Curaçao taxes personal income on a progressive scale that tops out at 46.5%, taxes corporate profit at 15% on the first ANG 500,000 and 22% above that, and charges a 6% turnover tax on most sales of goods and services. The island applies a territorial system, so active business income earned outside Curaçao is generally exempt from profit tax, and qualifying foreign retirees can elect a flat 10% rate on their worldwide passive income. All figures below are in Netherlands Antillean guilders (ANG, sometimes written NAf), which trade at roughly USD 0.56.1Bloomberg Tax. Personal Income Tax
You are a Curaçao tax resident if the island is your “center of vital interests.” The authorities look at where you spend most of your time, keep a permanent home, earn your living, and hold your closest personal and economic ties. Residents are taxed on worldwide income. Non-residents are taxed only on income from Curaçao sources.
The 2024 brackets (which carried into 2025 with slightly wider bands) are:
- Up to ANG 37,168: 9.75%
- ANG 37,169 to ANG 49,558: 15%
- ANG 49,559 to ANG 74,337: 23%
- ANG 74,338 to ANG 105,310: 30%
- ANG 105,311 to ANG 154,867: 37.5%
- Over ANG 154,867: 46.5%
Wages, investment returns, and rental income all flow into the same progressive scale. For rental property located in Curaçao, only 65% of gross rent is taxable; the remaining 35% is a flat allowance for costs, regardless of what you actually spent. Mortgage interest on the rental is deductible on top of that allowance.2Bloomberg Tax. Curacao MOF Announces Further Extension of Temporary Voluntary Disclosure Regime for Individuals With Rental Income
Capital gains on securities, real estate, and business property are folded into ordinary income at the same progressive rates. Curaçao does not separate short-term from long-term gains. Your taxable gain is the sale price minus acquisition cost and related expenses such as brokerage or legal fees.
The Penshonado Option for Retirees
Foreign retirees who become Curaçao residents can elect a special regime known as “penshonado.” You must be at least 50 years old and meet the residency conditions. Once accepted, all of your foreign-sourced income (pensions, dividends, interest, and similar passive items) is taxed at a flat 10% rather than the progressive scale.3Immigratiedienst Curaçao. Immigratiedienst Curacao – Rentier/Retired
There is a second election. Instead of the 10% flat rate, you can have a fixed USD 281,000 of foreign income taxed at the ordinary progressive rates, producing an annual tax bill of roughly USD 152,000 no matter how much you actually earn abroad. For very high foreign income, this works out to a lower effective rate than 10%. Any local employment income you earn inside Curaçao still runs through the normal brackets.
Corporate Profit Tax
Profit tax runs on two tiers: 15% on the first ANG 500,000 of domestic profit and 22% on everything above.4Curaçao Chamber of Commerce & Industry. Tax Incentives The system is territorial. Income from active business conducted outside Curaçao is generally exempt. Passive income (dividends, interest, royalties) is presumed domestic and taxed at standard rates unless the company proves otherwise.
Taxable profit is calculated after ordinary business expenses and depreciation. Losses can be carried forward for ten consecutive years, applied in the order they arose. There is no loss carryback.
Participation Exemption
Dividends and capital gains from a qualifying shareholding are fully exempt from Curaçao profit tax. A shareholding qualifies if the Curaçao company holds at least 5% of the subsidiary’s share capital, or if the acquisition cost was at least ANG 890,000 (about USD 500,000). For the dividend exemption, the subsidiary must either be taxed at 10% or more in its home jurisdiction or qualify as an active business company. No withholding tax applies to dividends paid to a Curaçao resident company.
The 3% Reduced Rate
Some activities qualify for a 3% profit tax rate, provided the company has a genuine local presence and performs its income-generating work on the island. Qualifying activities include building, improving, repairing, or maintaining aircraft and vessels of at least ten meters (and their onboard equipment); call centers, shared service centers, and data centers serving groups with revenue of at least ANG 50 million; warehousing companies; and services to unrelated investment institutions and their portfolio managers. Companies in these sectors may also benefit from exemptions on import duties and turnover tax for their international activities.5Curaçao Chamber of Commerce. Overview Tax Incentives Curacao 2024
The 15% Minimum Tax for Multinationals
Curaçao has announced a 15% minimum tax rate on multinational corporations, following the OECD’s Pillar Two framework. Companies already paying the standard 15%/22% rates see no change. The effect falls on groups that would otherwise benefit from the 3% rate or other incentive structures.
Turnover Tax
The turnover tax (omzetbelasting, or OB) applies to sales of goods and services at a standard rate of 6%. It is cumulative rather than value-added: tax applies at each sale with no credit for tax paid earlier in the chain.6Belastingdienst. Omzetbelasting Insurance premiums and short-term accommodation (hotel stays, vacation rentals, and similar lodging for up to 90 days) are taxed at 7%. A top rate of 9% applies to a narrower set of goods and services. Small businesses with annual turnover under ANG 30,000 may request an exemption.
