Yes, the Navy Reserve does pay for college, through several separate programs. The main one built for reservists is the Montgomery GI Bill-Selected Reserve, which pays $493 a month for full-time students at 2025โ2026 rates.1Veterans Affairs. Montgomery GI Bill Selected Reserve (Chapter 1606) Rates Reservists who get called to active duty for at least 90 days after September 10, 2001 can also qualify for the far more generous Post-9/11 GI Bill, which covers full public-school tuition. On top of that are Tuition Assistance for reservists on active orders, loan repayment for certain ratings, and funding for professional certifications. Each program has its own rules, dollar limits, and paperwork.
The Core Benefit: Montgomery GI Bill-Selected Reserve
This is the program written specifically for people who drill in the Reserve without ever being activated. It comes from 10 U.S.C. Chapter 1606 and pays you directly while you attend an approved school, for up to 36 months of full-time enrollment.2Office of the Law Revision Counsel. 10 U.S.C. 16131 – Educational Assistance Program
From October 1, 2025 through September 30, 2026, the monthly rates are $493 for full-time, $369 for three-quarter-time, and $246 for half-time enrollment.1Veterans Affairs. Montgomery GI Bill Selected Reserve (Chapter 1606) Rates Rates change each year based on the Consumer Price Index. At the full-time rate, the full 36 months works out to about $17,748 total. Because the money is paid to you rather than to the school, you can put it toward tuition, books, rent, or anything else.
Recruits who sign into certain high-priority ratings may also get a “kicker” added to their monthly payment, with the amount written into the enlistment contract. Kickers are limited by budget and quota, so not every recruit is offered one.3MyNavy HR. Navy College Fund Program
Who Qualifies
To draw MGIB-SR benefits, you need three things: a six-year enlistment, reenlistment, or extension in the Selected Reserve; a high school diploma or equivalency certificate; and completion of your Initial Active Duty for Training, meaning boot camp and your rating’s technical school.4Office of the Law Revision Counsel. 10 U.S.C. Chapter 1606 – Educational Assistance for Members of the Selected Reserve
Once those boxes are checked, your unit issues a Notice of Basic Eligibility on DD Form 2384-1. That is your proof of eligibility when you file with the VA.5The Official Army Benefits Website. Montgomery GI Bill (MGIB) Your eligibility normally ends the day you leave the Selected Reserve, though it can be preserved if you are involuntarily separated for reasons other than misconduct, or discharged for a service-connected disability.
Post-9/11 GI Bill: The Bigger Benefit for Activated Reservists
If you have been called to active duty and accumulated at least 90 aggregate days of qualifying service after September 10, 2001, you may unlock the Post-9/11 GI Bill (Chapter 33).6Veterans Affairs. Your Benefits – Active Guard Reserve This program is worth substantially more than the MGIB-SR. It pays full tuition and fees at a public in-state school, or up to $30,908.34 per year at a private school for the 2026โ2027 academic year.7Veterans Affairs. Future Rates for Post-9/11 GI Bill
How much you actually get is scaled by how much qualifying active-duty time you have. At 36 months or more you receive 100% of the benefit; the percentage drops in tiers down to 50% for those with 90 days to 5 months of service.8Office of the Law Revision Counsel. 38 U.S.C. 3311 – Educational Assistance for Service in the Armed Forces Commencing on or After September 11, 2001 The same percentage applies to your tuition payments, monthly housing allowance, and books stipend.
The housing allowance is based on the Basic Allowance for Housing rate for an E-5 with dependents at the zip code of your school. If all your classes are online, the housing rate drops to a maximum of $1,261 per month for 2026โ2027 unless you also take at least one in-person class. There is also a books-and-supplies stipend of up to $1,000 per year.9Veterans Affairs. Post-9/11 GI Bill (Chapter 33) Rates
Picking Between the Two GI Bills
You cannot draw MGIB-SR and Post-9/11 GI Bill payments at the same time. If you are eligible for both, you pick one when you apply. The Post-9/11 GI Bill usually pays more, but the right choice depends on your service history, your benefit tier, and the cost of your school.
Tuition Assistance (Only While on Active Orders)
Tuition Assistance pays your school directly for individual courses, up to $250 per semester hour or $166.67 per quarter hour, capped at $4,500 per fiscal year and 120 semester hours across your career. It pays tuition only, not fees or books.
