You do not need an Enhanced Driver’s License to go to Canada. A valid U.S. passport book works for every way of getting there. An EDL is only one of several documents Canada accepts at land and sea crossings, and it is available to residents of just five states. If you’re flying, an EDL won’t get you on the plane at all.
Flying vs. Driving or Boating
The document you need depends entirely on how you travel.
Air travel to Canada requires a valid U.S. passport book. Nothing else works for an international flight, including an EDL or a passport card.1Government of Canada. Land and sea crossings are more flexible. Under the Western Hemisphere Travel Initiative, U.S. citizens aged 16 and older returning by land or sea must present a document that proves both identity and citizenship. - A U.S. passport book or passport card
- An Enhanced Driver’s License
- A Trusted Traveler card (NEXUS, SENTRI, or FAST)
- A U.S. military ID, when traveling on official orders
Canada itself will also accept a birth certificate paired with a photo ID, or a naturalization certificate, at its land and sea ports of entry.1Government of Canada. What an Enhanced Driver’s License Actually Is
An EDL is a state-issued driver’s license that also proves U.S. citizenship, which is what makes it a WHTI-compliant document for land and sea travel to Canada, Mexico, and the Caribbean.4Homeland Security. It carries an RFID chip that transmits your information to border inspection systems as you approach the booth, with a machine-readable zone or barcode as backup.
Only five states issue them: Michigan, Minnesota, New York, Vermont, and Washington.4Homeland Security. Enhanced Drivers Licenses – What Are They? You must be a U.S. citizen to qualify. Lawful permanent residents and visa holders can’t get one even if they live in one of those states.5Washington State Department of Licensing. The biggest limit: an EDL cannot be used to board an international flight. It meets REAL ID standards for domestic flights, but it will not get you on a plane to Canada.
Cost: EDL vs. Passport vs. Passport Card
For residents of the five EDL states, the enhanced license is usually the cheapest border-crossing document. The extra cost above a standard driver’s license varies:
- New York adds $30 to regular license fees.6NY DMV. Enhanced or REAL ID
- Michigan charges $45 for an enhanced license.7State of Michigan. Enhanced License and ID
- Vermont adds $36 to regular fees, for a total of $75 for a two-year EDL or $98 for four years.8Department of Motor Vehicles. Driver’s License Fees
- Washington charges $153 total for a six-year first-time EDL or $187 for eight years. Upgrading an existing license runs $7 per year for the remaining term.9Washington State Department of Licensing. Get an Enhanced Driver License (EDL)
Compare that to the federal alternatives. A new adult passport book costs $165 ($130 application fee plus $35 acceptance fee) and lasts 10 years. A passport card costs $65 ($30 plus $35) for 10 years, but like an EDL it only works for land and sea travel.10U.S. Department of State. Passport Fees
If you only ever drive to Canada and you live in an EDL state, the $30 to $45 add-on at license renewal is hard to beat. If there is any chance you might fly, the passport book is the more flexible investment.
NEXUS: The Card That Also Works for Flights
Frequent U.S.-Canada travelers should look at NEXUS. Unlike an EDL or passport card, a NEXUS card is WHTI-compliant and also works for air travel. Members can use dedicated kiosks and eGates at nine designated Canadian airports, plus expedited lanes at land crossings.11Canada Border Services Agency. The application fee is $120, and membership lasts five years.13Federal Register. Traveling With Children
The rules split sharply at age 16. U.S. citizen children under 16 crossing back into the United States by land or sea can present an original or copy of their birth certificate, a Consular Report of Birth Abroad, or a naturalization certificate. Canada treats anyone under 18 as a minor and recommends children carry a passport plus a copy of their birth certificate.16Government of Canada. Minor Children Travelling to Canada When a child travels with only one parent, or with someone who is not a parent, Canada recommends a signed consent letter from the absent parent. The letter is not legally required, but border officers may question the child’s travel arrangements, and not having it can lead to serious delays or a denied entry. Notarizing the letter adds credibility and usually costs $2 to $15 depending on your state.
Documents Alone Don’t Guarantee Entry
Having the correct ID does not mean you’ll be admitted. Canada’s immigration law makes foreign nationals inadmissible if they’ve been convicted of an offense that, committed in Canada, would carry a maximum sentence of 10 years or more.17Justice Laws Website. The conviction that most often catches Americans off guard is a DUI. Since December 2018, Canada’s Criminal Code has set the maximum penalty for impaired driving at 10 years, which means even a single DUI conviction can qualify as serious criminality and make you inadmissible.18U.S. Customs and Border Protection. If you have a criminal record, there are three main paths in:
- Deemed rehabilitation. If at least 10 years have passed since you completed your entire sentence (including fines and probation), you committed only one offense, and the crime is not considered serious in Canada, you may be deemed rehabilitated at the port of entry. Bring court documents and proof all conditions were satisfied.19Government of Canada. Deemed Rehabilitation
- Individual rehabilitation. If you don’t qualify for deemed rehabilitation, you can apply to Canadian immigration authorities to be formally declared rehabilitated.
- Temporary Resident Permit. If you need to enter before enough time has passed, a TRP grants temporary entry. The application fee is $246.25.20Government of Canada. Temporary Resident Permit – Fees
A record suspension (formerly called a pardon) also removes the inadmissibility, as long as it hasn’t been revoked.17Justice Laws Website. Immigration and Refugee Protection Act (SC 2001, c. 27) – Section 36 Resolve any of this before your trip. A perfect EDL and an old DUI is still a turnaround at the booth.
If You’re Driving Across
Canadian law requires all drivers to carry auto insurance. Most major U.S. policies extend into Canada, but carry a physical copy of your insurance card or declarations page. Cell service near the border can be spotty, so relying on a digital card is risky.
Renting a car? You need written authorization from the rental company to take the vehicle into Canada.21U.S. Customs and Border Protection.
