DOE Transformer Efficiency Standards: Scope, 2024 Rule, and Penalties

The Department of Energy’s transformer efficiency standards set minimum efficiency percentages that liquid-immersed, low-voltage dry-type, and medium-voltage dry-type distribution transformers must meet before they can be sold in the United States. The rules sit in 10 CFR Part 431 Subpart K and are authorized by the Energy Policy and Conservation Act.1Department of Energy. Which Transformers Are Covered

Coverage is defined by insulation type, voltage, and capacity. All three covered categories must operate at 60 Hz with an output voltage of 600 volts or less.3eCFR. 10 CFR 431.192 – Definitions

  • Liquid-immersed transformers, where the core and coil assembly sits in an insulating liquid, from 10 kVA to 5,000 kVA.
  • Low-voltage dry-type transformers, air-cooled with an input voltage of 600 volts or less and no insulating liquid, from 15 kVA to 5,000 kVA.
  • Medium-voltage dry-type transformers, using a gaseous or dry-compound insulating medium, with a primary voltage between 601 volts and 34.5 kV, from 15 kVA to 5,000 kVA.3eCFR. 10 CFR 431.192 – Definitions

The kVA rating and phase count determine which row of the efficiency table applies. Units whose kVA ratings fall between listed values determine their minimum by linear interpolation of the values immediately above and below.

The Efficiency Floors

Efficiency percentages are high because transformers run continuously, so small percentage differences produce meaningful energy savings across the installed base.

Under the standards for units manufactured before April 23, 2029, a three-phase liquid-immersed transformer rated at 2,500 kVA must reach at least 99.53%. After the 2029 compliance date, that same unit must reach 99.55%. For low-voltage dry-type units under the post-2029 standards, a 15 kVA single-phase unit must meet 98.39%, scaling up to 99.42% for a 1,000 kVA three-phase unit. Post-2029 liquid-immersed floors start at 98.77% for a 10 kVA single-phase unit and climb to 99.55% at the 2,500 kVA three-phase level.4eCFR. 10 CFR 431.196 – Energy Conservation Standards and Their Effective Dates

Test Conditions

The DOE specifies the load level and reference temperature at which every certification test must be run so results are comparable across manufacturers.5eCFR. 10 CFR Part 431 Subpart K – Distribution Transformers Per-unit load depends on the category:

Load losses for liquid-immersed units are measured at 55°C. Both dry-type categories measure load losses at 75°C. What the 2024 Final Rule Changed

The final rule DOE published in April 2024 raised efficiency floors across all three categories, with a compliance date of April 23, 2029.2Department of Energy. Distribution Transformers It also introduced separate efficiency tables for submersible liquid-immersed transformers, which previously shared a table with standard liquid-immersed units.4eCFR. 10 CFR 431.196 – Energy Conservation Standards and Their Effective Dates

An earlier DOE proposal would have pushed roughly 95% of the market toward amorphous steel cores. After stakeholder feedback from manufacturers and domestic steel producers, the final rule was set so that about 75% of the market can still meet the updated standards using grain-oriented electrical steel, with only the remaining segment needing amorphous alloy.7Department of Energy. The new floors apply only to units manufactured on or after the effective date. Transformers already installed and in service do not need to be replaced or retrofitted.

Transformers That Are Not Covered

More than a dozen categories of specialized transformers are outside the rule, either because the standard load test cannot meaningfully evaluate them or because their design priorities conflict with general efficiency targets. Excluded equipment includes autotransformers, drive (isolation) transformers, grounding transformers, machine-tool (control) transformers, welding transformers, non-ventilated transformers, sealed transformers, special-impedance transformers, testing transformers, transformers with a tap range of 20% or more, and uninterruptible power supply transformers.3eCFR. 10 CFR 431.192 – Definitions

Certification and Reporting

A manufacturer cannot simply declare compliance. Certification must be backed by physical testing or an approved alternative efficiency determination method. If a manufacturer produces more than five units of a given basic model over a six-month period, at least five units must be tested. If the production run is five units or fewer, every unit must be tested.8eCFR. 10 CFR 429.47 – Distribution Transformers The tested efficiency must meet or exceed the applicable standard for the kVA rating.

Certification reports must include the kVA rating, insulation type, number of phases, and, for medium-voltage dry-types, the basic impulse insulation level (BIL) group rating. Manufacturers can group their reporting by kVA grouping rather than listing every individual basic model.8eCFR. 10 CFR 429.47 – Distribution Transformers

Penalties for Non-Compliant Sales

The Energy Policy and Conservation Act gives DOE investigative and enforcement authority over distribution transformer standards through provisions that apply to commercial and industrial equipment.9Office of the Law Revision Counsel. 42 USC 6316 – Administration, Penalties, Enforcement, and Preemption Selling a non-compliant transformer is a prohibited act, and every individual unit sold counts as a separate violation.

The base statutory penalty is up to $100 per violation, adjusted upward for inflation and currently sitting considerably higher.10Office of the Law Revision Counsel. 42 USC 6303 – Enforcement Because each non-compliant unit sold is its own violation, exposure scales quickly with volume. DOE can also seek injunctive relief to stop ongoing sales, and citizens have a private right of action to enforce the standards.
