Does PayPal Refund Money If You’re Scammed? Rules and Deadlines

PayPal will refund your money if you were scammed, provided you paid using Goods and Services and file a dispute within the deadline. The refund comes through a program called Purchase Protection, which covers the full purchase price plus original shipping when an item never arrives, shows up significantly different from the listing, or when someone charges your account without permission.1PayPal. PayPal’s Purchase Protection Program Whether you actually get your money back depends on three things: how you paid, how fast you act, and how well you document the problem.

When PayPal Will Refund You

Purchase Protection covers two kinds of scam scenarios on paid transactions.

The first is an item you paid for but never received. If the seller cannot show valid proof of delivery to the address on your transaction details page, the claim qualifies.2PayPal. How Do I Prove That I’ve Sent an Item or Digital Goods to the Buyer

The second is an item that arrived but is significantly not as described. PayPal gives several examples of what counts:3PayPal US. Get Help With an Item That Is Different From What You Ordered or Fake

  • You received a completely different product (ordered a tennis racket, got a tennis bag).
  • The listing said “new” but the item was clearly used.
  • Essential parts were missing and the listing didn’t disclose it.
  • You received fewer units than you paid for.
  • The item was damaged in transit.
  • The item is counterfeit (a designer jacket that turns out to be a synthetic knock-off).

Digital goods and services qualify too. If you buy software and the download never works, or a freelancer takes your payment and never delivers, you can file the same kind of dispute you would for a physical product.

Unauthorized transactions, meaning charges made from your account without your permission, are handled under a separate liability policy rather than Purchase Protection, but the refund path exists regardless.

When PayPal Won’t Refund You

The single biggest reason scammed buyers walk away empty-handed is the Friends and Family payment option. That feature is built for personal transfers like splitting rent or paying back a friend, and it carries no Purchase Protection whatsoever.1PayPal. PayPal’s Purchase Protection Program Scammers routinely ask buyers to pay this way for exactly that reason. If you sent money to a seller using Friends and Family, PayPal cannot refund you through the dispute process.4PayPal VU. What Are ‘Friends and Family’ Payment Scams Always choose Goods and Services when paying for a product or service.

Several categories of purchases are also excluded even when you pay correctly:1PayPal. PayPal’s Purchase Protection Program

  • Real estate, residential or commercial.
  • Vehicles, including cars, motorcycles, RVs, boats, and aircraft. Personally portable items like bicycles and hoverboards still qualify.
  • Industrial machinery used in manufacturing.
  • Donations, crowdfunding, and crowdlending payments.
  • Custom-made items, for “not as described” claims.
  • Cash equivalents like gift cards and prepaid cards.

Deadlines You Can’t Miss

Deadlines run from the payment or delivery date, not from when you realize something is wrong. Missing one usually ends your claim permanently.

The 30-day window on wrong or counterfeit items is tight. Open a package the day it arrives, inspect it carefully, and file quickly if something is off.

How to Get Your Money Back

The refund process has two phases, and knowing where you are in it matters.

Open a Dispute

Go to the Resolution Center in your PayPal account, select the transaction, and describe the problem. You and the seller can message each other through the platform for up to 20 days to try to work it out.6PayPal US. How Do I Escalate a PayPal Dispute to a Claim

Escalate to a Claim

If the seller ignores you or refuses to cooperate, you must escalate the dispute to a claim before the 20-day window closes. A dispute that is not escalated closes automatically, and once closed it cannot be reopened.6PayPal US. How Do I Escalate a PayPal Dispute to a Claim To escalate, open the dispute in the Resolution Center, click “Need Help?”, and select “Review my case.”

Have Your Evidence Ready

Strong documentation decides most claims. Before you file, gather:

  • The transaction ID from your payment details page.7PayPal Developer. Disputes – PayPal Developer
  • Screenshots of the original listing, including description, photos, price, and condition claims.
  • All messages exchanged with the seller.
  • Photos of what you actually received, including packaging.7PayPal Developer. Disputes – PayPal Developer
  • Shipping and tracking records for non-delivery claims.

For counterfeit items, PayPal may ask for additional proof such as receipts, a third-party evaluation, or a police report.1PayPal. PayPal’s Purchase Protection Program A written assessment from an authorized retailer or appraiser confirming the item is fake carries real weight.

Wait for a Decision

After escalation, PayPal places a temporary hold on the disputed funds in the seller’s account.8PayPal US. What Does “Dispute Transaction” Mean? How to Handle Them in Your Business The seller has 10 days to respond, and PayPal may ask you for more documentation during the review, so check your email and the Resolution Center regularly.6PayPal US. How Do I Escalate a PayPal Dispute to a Claim

PayPal typically decides within 14 days, though complex cases can take 30 days or longer. A refund in your favor covers the full purchase price plus original shipping. The money usually reaches you within five business days, but depending on your payment method and bank, it can take up to 30.1PayPal. PayPal’s Purchase Protection Program

Expect to Pay Return Shipping

If you win a “not as described” claim, PayPal may require you to ship the item back to the seller, to PayPal, or to a third party. You pay the return shipping yourself, because Purchase Protection does not cover it.1PayPal. PayPal’s Purchase Protection Program For low-value items, the return cost can swallow much of the refund, so weigh that before filing.

If PayPal Denies Your Claim

A denial is not always the end. You can appeal if you have new evidence that wasn’t available during the original review, or if you believe PayPal made a mistake.1PayPal. PayPal’s Purchase Protection Program As a buyer, you appeal by contacting PayPal customer support directly.9PayPal US. How Can I Appeal PayPal’s Decision on My Case New evidence means something genuinely new: a professional authentication report, an updated tracking scan showing the package was returned, a seller admission you didn’t submit before. Resubmitting the same complaint rarely changes the outcome.

If you funded the PayPal payment with a credit card, you have a second route that doesn’t involve PayPal at all. The Fair Credit Billing Act lets you dispute a billing error directly with your card issuer by writing within 60 days of the first statement showing the charge, and unauthorized charges carry a $50 liability cap.10Federal Trade Commission. Using Credit Cards and Disputing Charges Your card company runs its own investigation and can reverse the charge even if PayPal already ruled against you.

A couple of cautions. Filing a chargeback while a PayPal dispute is still open can cause PayPal to close its own investigation, and the chargeback can trigger a separate fee charged to the seller.11PayPal US. What Is a Chargeback, and Why Did I Get One The usual sequence is to exhaust the PayPal process first and then go to your card issuer if needed, while keeping a close eye on that 60-day credit card deadline so it doesn’t quietly expire while you wait.
