GeoBlue — now sold as Blue Cross Blue Shield Global Solutions — does cover pre-existing conditions on most of its plans, but the coverage is not automatic. Whether your pre-existing conditions are covered depends on which plan tier you buy, whether you already hold qualifying U.S. health insurance, and, for long-term plans used by people living abroad, whether you can document prior coverage. One tier excludes pre-existing conditions entirely. The rest cover them, with conditions attached.
Which GeoBlue Plans Cover Pre-Existing Conditions
GeoBlue sells single-trip travel medical plans, multi-trip annual plans, long-term plans for expatriates, and specialty plans for students, missionaries, and nonprofit workers. Each family is split into tiers, and the tiers do not treat pre-existing conditions the same way.
Single-Trip Plans
The higher tier, Single Trip Platinum (formerly Voyager Choice), covers pre-existing conditions for both medical care and emergency medical evacuation, with no waiting period.1BCBS Global Solutions. There is a reason you might end up on Gold anyway. Platinum requires you to already hold a qualifying primary U.S. health insurance plan. Gold does not, which makes it the only option for travelers without domestic coverage.3NerdWallet. Blue Cross Blue Shield Travel Insurance Review
Multi-Trip Annual Plans
The multi-trip plans (formerly Trekker) come in Platinum and Gold tiers, and both include coverage for pre-existing conditions, including emergency evacuation.4BCBS Global Solutions. Long-Term Expat Plans
The long-term international plans for people living abroad (formerly Xplorer, now Worldwide Health) are medically underwritten. An application can be accepted at standard rates, rated up, or declined based on health history.6BCBS Global Solutions. International Medical Insurance for Living Abroad If accepted, pre-existing conditions are covered, but a waiting period applies: up to six months on Worldwide Premier and Outside U.S. plans, and up to twelve months on Worldwide Crew, Education, and Non-Profit plans. Specialty Plans
The specialty plans for international students, missionaries, and nonprofit workers (formerly Navigator) carry a twelve-month waiting period for pre-existing conditions. The waiting period can be reduced or waived with proof of prior creditable coverage.8Visoa. What Counts as Qualifying U.S. Health Insurance
The gating requirement for pre-existing condition coverage on GeoBlue’s travel medical plans (Platinum single-trip and both multi-trip tiers) is holding a qualifying primary U.S. health insurance plan. GeoBlue defines a primary plan as a group, individual, or governmental health benefit plan designed to be the first payer of claims, with coverage limits above $50,000 per incident or per year.1BCBS Global Solutions. Medicare qualifies, and so do Medicare Supplement and Medicare Advantage plans.10Only Health Insurance. Two kinds of government coverage are explicitly excluded: Medicaid (including state Medicaid programs) and Veterans Administration health benefit plans. Neither counts as a primary plan.10Only Health Insurance. GeoBlue Voyager Brochure and Application If Medicaid or VA benefits are your only coverage, you cannot buy the Platinum travel tier, and the Gold tier available to you will not cover pre-existing conditions.
What the Coverage Actually Pays For
Pre-existing condition coverage on GeoBlue plans applies to unexpected medical events arising from an existing condition. A traveler with a heart condition who has a cardiac event overseas, or someone with asthma who has a severe attack, would have emergency treatment and hospitalization covered.12GN Insurance. Maintenance care is a different story. GeoBlue will not pay for planned surgeries, ongoing monitoring, or routine upkeep of a pre-existing condition while abroad. In practice, that means no coverage for:
- Maintenance medications. Prescriptions for chronic conditions such as blood pressure, diabetes, or depression are not covered, and travelers are advised to fill them before leaving.12GN Insurance. GeoBlue Voyager Choice
- Planned procedures. Surgeries or treatments known to be needed before the trip began.
- Routine check-ups and ongoing monitoring of chronic conditions.13GN Insurance. BCBS Single Trip Platinum Pre-Existing Conditions
Other exclusions apply regardless of whether a condition is pre-existing. Coverage is denied if you are disabled at the time of travel, on a waiting list for treatment, or traveling against a physician’s advice. Shortening the Waiting Period on Expat and Specialty Plans
If you are buying a long-term expat or specialty plan, the waiting period is not necessarily fixed. GeoBlue reduces or eliminates it when you submit a Certificate of Creditable Coverage from a prior health insurer.
- Six or more months of prior coverage eliminates the waiting period.7BCBS Global Solutions. Worldwide and Outside U.S. Plans
- Less than six months reduces it by the number of months documented. Two months of prior coverage would cut a six-month wait down to four.14Zestyio. GeoBlue Xplorer Essential and Select FAQ
- No prior coverage means the full waiting period applies (six months for Worldwide Premier and Outside U.S. plans; twelve months for Crew, Education, and Non-Profit plans).7BCBS Global Solutions. Worldwide and Outside U.S. Plans
GeoBlue accepts certificates from group or individual U.S. health plans. Private insurance from other countries may be considered case by case. The prior plan must be comprehensive, covering both inpatient and outpatient services, and there cannot be a gap of more than 63 days before the GeoBlue policy’s effective date.14Zestyio. Other Rules That Can Block Coverage
Even on plans that cover pre-existing conditions, a handful of other rules can shut out a traveler:
- GeoBlue plans are generally available only to U.S. residents.
- Single-trip and multi-trip plans cover travelers up to age 95, though multi-trip benefits are reduced for those 70 and older. Long-term expat and specialty plans typically cap enrollment at age 74.16American Visitor Insurance. GeoBlue Insurance Plans
- Coverage must be purchased before leaving the U.S., and cannot be bought more than six months before the trip start date.3NerdWallet. Blue Cross Blue Shield Travel Insurance Review
- Single-trip plans are non-renewable. Buying a subsequent policy restarts any applicable pre-existing condition exclusion period.10Only Health Insurance. GeoBlue Voyager Brochure and Application
- Benefits do not apply to medical expenses in your home country.

High-risk activities such as mountaineering, skydiving, hang gliding, and motor racing are excluded, as are elective procedures, cosmetic surgery, fertility treatments, and routine physicals.17Thrillshare. GeoBlue Voyager Certificate
A Note on the Rebrand
GeoBlue rebranded to Blue Cross Blue Shield Global Solutions in late 2025.3NerdWallet.
