Does MAGI Include HSA Contributions or Reduce It?

HSA contributions do not count toward your Modified Adjusted Gross Income. They reduce it. Every dollar you put into a Health Savings Account comes out of gross income before Adjusted Gross Income is calculated, and the IRS does not add those dollars back when computing MAGI for the programs that matter most to taxpayers: Roth IRA eligibility, the Premium Tax Credit, and the Net Investment Income Tax. So the answer to whether MAGI includes HSA contributions is no, and the practical consequence is that an HSA is one of the few tools that lowers both your taxable income and the income figure that gates access to other benefits.

How the Deduction Reaches Your AGI

Adjusted Gross Income is the starting point for nearly every federal tax calculation. You reach it by taking gross income and subtracting the “above-the-line” deductions the IRS allows regardless of whether you itemize or claim the standard deduction. HSA contributions are one of those deductions.1Internal Revenue Service. Publication 969, Health Savings Accounts and Other Tax-Favored Health Plans

You report the contribution on Form 8889, and the total flows to Schedule 1 (Form 1040), Line 13.2Internal Revenue Service. Instructions for Form 8889 That figure is subtracted dollar-for-dollar from gross income, producing a lower AGI on Line 11 of Form 1040. The lower AGI then becomes the base number from which MAGI is computed.

Why HSA Contributions Are Not Added Back to MAGI

MAGI is not a single universal figure. The IRS calculates it differently depending on which tax provision is at stake, always starting with AGI and then adding back specific items. The items vary by program, and the IRS publishes the list for each one. HSA contributions appear on none of the major lists.

For Roth IRA eligibility, the add-backs are the traditional IRA deduction, the student loan interest deduction, excludable savings bond interest, employer-provided adoption benefits, and foreign earned income or housing exclusions.3Internal Revenue Service. Modified Adjusted Gross Income

For the Premium Tax Credit, the add-backs are foreign earned income, tax-exempt interest, and nontaxable Social Security benefits.3Internal Revenue Service. Modified Adjusted Gross Income

For the Net Investment Income Tax under Section 1411, the MAGI formula adds back only the excess of foreign earned income excluded under Section 911.4Office of the Law Revision Counsel. 26 U.S. Code 1411 – Imposition of Tax

No HSA add-back appears in any of them. If you contribute $4,400 to an HSA with self-only coverage, MAGI drops by $4,400 for each of these programs. There is no clawback.

How Much MAGI You Can Remove in 2026

Your maximum HSA contribution for 2026 depends on your high-deductible health plan coverage:5Internal Revenue Service. IRS Notice 2026-05

  • Self-only coverage: $4,400
  • Family coverage: $8,750

If you are 55 or older by year-end, you can add another $1,000. The catch-up amount is set by statute and does not adjust for inflation.6Office of the Law Revision Counsel. 26 U.S. Code 223 – Health Savings Accounts A 55-year-old with family coverage can therefore shave as much as $9,750 off MAGI in 2026.

You must be enrolled in a qualifying high-deductible plan to contribute at all. For 2026, that means a deductible of at least $1,700 for self-only coverage or $3,400 for family coverage, with out-of-pocket maximums no higher than $8,500 and $17,000.5Internal Revenue Service. IRS Notice 2026-05

Where a Lower MAGI Actually Pays Off

MAGI thresholds control more than one tax outcome, and a few thousand dollars of HSA deduction can move you across lines that matter.

Roth IRA Phase-Outs

For 2026, Roth IRA eligibility phases out between $153,000 and $168,000 of MAGI for single filers, and between $242,000 and $252,000 for married couples filing jointly.7Internal Revenue Service. 401(k) Limit Increases to $24,500 for 2026, IRA Limit Increases to $7,500 A married couple at $250,000 in gross income with family HDHP coverage can contribute $8,750 to an HSA and pull MAGI to $241,250, moving below the phase-out floor and restoring full Roth contributions.

Net Investment Income Tax Threshold

The 3.8% Net Investment Income Tax applies to the lesser of your net investment income or the amount by which MAGI exceeds $200,000 for single filers or $250,000 for married couples filing jointly.8Office of the Law Revision Counsel. 26 U.S.C. 1411 – Imposition of Tax Those thresholds are not inflation-adjusted. Each dollar of HSA contribution that drops MAGI below the threshold removes 3.8 cents of NIIT on investment income. For a joint filer near $250,000 with $30,000 of investment income, an $8,750 HSA deduction can cut the NIIT bill by $332.

Premium Tax Credit Subsidies

The Premium Tax Credit for marketplace health insurance is based on household MAGI, and because the ACA formula does not add HSA contributions back, the full deduction counts toward lowering the income figure that sets your subsidy.3Internal Revenue Service. Modified Adjusted Gross Income For early retirees and self-employed buyers, where a few thousand dollars shift subsidies meaningfully, this is often the single most valuable use of an HSA.

Student Loan Interest Deduction

The student loan interest deduction allows up to $2,500 of interest to be deducted, but it phases out at higher MAGI. For the 2025 tax year, the phase-out starts at $85,000 for single filers and $170,000 for married couples filing jointly, with 2026 figures adjusted for inflation. An HSA contribution that brings MAGI under the floor preserves the full deduction.

Payroll Contributions Save More Than Income Tax

How you contribute changes what you save. Contribute on your own and you get the income tax deduction. Contribute through an employer’s Section 125 cafeteria plan via payroll deduction and the money is excluded from wages before payroll taxes are calculated, so it escapes Social Security tax (6.2%), Medicare tax (1.45%), and federal unemployment tax.9Internal Revenue Service. FAQs for Government Entities Regarding Cafeteria Plans Those contributions also do not appear in taxable wages on Form W-2.10Internal Revenue Service. Form W-2 Reporting of Employer-Sponsored Health Coverage

On a $4,400 self-only contribution, payroll routing saves roughly $337 in employee-side FICA on top of the income tax benefit. The MAGI reduction is the same either way; the FICA savings are the bonus.

State Tax Treatment May Differ

The MAGI math above governs federal taxes. Most states with an income tax conform to the federal treatment, so your HSA contribution reduces state taxable income as well. California and New Jersey do not recognize the HSA deduction, meaning contributions are taxed as ordinary income on the state return and investment earnings inside the account are also taxable at the state level. Nine states have no income tax at all. Confirm your state’s current conformity before assuming the federal result carries over.
