DES Fee Charge: How to Identify, Dispute, and Decode It

A “DES” charge on a bank statement is almost never a fee by that name. “DES:” is a label some banks print in front of the Company Entry Description field of an ACH transaction, and the word or phrase that follows it is the short description the paying company chose for the payment. To figure out what the charge is, you read the rest of the line; to get your money back if it wasn’t authorized, you have deadlines measured in days.

What “DES:” Means on the Statement Line

“DES:” tags the Company Entry Description, a 10-character field in the standard ACH file format governed by the Nacha Operating Rules and located in positions 54 through 63 of the batch header record.1Nacha. ACH File Details The originator of the payment fills it in. Common values are things like “PAYROLL,” “DUES,” “FEES,” “ACH PMT,” or “PAYOFF.”2American Riviera Bank. NACHA File Format

Bank of America is one of the banks that prints the “DES:” prefix directly on statements. A typical line reads: “AMERICAN EXPRESS DES:ACH PMT INDN: SAM AARONS CO ID: XXX123 PPD.”3Modern Treasury. What Does INDN Mean In that entry, “AMERICAN EXPRESS” is the company that originated the debit, “ACH PMT” is the description that company chose, “INDN” is the individual on the transaction, and “CO ID” is the company’s identification number. Wells Fargo shows the same underlying fields but without the explicit tags, listing the company name, description, and other data in a fixed order.4Modern Treasury. How to Identify the Charge

Start with the company name on the same line, not the “DES:” text. The description is just a hint the sender picked from a short list; the name tells you who took the money. A line reading “Nationwide TFS, DES:nationwide,” for example, is a payment processed through TFS, a service used by people in Chapter 13 bankruptcy to send automated payments to their trustees.5TFS Bill Pay. The Basics If the description says “PAYROLL” or “PURCHASE,” those words carry standardized meaning under Nacha rules and point to a wage payment or an online consumer purchase of tangible goods, respectively.6Nacha. Check the company ID against subscriptions, memberships, insurance policies, loan servicers, and any recurring auto-pay you have set up. If the name still means nothing to you, treat the charge as unauthorized and move to a dispute before the clock runs out.

Disputing an Unrecognized Charge on a Bank Account

Federal rules cover unauthorized electronic fund transfers on debit and checking accounts, and the deadlines are strict. You have up to 60 days after the statement containing the error was sent to notify your bank. Report within two business days of learning about the charge and your maximum liability is $50; wait longer and it rises to $500.7Consumer Financial Protection Bureau. Once you notify the bank, it generally has 10 business days to investigate. If it can’t finish in that window, it must issue a temporary credit (minus up to $50) while it keeps working. Final resolution comes within 45 days for most transactions, or 90 days for foreign transactions, new accounts, or point-of-sale transactions. Call the bank first if that’s faster, but follow up in writing so you have a record of the date you reported the charge.

Disputing an Unrecognized Charge on a Credit Card

If the “DES:” charge posted to a credit card, it’s a “billing error” under the Fair Credit Billing Act. Send a written dispute letter to the card issuer’s billing inquiry address, which is not the same as the payment address printed on the bill. You have 60 days from the first statement showing the charge. Include your name, account number, the date and amount of the charge, and why you’re disputing it.8Federal Trade Commission. The issuer must acknowledge your letter within 30 days and resolve the dispute within 90 days.9California Attorney General. Credit Cards Dispute Charge While the investigation is open, you can withhold payment on the disputed amount without being reported as delinquent on it. Federal law caps your liability for an unauthorized credit card charge at $50.

Other Things “DES” Can Mean

If nothing above matches your situation, you may have run into “DES” used as an acronym for a government agency or program rather than as an ACH label. These charges don’t usually appear on a personal bank statement out of the blue, but it’s worth knowing the difference.

Several states run a Department of Economic Security. Arizona’s DES, for example, administers unemployment insurance and bills employers for unemployment taxes on the first $8,000 in gross wages paid to each employee per year.10Arizona Department of Economic Security. Some states and counties also use “DES” for a Department of Environmental Services, which charges permit and operational fees to businesses and developers rather than individuals.12South Carolina Department of Environmental Services. Regulation 61-30 Environmental Protection Fees

Finally, in North Carolina, a “DES fee” has a specific legal meaning: the $150 fee charged to a person ordered by a court to attend a Drug Education School, typically as part of a conditional discharge for a first-time drug offense under G.S. 90-96.13North Carolina General Assembly. G.S. 90-96.01 The fee is due within two weeks of the conviction date and before classes start, and a court may waive it if the person shows the inability to pay is not willful. Failure to pay without that finding can be treated as failing to complete the program, which affects probation and eligibility to expunge the underlying record.14McLeod Centers. Education Programs
