A commercial mail receiving agency, or CMRA, is a private business that accepts mail and packages from the Postal Service on your behalf, holding items in a private mailbox (PMB) or remailing them to another address with new postage.1United States Postal Service. Commercial Mail Receiving Agency (CMRA) These range from storefront mailbox shops to fully digital virtual mailbox services, and all of them operate under the same federal rules in Section 508 of the Domestic Mail Manual. Using one is straightforward once you know the paperwork, but small mistakes — a wrong address format, an expired ID, a missing form — can get your mail returned to senders or delivery suspended to the whole facility.
How to Format a CMRA Address
This is the detail that trips up the most new users. You cannot use “PO Box” followed by your mailbox number, because only the Postal Service itself may offer PO Boxes.2United States Postal Service. The standard format puts the PMB on its own line:

- PMB 234 (or #234)
- 10 MAIN ST

You can also combine the two onto one line: “10 MAIN ST PMB 234.” When the CMRA’s own address already contains a secondary element like a suite number, you must use “PMB” rather than “#” to avoid confusion, and you cannot merge the suite number and mailbox number into one; “STE 11-234” is not allowed.3United States Postal Service. What You Need to Sign Up
Before a CMRA can accept your mail, you must complete PS Form 1583, officially titled “Application for Delivery of Mail Through Agent.”4United States Postal Service. PS Form 1583 – Application for Delivery of Mail Through Agent The form collects your full legal name, home address, and telephone number. If you’re receiving mail for a business, you also provide the company name, business street address, and place of registration.
Each adult who will receive mail at the PMB files a separate Form 1583. A parent or guardian can receive mail for a minor child by simply listing the child’s name on their own form; the child doesn’t need separate identification.4United States Postal Service. Everything on the form must be accurate. Providing false or misleading information can result in criminal penalties including fines and imprisonment under 18 U.S.C. 1001, as well as civil penalties.5United States Postal Service. The Two Forms of ID You’ll Need
Every applicant must provide two forms of identification. One must be a government-issued photo ID, and the second must confirm the home address listed on the form.4United States Postal Service. PS Form 1583 – Application for Delivery of Mail Through Agent
Acceptable photo IDs:
- State, territory, or tribal driver’s license or non-driver ID card
- U.S. passport
- U.S. permanent resident card
- Certificate of naturalization
- Uniformed service ID
- U.S. access card
- Matricula consular
- U.S. university ID card
- NEXUS card
Acceptable address-confirming documents:
- State, territory, or tribal driver’s license or non-driver ID card
- Current lease
- Mortgage or deed of trust
- Home or vehicle insurance policy
- Vehicle registration card
- Voter card
Here’s the catch. A driver’s license appears on both lists, but you can only use it for one requirement, not both.4United States Postal Service. PS Form 1583 – Application for Delivery of Mail Through Agent If you use your license as photo ID, you’ll need a lease, insurance policy, voter card, or similar document for the address. Utility bills, social security cards, and credit cards are not on either list.
One more thing worth knowing: the agency has to keep your ID current in the USPS registration database. If your driver’s license or passport expires while you have an active PMB, the agency should ask for updated documentation. Ignoring that request risks not just your account but delivery to the whole facility.
Signing the Form Without a Notary
Many people assume the form must be notarized. It doesn’t have to be. You have two options: confirm your signature in the physical or virtual presence of the CMRA agent (or their authorized employee), or acknowledge your signature before a notary public commissioned in the United States.4United States Postal Service. Virtual presence means a real-time audio and video session, which is how remote sign-ups typically work. If you can visit the agency in person and sign in front of an authorized employee, there’s no notary fee at all. Otherwise, in-person notary fees are capped by state law and usually run just a few dollars, while remote online notarization generally ranges from $5 to $30 per notarial act depending on jurisdiction, plus any platform service fees.
What Your CMRA Can and Can’t Do With Your Mail
Once your form is on file, the CMRA is authorized to receive all classes of U.S. Mail on your behalf, including Restricted Delivery items. An earlier rule required a separate designation for Restricted Delivery, but that has been removed.6Federal Register. Deliveries from private carriers like UPS and FedEx are handled under the agency’s own service agreement rather than postal rules.
One rule catches people off guard: your CMRA has no authority to throw away mail on your behalf, even obvious junk. All mail received for a customer with a valid Form 1583 must be handled according to your agreement, whether that means holding for pickup, scanning, or forwarding.7United States Postal Service. Virtual mailbox services typically scan envelope exteriors and let you request specific actions like opening, scanning contents, forwarding, or shredding. Forwarding usually includes the actual postage plus a per-shipment handling fee, and many services offer scheduled consolidated forwarding to keep costs down.
Limits to Know Before You Sign Up
A CMRA address works well for receiving mail and projecting a professional presence, but it has real limits. Some banks and financial institutions flag PMB addresses during account verification, which can trigger extra documentation requests or delays. State licensing boards and government agencies occasionally question CMRA addresses as well, especially when they want to confirm a physical business location rather than a mailing address.
Whether a CMRA address creates state tax obligations, what tax professionals call “nexus,” depends on the specific state’s rules and your other business activities there. A mailbox alone is unlikely to create nexus in most states, but if you plan to use the CMRA address as your registered business address, confirm the situation with a tax advisor before assuming you’re clear.
The CMRA itself cannot accept Registered Mail from customers for mailing. The post office is the only acceptable mailing point for Registered Mail.5United States Postal Service. What Happens When You Move or Cancel
You cannot file a standard USPS change-of-address request from a CMRA address to a new address. The Postal Service won’t process it.1United States Postal Service. After you terminate your PMB agreement, the CMRA must continue remailing your mail to your new address for at least six months.7United States Postal Service. DMM 508 Recipient Services
After that six-month period, the agency may return to the post office only certain classes: First-Class Mail, USPS Ground Advantage Retail, Priority Mail, Priority Mail Express, and accountable mail. Everything else stops being handled. The agency must also keep your endorsed Form 1583 on file for at least six months after termination.7United States Postal Service. DMM 508 Recipient Services
The practical move: before you cancel, update your address directly with every sender that matters, including banks, insurers, government agencies, and subscription services. The six-month forwarding window is a safety net, not a plan, and you have limited recourse if the agency doesn’t follow through.
If the Agency Loses Its Authorization
The Postal Service audits CMRAs, sampling mailpieces and reviewing records to confirm that a valid Form 1583 exists for every addressee.8United States Postal Service Office of Inspector General. Management of Commercial Mail Receiving Agencies (Audit Report 24-146-R25) When violations are found and not corrected, USPS can suspend delivery to the entire facility, with mail returned to senders endorsed “Delivery Suspended to Commercial Mail Receiving Agency.” Continued noncompliance can end with USPS terminating the agency’s authorization entirely.7United States Postal Service. When that happens, every customer at the location loses mail service. That’s why picking a well-run agency matters as much as the monthly price. Ask how long they’ve operated, how they handle ID renewals, and how they communicate with customers when USPS raises questions. A cheaper mailbox is no bargain if the mail stops arriving.
