No, AmeriCorps service does not count as federal employment. You receive a living allowance rather than wages. Both AmeriCorps and USAJOBS describe VISTA members as earning a “living stipend.”2USAJOBS Help Center. You do not accrue the “time in grade” that federal employees use to qualify for promotions. If you later apply for a job that asks for federal work experience, AmeriCorps service on its own does not fill that requirement.

Non-Competitive Eligibility for Federal Jobs

Who Actually Qualifies
NCE is narrower than most alumni assume. The regulation covers VISTA volunteers and Peace Corps volunteers. AmeriCorps State and National members and NCCC members are generally not eligible. If you served in a non-VISTA program, NCE does not apply to you, no matter how long you served.
How Long It Lasts
You have one year from completion of service to use NCE. Buying Back AmeriCorps Time for Federal Retirement
This is the one place AmeriCorps service can be converted into real federal service, and it’s the piece most alumni don’t learn about until years later. If you become a federal employee, you can buy back your VISTA or Peace Corps volunteer time and have it credited toward your federal retirement under FERS. The buyback is a deposit to OPM, generally calculated as a percentage of the basic pay (or its equivalent) you would have earned during that period, plus interest. For someone who enters federal service a few years after AmeriCorps, the cost is usually modest compared to the additional annuity it produces later. Starting the buyback early keeps the interest lower. Training time is excluded, and the AmeriCorps State and National and NCCC programs are not named in OPM’s list.
Credit Toward Public Service Loan Forgiveness
AmeriCorps counts as qualifying employment for Public Service Loan Forgiveness. Federal Student Aid lists AmeriCorps and Peace Corps service as eligible, provided you meet the program’s full-time requirement of at least 30 hours per week.7Federal Student Aid. Two ways to earn qualifying payments during or after service. If you’re on an income-driven repayment plan and paying on your Direct Loans while serving, each monthly payment counts toward the 120 required. If you defer your loans during service and aren’t making monthly payments, you can use your Segal Education Award to make a lump-sum payment after service ends and receive credit for up to 12 qualifying payments from that single payment. You have to exercise the lump-sum option within six months of receiving the award.
