PayPal does not report Friends and Family payments to the IRS. Personal transfers sent through that feature — a birthday gift, splitting rent, paying a friend back for dinner — sit outside the Form 1099-K rules entirely, no matter how much you send or receive. The reporting requirement applies only to payments for goods or services, and only when those payments cross both a dollar and a transaction threshold in a single calendar year.
Personal Payments Versus Goods and Services
Every PayPal transaction is tagged as one of two things: a payment for goods or services, or a personal payment sent through Friends and Family. The category you choose determines whether the payment counts toward federal reporting thresholds.
Friends and Family is meant for non-commercial transfers — gifts, reimbursements, splitting shared expenses. Goods and services covers anything where the recipient is providing a product or performing work in exchange for the money. PayPal’s user agreement prohibits using the personal category to pay for goods or services, and the platform monitors for accounts that appear to be doing so.
The 1099-K Threshold and Why Friends and Family Falls Outside It
Under 26 U.S.C. § 6050W, payment platforms must file a Form 1099-K when a user receives payments for goods or services above set thresholds.1Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions The American Rescue Plan Act of 2021 had lowered that trigger to $600 with no minimum transaction count, but the IRS delayed the change repeatedly and the One, Big, Beautiful Bill signed in 2025 retroactively repealed it.2Internal Revenue Service. The current threshold requires more than $20,000 in gross payments for goods or services across more than 200 transactions in a single calendar year.3Internal Revenue Service. Form 1099-K FAQs: General Information Both have to be met. Crossing one alone does not trigger a filing.
Friends and Family payments are excluded from this calculation. The IRS states plainly that money received from friends or family as a gift or as repayment for a personal expense should not appear on a Form 1099-K.4Internal Revenue Service. Is the Money Itself Taxable?
Even though PayPal isn’t reporting the transfer, the separate question is whether the money you received counts as income. For genuine personal transfers, the answer is generally no.
Federal tax law excludes gifts and inheritances from gross income. Under 26 U.S.C. § 102, the value of property you receive as a gift, bequest, or inheritance is not taxable income to you.6Office of the Law Revision Counsel. 26 USC 102 – Gifts and Inheritances Birthday money from a parent, a wedding gift, or an inheritance sent through PayPal all fall within that exclusion. Reimbursements aren’t income either — if a roommate pays you back for groceries, you’re being made whole for money you already spent, not earning anything.
Business income is a different story. All actual business income is taxable whether or not any platform sends you a 1099-K.7Internal Revenue Service. What to Do With Form 1099-K The absence of a tax form does not eliminate the tax obligation. Selling handmade goods, freelancing, or running any business through PayPal produces taxable income regardless of which payment channel the customer used.
When Large Gifts Trigger a Filing — For the Sender
Receiving a gift is not taxable, but sending a large one can create a separate filing requirement for the person sending it. For 2026, the annual gift tax exclusion is $19,000 per recipient.8Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026, Including Amendments From the One, Big, Beautiful Bill If you send more than $19,000 to a single person in a calendar year as a gift, you as the sender must file Form 709 with the IRS by April 15 of the following year.9Internal Revenue Service. Instructions for Form 709
Filing the form doesn’t necessarily mean gift tax is owed. It reports the transfer against your lifetime exemption. The recipient files nothing and pays nothing. The exclusion for gifts to a non-citizen spouse is higher, at $194,000 for 2026. Reimbursements don’t count as gifts at all, because no wealth is being transferred.
Don’t Route Business Payments Through Friends and Family
Using the personal channel to disguise commercial income is a violation of PayPal’s terms and of federal tax law, and it doesn’t make the income invisible to the IRS. Consequences scale with intent:
- An accuracy-related penalty of 20% of the underpaid tax applies where the IRS finds negligence or substantial understatement of income.10Office of the Law Revision Counsel. 26 USC 6662 – Imposition of Accuracy-Related Penalty on Underpayments
- A civil fraud penalty of 75% of the fraud-related underpayment applies where the underpayment is due to fraud.11Office of the Law Revision Counsel. 26 USC 6663 – Imposition of Fraud Penalty
- Willful tax evasion is a felony punishable by up to $100,000 in fines and up to five years in prison.12Office of the Law Revision Counsel. 26 USC 7201 – Attempt to Evade or Defeat Tax
PayPal may also restrict or close accounts it suspects of misusing the personal payment feature for commercial activity.
Records Worth Keeping
PayPal isn’t reporting your Friends and Family transfers, but if the IRS ever questions whether a deposit was a gift or unreported income, the burden of proof falls on you.13Internal Revenue Service. Burden of Proof For routine transfers — splitting a dinner bill, chipping in on a group gift — the transaction notes and timestamps PayPal already stores are usually enough.
For larger gifts, keep a short written record of the sender, recipient, amount, and purpose. This matters most for transfers that approach the $19,000 annual gift tax exclusion, where the sender may need to file Form 709 and both sides benefit from having consistent documentation.
