Social Security does not require a physical street address to pay benefits. What it requires is a working mailing address where it can reach you, and that can be a home address, a P.O. Box, General Delivery at a post office, a care-of address at a shelter or a friend’s home, or in narrow cases the address of a local Social Security field office. The agency’s concern is delivery, not property.
What Counts as a Mailing Address for Social Security
The SSA’s internal policy treats your mailing address as generally your home, your own P.O. Box, or your representative payee’s address, but it accepts other arrangements when those don’t fit your situation.1Social Security Administration. - A standard residential street address works for every SSA purpose.
- A P.O. Box is fully accepted for correspondence. The SSA may still ask for a residential address for its records, but mail can go to the box.
- General Delivery at a U.S. post office works if you have no fixed address. You’ll need valid ID to pick up mail.2Social Security Administration (SSA). POMS GN 02401.050 – Use of Field Office (FO) Address when a Title II or Title XVI Claimant Does Not Have a Permanent Mailing Address
- A care-of address at a shelter, service organization, or a friend or relative’s home is acceptable, written as “c/o [name or organization].” The SSA considers these valid when used for convenience or safety.1Social Security Administration. POMS GN 02605.005 – Questionable Addresses-COA
- A local SSA field office address can be used as a last resort when a field office manager approves it. This is reserved for people with no other viable option, such as someone experiencing homelessness who can’t use General Delivery or a care-of arrangement. Checks sent to a field office are held for seven business days and then returned to Treasury if unclaimed.2Social Security Administration (SSA). The field office option isn’t advertised. If none of the other choices work for you, ask about it directly at the office where you’re being helped.
Why the SSA Still Needs to Reach You by Mail
Direct deposit doesn’t remove the mail requirement. The SSA still sends paper notices about payment changes, overpayments, Medicare enrollment, documentation requests, and your annual benefit statement. There is no way to switch fully to electronic delivery for every kind of SSA correspondence. An address that fails to receive mail is treated the same as no address at all, which is why the alternatives above matter.
Home Address vs. Mailing Address for SSI
If you receive Supplemental Security Income, the SSA needs to know two things: where mail should go, and where you actually live. The two can produce different payment amounts, so updating one without the other can cause problems.
You must report a change in mailing or home address no later than the tenth day of the month after the change.3Social Security Administration. Report Changes to Your Situation While on SSI Miss that deadline and you can end up with incorrect payments or an overpayment the SSA will later collect back.
Living arrangements affect the payment itself. If you live in another person’s household for a full month and that person provides your food and shelter, your federal SSI payment is reduced by one-third. Against the 2026 maximum individual payment of $994, that reduction brings the payment down to roughly $663.4Social Security Administration. Moving in with a relative and updating only your mailing address, without reporting the new living arrangement, is a common way to create an overpayment.
What Happens if Mail Comes Back Undeliverable
If SSA mail is returned as undeliverable, the agency starts a search. For Title II benefits (retirement, disability, and survivors), it checks its own records and contacts the postal service and financial institutions for a forwarding address. When none of those turn up a current address, payments are suspended.6Social Security Administration. POMS GN 02605.055 – Title II Undeliverable Mail – Change of Address (COA)
For SSI, the rule is more direct: payments are suspended when mail is returned and the SSA does not have a valid mailing address on file.7Social Security Administration. 20 CFR 416.1320 – Suspensions; General SSI suspension can happen faster than Title II because the program’s reporting rules are stricter.
Once you contact the SSA with a current address, Title II reinstatement is usually straightforward. SSI has a defined window: you generally have 12 consecutive months from the effective date of a suspension to be reinstated without filing a new application, extended to 24 months in certain military-related cases. After that window closes without reestablished eligibility or an appeal, the record is terminated and you have to start over.8SSA – POMS. Suspension and Reestablishing Eligibility
Letting suspension drag on has a further consequence for Title II. If your benefits stay suspended for undeliverable mail for seven continuous years without contact, the SSA presumes you have died and terminates the record.6Social Security Administration. How to Update Your Address
If you receive Social Security retirement, survivors, or disability benefits, or you’re enrolled in Medicare, the fastest route is your personal my Social Security account online, where you can also pick when the change takes effect.9Social Security Administration. SSI recipients cannot update online. Call 1-800-772-1213 (TTY 1-800-325-0778), Monday through Friday, 8:00 a.m. to 7:00 p.m. local time, or visit a local Social Security office.11Social Security Administration. If You Move Abroad
A foreign address is workable for many U.S. citizens. If you’re a citizen, you can generally keep receiving Social Security while living outside the country, provided the country is one where the SSA is allowed to send payments.12Social Security Administration. Some addresses won’t work at all. Payments cannot be sent to Cuba or North Korea under Treasury sanctions, and the SSA restricts payments to Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan because the agency cannot verify orderly delivery or access vital records there.14Social Security Administration (SSA). Non-citizens who don’t qualify for a specific exception have benefits stopped after six full calendar months outside the United States, and payments can’t restart until you return and stay in the U.S. for at least a full calendar month.12Social Security Administration. SSI works differently. SSI stops after you’ve been outside the United States for a full calendar month, and citizenship doesn’t change that. The program is built around U.S. residence, so a foreign mailing address is not a workable solution for keeping SSI running.
