For most people driving a mobility car, there is no vehicle tax to pay. If you receive the higher or enhanced rate mobility component of a qualifying disability benefit, the car is fully exempt from Vehicle Excise Duty, worth £200 a year at current rates.1GOV.UK. V149 Rates of Vehicle Tax April 2026 Standard rate recipients get 50% off instead. Depending on how the car is funded, adapted, and used, other taxes may also be reduced or removed: VAT, benefit-in-kind on employer-provided cars, and clean air or congestion charges.
Who Gets Free Vehicle Tax
You qualify for a full Vehicle Excise Duty exemption if you receive any of the following:2GOV.UK. Financial Help if You’re Disabled – Vehicles and Transport
- Higher rate mobility component of Disability Living Allowance
- Enhanced rate mobility component of Personal Independence Payment
- Enhanced rate mobility component of Adult Disability Payment
- Scottish Adult Disability Living Allowance
- Higher rate mobility component of Child Disability Payment
- War Pensioners’ Mobility Supplement
- Armed Forces Independence Payment
If you get the standard rate mobility component of PIP or Adult Disability Payment, the exemption isn’t full but you can claim a 50% reduction on one vehicle’s annual tax.2GOV.UK. Financial Help if You’re Disabled – Vehicles and Transport
You can only claim the exemption or reduction on one vehicle at a time. If you own more than one car, you choose which one gets the tax break.3GOV.UK. Vehicles Exempt From Vehicle Tax
Rules for Using a Tax-Exempt Car
The car must be registered to the disabled person or to a nominated driver. A nominated driver can drive the car, but only for the disabled person’s needs. Collecting prescriptions, doing the shopping on their behalf, or driving them to appointments all count. Using the car for the nominated driver’s own errands or commute while the disabled person stays at home does not.4GOV.UK. How to Apply for Free Disabled Tax
If the vehicle stops being used for the disabled person’s needs, or the person is no longer entitled to the qualifying benefit, the car must be re-taxed in the standard class. Driving on an invalid exemption can also affect your motor insurance, since insurers expect the vehicle to be properly taxed.4GOV.UK. How to Apply for Free Disabled Tax
If You Lease Through the Motability Scheme
Lease your car through Motability and vehicle tax is not something you need to think about. The car arrives already taxed for the first year, and Motability renews it every year of the lease. The one exception is if you live on the Isle of Man, where you renew the tax yourself after year one.5Motability Scheme. Your All-Inclusive Lease Package
The scheme works by assigning your qualifying mobility allowance to lease a new car. In return, insurance, servicing, MOT costs, RAC breakdown cover, and road tax are all covered.6Motability Scheme. Motability Scheme Home Some cars need an upfront advance payment; many are available at nil advance payment.
Motability leases are also zero-rated for VAT. HMRC rules zero-rate the supply of a motor vehicle on hire when the lease is to a disabled person and is paid wholly or partly through mobility allowances received directly from the Department for Work and Pensions or the Ministry of Defence. The vehicle does not have to be wheelchair-adapted for this to apply. In practice, only Motability meets all the qualifying conditions.7GOV.UK. VRDP28000 – Motability
VAT Relief When You Buy or Adapt a Car Yourself
If you buy outright instead of leasing through Motability, different VAT rules apply, and they turn on whether the vehicle is adapted for a wheelchair user.
