Disabled Veteran Solar Grants: State Programs and Net Metering

There is no federal grant program that specifically funds solar panel installations for disabled veterans. The closest option is the VA’s Specially Adapted Housing (SAH) grant, which pays for disability-related home modifications and could, in narrow cases, be argued to cover solar. Beyond that, disabled veterans looking at solar generally rely on the same low-income energy programs, state incentives, and utility rebates available to any homeowner who qualifies. Solar grants for disabled veterans, as a distinct category of federal aid, do not exist.

What the VA Adapted Housing Grants Actually Cover

The Department of Veterans Affairs runs two grant programs under 38 U.S.C. ยง 2101 for veterans with qualifying service-connected disabilities. In FY 2026, the SAH grant pays up to $126,526 for severe disabilities such as loss or loss of use of more than one limb, blindness in both eyes, or certain severe burns. The Special Home Adaptation (SHA) grant pays up to $25,349 for conditions like loss or loss of use of both hands, certain respiratory injuries, or certain severe burns. These grants exist to make a home usable by a veteran with a physical disability. The VA’s design handbook lists eligible modifications by category: wheelchair-accessible entryways, adapted bathrooms, roll-under kitchen counters, accessible electrical switches, security equipment. That doesn’t make solar categorically impossible under SAH, but approval would be an exception rather than routine. A veteran who depends on electrically powered medical equipment at home could try to argue that a solar system with battery backup supports independent living by keeping that equipment running through outages. The VA evaluates requests individually, and the handbook is informational rather than binding. If you go this route, expect to explain in concrete terms how the installation ties to your disability. A general argument about lower utility bills won’t get there.

Federal Energy Programs That Can Help

Two federally funded programs are open to disabled veterans who meet income thresholds. Neither targets veterans specifically.

Weatherization Assistance Program

The Weatherization Assistance Program (WAP), run through the Department of Energy, funds efficiency improvements: insulation, air sealing, and heating and cooling tune-ups.4USAGov. Home Weatherization and Energy Efficiency Assistance Under WAP Memorandum 024, some grantees can use funds for solar photovoltaic installations, but the option isn’t available everywhere. Whether your local WAP office offers solar depends on whether your state has been approved to include renewable energy measures. Call your state weatherization office to check. Claims that WAP prioritizes veterans with disability ratings are not supported by any federal guidance.

LIHEAP

The Low Income Home Energy Assistance Program (LIHEAP) mainly helps with heating and cooling bills through vendor payments, and it funds weatherization and minor energy-related repairs.5Administration for Children and Families. Low Income Home Energy Assistance Program It is not a solar installation program. Its usefulness here is short-term relief on utility bills while you work on a longer-term solar plan.

The Federal Solar Tax Credit Has Expired

This matters because many guides still reference it. The Residential Clean Energy Credit under Section 25D provided a 30 percent tax credit for home solar systems installed between 2022 and December 31, 2025. It is not available for systems placed in service after that date.6Internal Revenue Service. Residential Clean Energy Credit If you installed before the deadline, you can still claim the credit on the return for the year the system was placed in service. For new 2026 installations, that 30 percent is gone.

The economic effect is substantial. A typical 6 to 8 kilowatt residential system now runs roughly $2.50 to $3.00 per watt before incentives, or roughly $15,000 to $24,000 depending on system size and local labor. Without the federal credit, that full cost has to be recovered through utility savings, state incentives, or other grant funding. Payback periods have lengthened.

State and Local Programs Are Where the Money Is

With no federal solar grant aimed at disabled veterans, state and local programs become the realistic funding path.

Several states fund solar for low-income households through utility programs, greenhouse gas reduction funds, or renewable energy mandates. Eligibility usually caps household income at 80 percent of area median income, and most require you to own and occupy the home. Program funding gets allocated and exhausted year to year. Your state energy office or local utility is the best place to start.

Homeowners association rules are worth checking before you assume you can install anything. At least 29 states have solar access laws limiting an HOA’s ability to prohibit or unreasonably restrict solar installations.

Many states also offer property tax exemptions for veterans rated at 100 percent service-connected disability. Where the exemption covers the full assessed value of the home, it also shields the value added by solar panels from raising your tax bill. The details depend entirely on your state’s structure.

Net Metering Sets Your Ongoing Savings

Once a system is running, net metering does most of the financial work. Your utility measures the difference between what your panels produce and what you consume. Excess generation feeds back to the grid as bill credits, which offset the power you draw at night or on cloudy days.

Policies vary state by state. Some utilities credit exports at the full retail rate; others use a lower wholesale or avoided-cost rate; a few states have scaled back or eliminated traditional net metering. The difference between full retail credit and wholesale credit can move a payback timeline by several years. Confirm your state’s current rules before signing a contract, and make sure any savings estimate a contractor gives you uses the correct credit rate.

A Realistic Sequence for 2026

Given the patchwork, here is a workable order of operations for a disabled veteran considering solar:

  • Start with your state energy office. Look for low-income solar programs, renewable energy rebates, and utility-sponsored installation programs. This is the most likely source of direct assistance.
  • Call your local WAP provider and ask whether your state’s Weatherization Assistance Program covers solar photovoltaic installations. If yes, and you meet the income limits, WAP can pay for part or all of the work.
  • Consider the SAH grant only if you have a disability-specific case. If solar with battery backup directly supports your ability to live independently, such as powering medical equipment, it may be worth pursuing. If the goal is only to reduce utility bills, SAH isn’t the right program.
  • Get at least three written contractor bids that break out equipment, labor, permitting fees (typically $100 to $750 depending on jurisdiction), and warranty terms.
  • Confirm your state’s net metering rules before you commit. That number drives your payback more than anything else.

Without the federal tax credit, 2026 is a harder year to go solar than the years just before it. For a disabled veteran with high electricity use from medical equipment and accessibility systems, the long-term savings can still be meaningful, especially where state incentives and disabled-veteran property tax exemptions stack on top.
