Department of Treasury Check in the Mail: Verify, Deposit, Deadlines

A Department of the Treasury check in the mail is almost always a legitimate federal payment — a tax refund, Social Security or SSI benefit, or veterans’ benefit — printed and issued by the Bureau of the Fiscal Service. Before you deposit it, check the built-in security features to confirm it’s real. Then cash or deposit it within 12 months of the issue date, because Treasury checks void automatically after that.

Confirm the Check Is Genuine

Treasury check counterfeits circulate often enough that the Bureau of the Fiscal Service publishes the security features it builds into every authentic check. You can inspect all three at your kitchen table.

  • Hold the check up to a light. A watermark reading “U.S. TREASURY” should be visible from both the front and the back. If there’s no watermark, or you can read it without backlight, treat the check as counterfeit.
  • Dab the black ink on the Treasury seal (near the Statue of Liberty image on the right) with a wet finger or cotton swab. Genuine security ink turns reddish.
  • Look at the endorsement line on the back under magnification. What appears to be a solid line is actually microprinting that spells “USAUSAUSA.”

Not every legitimate Treasury check uses an identical layout. Some older formats or special disbursements lack certain design elements, so a missing seal by itself doesn’t prove a check is fake.

Using the Treasury Check Verification System

For an extra layer of confirmation, the Bureau of the Fiscal Service runs the Treasury Check Verification System (TCVS) at tcvs.fiscal.treasury.gov. Enter the check’s routing number, check number, and dollar amount, and the system tells you whether a matching check was actually issued. Two caveats: TCVS only covers checks issued within the past 13 months, and a “no record” result doesn’t automatically mean the check is fake. Inspect the physical features too. If both the security features and TCVS raise doubts, call the Bureau of the Fiscal Service at 1-855-868-0151 before you try to cash it.2USAGov. Government Checks and Payments

Depositing or Cashing the Check

Sign the back exactly as your name appears on the front. Your bank will match the endorsement to the payee line and ask for a government-issued photo ID. If two names are joined by “and,” both payees must endorse. Names joined by “or” allow either person to deposit or cash the check alone.

Federal regulations require your bank to make Treasury check funds available no later than the next business day when you deposit into an account in your name.3eCFR. 12 CFR 229.10 – Next-Day Availability Banks can extend the hold in specific situations. The most common is the large-deposit exception: when total checks deposited in one day exceed $6,725, the bank can hold the amount above that threshold longer. If You Don’t Have a Bank Account

Check-cashing stores will cash a Treasury check for a fee that typically runs from about 1.5% to 3.5% of the face value, depending on the state. Some banks and credit unions cash government checks for non-account holders too, sometimes for a flat fee. Over time, opening a basic account or switching to electronic deposit is almost always cheaper.

The 12-Month Deadline

A Treasury check expires 12 months after its issue date. Federal law does not require the Treasury to honor a check presented after that, and the funds revert to the agency that authorized the payment.5Office of the Law Revision Counsel. 31 USC 3328 – Paying Checks and Drafts If you find an expired check, destroy it and contact the issuing agency for a replacement. There is also a hard outer limit. A claim for replacement of a voided Treasury check must be filed within six years of the original issue date. After that, the claim is permanently barred.7Office of the Law Revision Counsel. 31 USC 3702 – Authority to Settle Claims

If the Check Never Arrives

Start by confirming the payment was actually mailed. Each issuing agency has its own tracking tool:

  • For a tax refund, use the IRS “Where’s My Refund?” tool at irs.gov/refunds or the IRS2Go app. You’ll need your Social Security number, filing status, and refund amount.8Internal Revenue Service. Check the Status of a Refund Using the Where’s My Refund Tool
  • For Social Security, log in to your “my Social Security” account at ssa.gov or call 1-800-772-1213.
  • For VA benefits, check payment history at VA.gov or call 1-800-827-1000.

Waiting Periods Before You Can Report a Missing Check

Each agency sets its own waiting period. For an IRS tax refund, wait at least six weeks after the date you mailed a paper return before requesting a trace.9Internal Revenue Service. For one-time Social Security payments, the waiting period is seven to ten calendar days after the processing date, depending on the payment type.10Social Security Administration. How an IRS Refund Trace Works

You can start a trace on a missing refund through “Where’s My Refund?”, the automated line at 800-829-1954, or a representative at 800-829-1040. On a jointly filed return, the automated options won’t work; you’ll need to call a representative or mail Form 3911, Taxpayer Statement Regarding Refund.11Internal Revenue Service. Refund Inquiries

If the trace shows the check was never cashed, the IRS cancels the original and issues a replacement. If someone else cashed it, the Bureau of the Fiscal Service sends a claim package with a copy of the cashed check, then compares the signature to decide whether to issue a replacement. That review can take up to six weeks.11Internal Revenue Service. Refund Inquiries

If the Check Is Smaller Than You Expected

The Treasury Offset Program (TOP) lets the Bureau of the Fiscal Service withhold part or all of a federal payment to cover past-due debts you owe to federal or state agencies. Common examples include delinquent child support, defaulted federal student loans, and unpaid state income taxes.12Bureau of the Fiscal Service. Treasury Offset Program

When an offset happens, BFS sends a notice showing the original payment amount, the amount withheld, and which agency received the funds. You can dispute the underlying debt with the referring agency. Agencies must send you a notice at least 60 days before referring a debt for offset, giving you time to pay, set up a payment plan, request a waiver, or challenge the debt.

If You Received a Check You Shouldn’t Have

Don’t cash a Treasury check that isn’t rightfully yours — a refund for a former resident of your address, or a payment issued in error. For an uncashed erroneous IRS refund, write “Void” in the endorsement area, and mail the check to the IRS within 21 days with a short note explaining the return. If you already cashed an erroneous refund, send a personal check or money order to the IRS for the same amount within 21 days, labeled “Payment of Erroneous Refund” along with the tax period and your taxpayer identification number. For a non-IRS payment sent to the wrong person, contact the agency that issued it. If you can’t tell which agency that is, call the Bureau of the Fiscal Service at 1-855-868-0151.

Switching to Electronic Payment

Paper checks are slower, easier to lose, and vulnerable to mail theft. Electronic deposit eliminates those risks.

For tax refunds, enter your bank account and routing number on your return, whether you file through software, a preparer, or on paper. Form 8888 lets you split a refund across up to three accounts. Many prepaid debit cards and mobile payment apps with routing and account numbers can receive refunds too.14Internal Revenue Service. For Social Security, SSI, or veterans’ benefits without a bank account, the Direct Express prepaid debit card is an alternative. There’s no credit check, no minimum balance, and no bank account requirement. Federal benefit recipients are required to receive payments electronically, either by direct deposit or through Direct Express. Paper checks for these benefits are the exception, and switching to electronic payment is the single best way to avoid the missing-check problems above.15Bureau of the Fiscal Service. Direct Express
