, for graduates of ROTC programs or military colleges, sends selectees to a five-week orientation course at the Coast Guard Academy instead of the full 12-week OCS, with a three-year active-duty obligation.¹⁴ The other route is the regular OCS application, open to any college graduate.¹³

Officer Candidate School After Graduation

OCS is the primary commissioning route for college graduates who did not attend the Coast Guard Academy, and it is the required last step for CSPI scholars. It runs 12 weeks at the Coast Guard Academy in New London and convenes three times a year. The curriculum covers leadership, physical fitness, navigation, ship operations, seamanship, and Coast Guard orientation. OCS is open to civilians with a bachelor’s degree, prior service members from any branch, and current Coast Guard enlisted personnel; the service describes it as one of its most competitive officer programs.¹⁵

Other Routes to a Coast Guard Commission

Three additional pathways round out the picture for prospective officers.

The Coast Guard Academy in New London is a four-year service academy that awards a Bachelor of Science degree and commissions graduates as ensigns, with tuition, room, board, and medical care fully covered.¹⁶
The Coast Guard Academy Scholars program is a one-year preparatory year for applicants who show high potential but need more academic, physical, or military development. About 50 to 60 scholars enroll annually and spend the year at Georgia Military College, the Naval Academy Preparatory School, or the University of Massachusetts Boston. The Coast Guard pays tuition, room, board, and uniforms, and CGAS graduates go on to graduate from the Academy at an 88% rate.¹⁷¹⁸
Direct Commission Officer programs bring in professionals with degrees in fields such as law, medicine, engineering, aviation, cyber, intelligence, and environmental management. DCO selectees commission at ranks ranging from ensign to commander and attend a five-week orientation rather than full OCS. Active-duty obligations run three to five years depending on the specialty.¹⁴

One Note on Coast Guard JROTC

The Coast Guard does operate a Junior ROTC at the high school level, currently 15 units in states including Alaska, Alabama, California, Delaware, Florida, Hawaii, Massachusetts, Mississippi, North Carolina, Oregon, South Carolina, and Texas.¹⁹²⁰²¹ For anyone hoping this is the college ROTC path they were looking for, it isn’t; the college-age options remain CSPI, AUP, the Academy, and OCS.
