Yes, an Indian passport number changes after renewal. India does not actually renew passports; the Ministry of External Affairs issues a completely new booklet with a new number and fresh validity every time, which is why the Passport Seva portal offers only “Fresh” and “Re-issue” categories and no “renewal” option at all.
Why the Number Always Changes
Every replacement passport is treated as a re-issuance. When you apply through Passport Seva, you select “Re-issue of Passport,” and the result is always a new booklet carrying a different number.
Passport Seva’s own FAQ puts it plainly: “Duplicate Passports are not issued however; a new Passport with different Passport number may be issued with fresh validity.”1Passport Seva. Lost/Damaged Passports That applies whether the old passport is expiring, damaged, lost, or being updated for a change in personal details. There is no mechanism to carry the previous number forward.
The format of the number stays the same: one uppercase letter followed by seven digits, eight characters in total, printed on the bio-data page. Only the specific combination is different. You can apply for re-issuance when your passport has less than one year of validity remaining, when the visa pages are exhausted, when the passport is lost or damaged, or when personal details such as name or date of birth need to change.2Indian Embassy Jakarta. What You Need to Update Once the Number Changes
Because the number is new every time, several records tied to your old passport need to be updated. This is the step people forget, and it tends to surface at the worst moment, such as at an airline check-in counter.
- OCI cardholders must upload a copy of the new passport and a recent photograph to the OCI portal within three months of receiving the new passport. The update is free and done online.3Consulate General of India, Seattle. When/How to Update/Reissue OCI
- Banks and other institutions that hold your passport as KYC documentation should be updated before old details cause verification failures.
- Airline profiles, frequent-flyer accounts, and any advance bookings often store the passport number and should be corrected well before your next trip.
- If you have registered with a foreign country’s immigration authority, update your passport information in that system as well.
Valid Visas in the Old Passport
A visa stamped in your old passport generally remains valid even though the passport itself has been cancelled. You travel with both booklets together.
The U.S. State Department states this directly: “If your visa is still valid you can travel to the United States with your two passports, as long as the visa is valid, not damaged, and is the appropriate type of visa required for your principal purpose of travel.” At the port of entry, the officer checks the visa in the old passport and stamps the new one with the annotation “VIOPP,” meaning visa in other passport.4U.S. Department of State. One warning: never peel a visa sticker out of the old passport and place it into the new one. Doing so permanently invalidates the visa.4U.S. Department of State. About Visas – The Basics
Not every country handles this the same way. Some require the visa to be transferred to the new passport before travel. Check with the specific country’s embassy or consulate before booking.
Other Numbers People Confuse With the Passport Number
File Number
The last page of the passport carries a 12-character alphanumeric code called the file number, also known as the application reference number. The first two letters indicate the city or state where you applied, the middle digits are the application number, and the final characters reflect the year of application. This number is different from your passport number, and it too changes with every re-issuance. You will use it mainly to check application status on the Passport Seva portal.
Booklet Number
Indian passports do not carry a separate booklet number or book number. If a foreign visa application asks for a “Passport Book Number,” as the U.S. DS-160 form does, select “No” when asked whether your passport has one. If the form requires a text entry, put “Not Applicable.” The eight-character passport number is the only identifier on the bio-data page, and it is the one that changes each time you get a new passport.
