To activate your EBT card, pair it with a working PIN using one of three methods: call the toll-free customer service number printed on the back of the card, sign in to your state’s EBT cardholder portal or mobile app (ebtEDGE is the most common), or, in some states, complete a first transaction at a store or ATM using the PIN that was mailed to you. Here is how to activate an EBT card cleanly the first time, along with what to have ready and what to do once the card is live.
Pick an Activation Method
All three routes do the same thing: they attach a PIN to your card so the account will authorize purchases.
- By phone. The number is on the back of your card. An automated system asks for your card number and walks you through entering or confirming a PIN.
- Online or in the app. Most states run a cardholder portal, and many use the ebtEDGE app. You enter your card number, verify your identity, and set the PIN on screen.
- At a terminal. Some states treat your first successful purchase or ATM entry as the activation step, provided you use the PIN that arrived in the mail.
Whichever route you take, the card will not work at a register until a PIN is attached to it.
Have This Ready Before You Start
- The 16-digit card number on the front of the card.
- A PIN. Either use the one your state mailed to you or choose your own four-digit code. PINs must be at least four digits.1eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements
- Identity verification. Usually the last four digits of your Social Security number, your date of birth, or your zip code. For a Pandemic EBT (P-EBT) card, you may be asked for a child’s date of birth instead.
About the Mailed PIN
If your state assigns a PIN, it arrives in a separate envelope roughly one business day after the card. Federal rules require that the card and PIN never travel in the same mailing.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants So if the card shows up alone, wait a day before assuming something is wrong.
You are not stuck with an assigned PIN. During activation you can replace it with a four-digit code of your own choosing, and doing so is a good idea if the mailed number is hard to remember. Changing the PIN periodically after activation is also part of the USDA’s fraud-prevention guidance, so treat this first setup as the first of many opportunities to pick a number you will actually remember.
Your First Transaction
In the Store
Swipe or insert the card at the point-of-sale terminal and enter your PIN. It behaves like a debit card. Your remaining balance prints on the receipt, which is worth keeping so you know where you stand before the next trip.3Food and Nutrition Service. Online Groceries
SNAP online purchasing is available in all 50 states and the District of Columbia, with retailers including Amazon and Walmart among the participants. You enter your PIN through a secure, encrypted portal at checkout. Out of State
Every state’s EBT system is required to accept cards issued by every other state. The formal term is interoperability; in practice, your card works at authorized retailers anywhere in the country.1eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements If a store refuses an out-of-state EBT card, that is a federal violation, and you can report it to your state’s EBT customer service line.
Protect the Card Once It Is Active
EBT card skimming, in which criminals copy card data at a compromised terminal, has grown into a serious problem. The USDA recommends a handful of habits:5Food and Nutrition Service. EBT Card Skimming Prevention – Tools and Resources
- Change your PIN at least once a month, ideally just before new benefits are deposited. Thieves often hold stolen data until fresh benefits land.
- Freeze the card between uses. Many state portals and apps let you lock the card and unlock it right before you shop.
- Turn on transaction alerts by text or email so you see purchases and PIN changes as they happen.
- Block out-of-state transactions when you are not traveling. Skimmed cards are typically used far from where the cardholder lives, so this setting catches a large share of fraud. Toggle it off before a trip and back on when you return.
The USDA is also rolling out chip-enabled EBT cards, which are much harder to clone than magnetic-stripe cards. The chip standard was published in August 2024 and states are adopting it on a rolling basis.6Food and Nutrition Service.
