Do All US Citizens Have a Social Security Number?

No, not every U.S. citizen has a Social Security Number, and no federal law requires a citizen to get one just because they were born here or naturalized. About 99 percent of newborns are assigned an SSN through the hospital birth registration process, but the nine-digit number is an administrative tool the Social Security Administration uses to track earnings and pay benefits. What the Law Actually Says

The authority to assign Social Security numbers comes from the Social Security Act. Citizenship itself is established through birth on U.S. soil, birth abroad to U.S. citizen parents, or naturalization. A birth certificate or a U.S. passport proves it. The SSN proves nothing about nationality.

Why Almost Every Citizen Ends Up With One

The tax code turns a technically optional identifier into a practical requirement. If your parents want to claim you as a dependent, they need your SSN on their return.

Citizens Who Don’t Have One

A small number of Americans live their entire lives without an SSN. The paths there are narrower than most people assume.

Citizens Living Abroad

A U.S. citizen born and raised overseas who never works for an American employer and never files U.S. tax returns may have no practical reason to request a number. Without employment income to report and no federal benefits to claim, the SSN serves no purpose in daily life. These individuals are not breaking any law. They simply never triggered the activities that make the number necessary.

Religious Exemption

In practice, this applies primarily to Old Order Amish and certain Mennonite communities. Filing Form 4029 waives all rights to Social Security retirement, disability, and Medicare benefits. Some members of these groups still obtain SSNs for other purposes; others do not. The exemption removes the tax obligation that pushes most people to get a number, but it does not prohibit having one.

Philosophical Objectors

Some citizens refuse to apply on personal grounds. Unlike the religious exemption, this approach has no formal legal basis. There is no form to file and no official recognition. These individuals accept the practical limitations that come with the choice.

What Becomes Hard Without an SSN

Choosing not to have an SSN is legal. The ripple effects are significant.

Opening a Bank Account

Federal anti-money-laundering rules require banks to collect a taxpayer identification number before opening an account. For U.S. citizens, that means an SSN. The FAFSA requires a valid SSN, and the processing system will not run an application without one. Getting a U.S. Passport

Under 26 U.S.C. § 6039E, passport applicants must provide their taxpayer identification number, which for citizens is their SSN. The Help America Vote Act requires voter registration applicants to provide either a driver’s license number or the last four digits of their SSN. Health Insurance Through the Marketplace

The federal marketplace requires an SSN from every applicant who has one. Submitting an application without it generates an inconsistency that triggers additional verification for income and citizenship. Building Credit

Lenders typically require an SSN on credit applications, and the major credit bureaus use it as the primary identifier for compiling credit history. Bureaus can technically match records using name, address, and date of birth, but persuading a mainstream lender to extend credit without an SSN is the real barrier. Most will simply decline the application.

How to Get an SSN If You Don’t Already Have One

Most people never handle this themselves because their parents did it at the hospital. About 99 percent of infant SSNs are assigned through the Enumeration at Birth program, which lets parents request a number as part of the birth registration process.14Social Security Administration. Participation is voluntary, but nearly all parents opt in.

Anyone who missed that step applies later using Form SS-5, along with original or certified copies of documents proving age, citizenship, and identity.15Social Security Administration. If you are 12 or older and applying for an original SSN, the SSA requires an in-person interview at a local office under 20 CFR § 422.107. The rule exists because late applications are more susceptible to fraud. You cannot apply by mail or online in this situation.17Social Security Administration.