Wheelchair-Accessible Vehicles
A vehicle qualifies for 0% VAT if it has been substantially and permanently adapted so a wheelchair user can travel in it. The adaptation has to genuinely change the vehicle, such as fitting a ramp and winch or a hoist that lets a wheelchair be loaded and secured for the journey. HMRC expects the adaptations to be bolted or welded to the body or chassis, or wired into the electrics, and to stay fitted for at least three years or the lifetime of the vehicle.8GOV.UK. Widely available upgrade options don’t count. Automatic transmission, parking sensors, a roof rack, or a tow bar for a trailer won’t make a vehicle eligible for zero-rating on their own.8GOV.UK. VAT Relief on Adapted Motor Vehicles for Disabled People and Charities – Notice 1002
Adaptations on Their Own
If you only need minor adaptations, or you’re not a wheelchair user but still need modifications to drive or travel, the adaptations themselves can be zero-rated even though the vehicle purchase carries standard VAT. That covers hand controls, swivel seats, and similar equipment fitted to meet your specific needs.8GOV.UK. VAT Relief on Adapted Motor Vehicles for Disabled People and Charities – Notice 1002
Company Cars Provided for a Disabled Employee
A company car is normally a taxable benefit, so the employee pays income tax on its value. Where an employer provides a car specifically to help a disabled employee travel between home and work, a separate exemption removes the benefit-in-kind charge for that commuting element. HMRC’s Employment Income Manual confirms the Income Tax (Earnings and Pensions) Act 2003 contains a specific provision covering this.9GOV.UK. Employment Income Manual – EIM10080
The car is treated as a necessary accessibility tool, not a perk. To keep the exemption clean, the vehicle should be used for the disabled employee’s travel needs, and employers should keep records showing the car’s purpose lines up with the employee’s disability-related transport requirements.
Clean Air Zones, ULEZ, and Congestion Charges
Vehicles registered in the disabled tax class qualify for a national exemption from Clean Air Zone charges. This runs across every UK Clean Air Zone, not just one city.10Bristol City Council. National Clean Air Zone Exemptions Drive a disabled-class car into Birmingham, Bristol, or anywhere else with a Clean Air Zone, and you won’t face a daily charge regardless of your vehicle’s emissions.
London’s Congestion Charge and Ultra Low Emission Zone are separate. They have their own exemption schemes run by Transport for London, and disabled tax class vehicles are generally eligible but need to be registered through the TfL system. Some other local congestion schemes offer free permits too, with the process varying by authority.
How to Apply
How you apply depends on whether you’re taxing a car in the disabled class for the first time or renewing.
First-Time Applications
For a brand-new car, take your certificate of entitlement to the dealership when you collect it. The dealer can put the vehicle in the disabled tax class from the start. The certificate must be for one of the qualifying benefits listed above.4GOV.UK. How to Apply for Free Disabled Tax
For a used car, you need a Post Office branch that handles vehicle tax. Bring:11GOV.UK. Get Free Vehicle Tax if You’re a Driver With a Disability
- The V5C registration certificate (logbook), or the green new keeper slip plus a completed V62
- Your certificate of entitlement, with the vehicle’s registration number written in the top right corner
- A valid MOT certificate if the vehicle needs one (electronic copies are accepted)
If the vehicle is registered to a Northern Ireland address, you’ll also need a certificate of insurance or cover note valid on the day the tax starts.4GOV.UK. How to Apply for Free Disabled Tax
Renewing
Once the tax class is set to disabled, renewal is quick. You can do it online at GOV.UK, by phone on 0300 123 4321, or at a Post Office branch that handles vehicle tax, using either your V11 reminder letter or your V5C. Online and phone renewals are not available for Armed Forces Independence Payment recipients, who must renew at a Post Office.4GOV.UK. How to Apply for Free Disabled Tax
If Your Benefit Changes or Stops
If your qualifying benefit is reduced or withdrawn, your tax status changes straight away. There is no automatic grace period, and the DVLA is not told when your benefit award changes, so updating the vehicle tax is on you.4GOV.UK. How to Apply for Free Disabled Tax
If you were on enhanced rate PIP and are reassessed at the standard rate, the full exemption ends but you can apply for the 50% reduction. If the benefit stops entirely, the car must be taxed in the normal class at the full rate. In both cases, take your V5C, MOT certificate, and the appropriate fee to a Post Office that handles vehicle tax. Driving on an outdated exemption isn’t only a tax problem; it can invalidate your motor insurance.
Lease through Motability and lose your benefit, and the scheme typically gives you a short period to return the vehicle. Check your lease agreement for the exact terms; Motability handles the tax cancellation.