The catch for reservists is significant: you generally have to be on active-duty orders to use TA, and those orders must run at least six months past the course start date. Every funded course has to be finished while you are still on active duty.10MyNavy HR. Tuition Assistance Policy Update Fact Sheet A reservist who only drills one weekend a month typically cannot use this benefit at all.
You also need a cumulative 2.0 GPA for undergraduate coursework and 3.0 for graduate coursework, measured after an initial block of funded credits. A failing grade or a drop below the threshold can force you to reimburse the government. Requests go through the MyNavy Education portal and need command approval at least seven days before the class starts.10MyNavy HR. Tuition Assistance Policy Update Fact Sheet
Help With Existing Student Loans
If you are joining the Reserve with student debt already on your back, the Student Loan Repayment Program can chip away at it. Under 10 U.S.C. ยง 16301, each year of satisfactory service in a designated specialty earns a repayment of 15% of the outstanding balance or $1,000, whichever is greater, plus any interest that accrued that year.11Office of the Law Revision Counsel. 10 U.S.C. 16301 – Education Loan Repayment Program: Members of Selected Reserve
Eligible debts include federal Direct subsidized and unsubsidized loans, older FFEL loans (Stafford and PLUS), and loans from state agencies or regulated financial institutions. The statute also lists Perkins Loans, though none have been issued since 2017. Purely private loans that are not subject to federal or state examination do not qualify.11Office of the Law Revision Counsel. 10 U.S.C. 16301 – Education Loan Repayment Program: Members of Selected Reserve
Not every new sailor is offered this. It is a recruiting incentive tied to specific ratings the Navy is trying to fill, and the terms are written into your enlistment contract. You have to keep drilling in good standing and hit every scheduled period to receive the annual payments.
Funding for Certifications: Navy COOL
Navy Credentialing Opportunities On-Line pays for civilian certifications and license exams tied to your rating, a prior-service occupation, or a relevant civilian occupation. Reservists in enlisted ratings are eligible. There is no per-person cap published, but total funding is limited each fiscal year and handed out first-come, first-served. If the money runs out, requests wait until October 1.12Department of Defense. Navy COOL – FAQs This is a credentialing benefit, not a degree benefit.
Applying for GI Bill Benefits
Once you have your Notice of Basic Eligibility, you apply on VA.gov. You can also apply by mail, at a VA regional office, or through a Veterans Service Organization representative.13Veterans Affairs. How to Apply for the GI Bill and Related Benefits If the VA approves you on the spot, you can download a Certificate of Eligibility immediately.14Veterans Affairs. Apply for VA Education Benefits Form 22-1990 You give that certificate to your school’s certifying official (typically in the registrar or financial aid office), who verifies your enrollment each term so payments can start.
Passing Benefits to a Spouse or Child
The Post-9/11 GI Bill can be transferred to a spouse or child if you have completed at least six years of service when the transfer is approved and you agree to serve four more. The family member has to be enrolled in DEERS. A child cannot start using transferred benefits until you have at least 10 years of service. A Purple Heart recipient can transfer without meeting the service-length requirement but must submit the transfer request while still serving.15Veterans Affairs. Transfer Your Post-9/11 GI Bill Benefits MGIB-SR benefits cannot be transferred.
If You Fail a Class or Separate Early
A failed course or a voluntary withdrawal from a TA-funded class usually means paying the Navy back. Withdrawals forced by military reasons, like a deployment, can be excused with command verification. For the Student Loan Repayment Program, leaving the Selected Reserve before your contract is up ends the annual payments going forward, though payments already made are not reclaimed.
If you have transferred Post-9/11 GI Bill benefits to a dependent who has already started using them, you may not be eligible for voluntary early separation until you finish your service obligation.16MyNavy HR. Separation by Reason of Changes in Service Obligation
Taxes on These Benefits
GI Bill money is tax-free. That includes MGIB-SR monthly checks, Post-9/11 GI Bill tuition payments, and the housing allowance. You do not report any of it as income.17Internal Revenue Service. Publication 970 – Tax Benefits for Education
One wrinkle: if you claim an education tax credit like the American Opportunity Credit, you have to subtract the portion of GI Bill money that paid your tuition from your qualified expenses. The housing allowance does not count against your credit because it is not tied to tuition.17Internal Revenue Service. Publication 970 – Tax Benefits for Education
Student Loan Repayment Program payments work differently. They count as taxable income in the year they are made, and federal tax is withheld at the time of payment. Factor that in when estimating how much the program will actually reduce your balance.