Real Estate Taxes
Buying property triggers a one-time 4% transfer tax on the purchase price, paid at the notary when the deed is executed. Turnover tax is not charged on the transfer itself.
Owners then pay an annual real estate tax (grondbelasting) based on assessed value, at a progressive rate between 0.4% and 0.6%. The tax authority sets valuations for five-year periods based on fair market value, assuming the property could be sold freely and used immediately by the buyer.
A separate rule applies to non-residents who die owning Curaçao real estate: inheritance tax does not apply, but the property is subject to an 8% transfer tax on its value, with no exemptions.
Social Security Contributions
Employers and employees both contribute to Curaçao’s social insurance system, on top of income tax. The main programs and approximate rates are:
- Old-age insurance (AOV): 9.0% employer, 6.0% employee
- Survivors’ insurance (AWW): 0.5% employer, 0.5% employee
- Basic health insurance (BVZ): employer-paid component plus 4.3% employee
- Exceptional medical expenses (AVBZ): 1.5% employee
Employer AOV and AWW rates for 2026 are confirmed unchanged from 2025.7Orbitax. Curacao Publishes Social Security Contribution Rates and Thresholds for 2026 Contributions apply up to annual wage ceilings that the government adjusts periodically.
Inheritance and Gift Tax
Both inheritances and gifts are taxed on a progressive scale that depends on the recipient’s relationship to the donor or deceased. Closer family pays lower rates and gets larger exemptions.
Annual gift exemptions:
- ANG 20,000 for gifts to a spouse, children, grandchildren, parents, and parents-in-law
- ANG 8,000 for gifts to anyone else
Inheritance exemptions:
- ANG 240,000 for a surviving spouse or life partner
- ANG 80,000 for children, grandchildren, parents, and parents-in-law
- ANG 8,000 for everyone else
Only the amount above the applicable exemption is taxed. Rates for gifts and inheritances match, in three tiers:
- ANG 0 to ANG 50,000: 2% for direct descendants and spouses, up to 8% for unrelated recipients
- ANG 50,001 to ANG 250,000: 4% for direct descendants and spouses, up to 16% for unrelated recipients
- Over ANG 250,000: 6% for direct descendants and spouses, up to 24% for unrelated recipients
International Rules: Treaties, Withholding, and Substance
Curaçao’s treaty network is small. As of 2023, the island had full double taxation conventions with only two countries, Norway and Malta. The relationship with the Netherlands (including Bonaire, Sint Eustatius, and Saba) runs through the Netherlands-Curaçao Tax Regulations, which function like a treaty without technically being one; a similar arrangement with the other Kingdom countries operates through the Tax Regulations for the Kingdom.8Ministry of Finance Curaçao. Curacao 2023 Tax Treaty Policy The participation exemption serves as the main unilateral relief against double taxation on foreign dividends and capital gains.
No withholding tax is levied on dividends, interest, or royalties paid to residents or non-residents.
To claim the territorial exemption on foreign business income, a company has to show real substance in Curaçao. The tax authorities ask whether the business operates with capital and labor aimed at profit, whether it has a fixed place of business on the island, and whether its core income-generating activities actually happen there. Local management must have genuine decision-making authority rather than take instructions from abroad.9Ministry of Finance Curaçao. Tax Ruling Substance – Curacao Presence Neither legislation nor case law pins down what counts as “sufficient” substance, so the review is practical: adequate qualified staff, meaningful local operating costs relative to the scale of activity, and strategic decisions genuinely made from the island. Paper-only companies will not qualify.
Filing and Penalties
Individuals must file within two months after receiving the form or invitation from the tax inspectorate. There is no single calendar deadline that applies to everyone. Businesses with more than one employee or director submit turnover tax, wage tax, and profit tax returns through the inspectorate’s online portal. A minimum penalty of ANG 50 can be imposed for non-compliance even when the assessed tax is zero.
If You Are a U.S. Taxpayer
Americans holding financial accounts in Curaçao have separate U.S. reporting duties. If the combined value of your foreign financial accounts exceeds $10,000 at any point in the year, you must file a Report of Foreign Bank and Financial Accounts (FBAR) with FinCEN.10FinCEN.gov. Report Foreign Bank and Financial Accounts Curaçao has no comprehensive income tax treaty with the United States, so you cannot use treaty benefits to reduce your Curaçao tax. Income earned in Curaçao is reportable on your U.S. return, and foreign tax credits may offset some or all of the Curaçao tax you pay. The absent treaty makes advance planning especially important before electing the penshonado regime or setting up a company on the island.
