Do You Need an International Driving Permit in Latvia?

You do not legally need an International Driving Permit to drive in Latvia if you are visiting on a valid U.S. driver’s license. Latvia’s Ministry of Foreign Affairs states that U.S. licenses are valid in the country for anyone who has resided there for one year or less, provided the license itself is current.1Ministry of Foreign Affairs of the Republic of Latvia. The Validity of U.S. Drivers Licenses in Latvia That said, an IDP costs about $20 and can save you real trouble at a rental counter or a roadside stop, so many experienced travelers pick one up anyway.

When Your U.S. License Is Enough on Its Own

Latvian law lets foreign visitors drive on a domestic license under specific conditions. If the license uses the Latin alphabet and its vehicle categories match the 1968 Vienna Convention on Road Traffic, no translation document is required.2Road Traffic Safety Directorate (CSDD). Use of Foreign Driving Licence U.S. licenses clear the alphabet requirement, and the U.S. Embassy in Riga confirms that American tourists generally do not need an IDP.3U.S. Embassy in Latvia. There is a technical wrinkle. The United States signed the 1968 Vienna Convention but never ratified it, so American licenses do not strictly conform to that convention’s category format. Latvia’s rules handle this directly: if your license does not specify the 1968 Convention categories, it still authorizes you to drive Category B vehicles (standard passenger cars up to 3,500 kg) as long as it is valid in the country that issued it.2Road Traffic Safety Directorate (CSDD). Use of Foreign Driving Licence For anyone renting a normal car, that covers everything you need.

One boundary worth flagging: if a license does not use the Latin alphabet, the driver must carry either an IDP or a notarized Latvian translation, and driving without one is illegal.2Road Traffic Safety Directorate (CSDD). Use of Foreign Driving Licence That rule does not apply to U.S. licenses.

Why Travelers Still Carry an IDP

Even though the law does not require it, skipping the IDP can create friction. The permit translates your license into several languages, which removes ambiguity during a police stop or an insurance claim. Officers outside Riga may not speak fluent English, and a document they can read in their own language makes the conversation shorter.

Rental agencies are the more common pressure point. Some companies require an IDP as a condition of the rental agreement regardless of what Latvian law says. Getting turned away at the counter after a transatlantic flight is not how you want the trip to begin, and a $20 document eliminates that risk. Remember that the IDP is never a standalone credential. You must carry your original U.S. license with it.

How to Get an IDP Before You Fly

You have to obtain the permit before leaving the United States. Only two organizations are authorized by the U.S. Department of State to issue IDPs: the American Automobile Association (AAA) and the American Automobile Touring Alliance (AATA).4USAGov. AAA charges $20 per application.6AAA. International Driving Permit You need a valid U.S. driver’s license, two passport-style photos, and a completed application form. Applying in person at a local AAA branch gets you the permit the same day; mailing the application usually adds one to two weeks. The permit is valid for one year from the date of issue and cannot be renewed while abroad, so plan accordingly for longer trips.

Latvia is a party to the 1968 Vienna Convention on Road Traffic.7Road Traffic Safety Directorate (CSDD). List of States Parties to the Vienna Convention The IDP issued by AAA and AATA is based on the older 1949 Geneva Convention, which is the version the United States ratified. This has not created problems for American travelers in Latvia in practice, particularly since Latvian authorities explicitly recognize U.S. licenses, but it is another reason to keep the original license and the IDP together.

Other Documents to Have in the Car

Latvia expects drivers to produce more than just a license at a routine check. Keep all of the following accessible:

  • Your original valid U.S. driver’s license, plus the IDP if you have one.
  • Your passport, which is the primary ID for foreign visitors.
  • The vehicle registration certificate. A rental agreement serves this purpose for rental cars.
  • Proof of third-party liability insurance, which is mandatory.2Road Traffic Safety Directorate (CSDD). Use of Foreign Driving Licence

If you are renting, the company provides registration and insurance paperwork. Before you drive off the lot, confirm everything is in the glovebox, and if you plan to cross into Lithuania or Estonia, check that the insurance extends to those countries.

Rules That Catch American Drivers Off Guard

Latvian traffic law follows European conventions. A handful of rules diverge sharply from U.S. norms.

Speed Limits in Kilometers

Every posted limit is in km/h. Standard limits run 50 km/h in urban areas (about 31 mph), 90 km/h on rural paved roads (about 56 mph), 80 km/h on gravel, and 100 to 120 km/h on motorways. The 120 km/h ceiling applies only on designated roads and only from March 1 through November 1. Fixed speed cameras are common, and fines for camera-captured violations arrive by mail. Passenger cars pay no road tolls or vignette fees; the road user charge applies only to vehicles over 3,000 kg.8Road Traffic Safety Directorate (CSDD). Road User Charge (Vignette)

A Much Stricter Alcohol Limit

Latvia’s blood alcohol limit is 0.5 g/L for experienced drivers and 0.2 g/L for novice drivers, well below the 0.8 g/L limit common in U.S. states.9European Transport Safety Council. Blood Alcohol Content (BAC) Drink Driving Limits across Europe A single glass of wine at lunch can put you over. The safe rule is not to drink if you plan to drive.

Headlights On, Phones Down

Headlights or daytime running lights must be on at all times, even in bright summer sun.10European Union. Road Rules and Safety – Latvia Handheld phone use while driving is prohibited; hands-free devices are permitted. Children under 150 cm tall or under 12 years old need an appropriate child seat or booster.

Winter Tires From December to March

This is the rule that trips up cold-weather visitors. Winter tires are mandatory on all vehicles from December 1 through March 1, with a minimum tread depth of 4 millimeters. Enforcement is serious enough that vehicles caught on summer tires or badly worn winter tires can have their registration plates removed on the spot. If you are renting in winter, confirm that winter tires are fitted before leaving the lot.

If You Stay Longer Than a Year

A foreign license is valid in Latvia for up to one year, which covers tourists, business trips, and most short stays.1Ministry of Foreign Affairs of the Republic of Latvia. The Validity of U.S. Drivers Licenses in Latvia Past that mark, you must exchange your U.S. license for a Latvian one.2Road Traffic Safety Directorate (CSDD). Use of Foreign Driving Licence Holders of EU and EFTA licenses are exempt from this exchange.

For a U.S. license, the exchange is more than paperwork. You apply at the CSDD, which verifies your license with the issuing authority. If verification cannot be handled electronically, the CSDD sends a formal request to the relevant state DMV, or you can submit an apostilled confirmation yourself.11Road Traffic Safety Directorate (CSDD). Change of a Driving Licence Issued Abroad You then pass a driving test administered by the CSDD.

Latvian law also requires that you surrender your U.S. license to the CSDD when the Latvian one is issued.3U.S. Embassy in Latvia. Rental Car Practicalities

Most major international rental agencies operate in Riga, with several desks at Riga International Airport. A few points are worth checking before you book:

  • IDP policies vary by company. Some require one even though Latvian law does not. Confirm the policy in writing before your trip.
  • All rental vehicles in Latvia carry collision damage waiver or loss damage waiver coverage. Basic coverage is usually built into the price, but the excess can be high, so read the terms and consider supplemental coverage if the deductible is more than you want to absorb.
  • If you plan to drive into Lithuania, Estonia, or another neighboring country, tell the rental company. Some agreements restrict cross-border travel or charge extra, and insurance may not extend automatically.
  • During winter months, rental cars should come with winter tires fitted. Confirm at pickup.

Minimum rental age is typically 21, and drivers under 25 often face a young-driver surcharge. A credit card in the primary driver’s name is almost always required for the deposit hold.
