CIA Whistleblower Hearing: Erdman on COVID Coverup and Fauci

James Erdman III, a career CIA senior operations officer, testified under subpoena before the Senate Homeland Security and Governmental Affairs Committee on May 13, 2026, that the intelligence community spent years suppressing its own analysts’ conclusions that COVID-19 most likely came from a laboratory. The Erdman CIA whistleblower testimony, delivered at a hearing chaired by Senator Rand Paul in the Dirksen Senate Office Building, alleged buried analysis, retaliation against analysts who backed the lab-leak hypothesis, outside influence on the analytic process by Dr. Anthony Fauci, and active CIA obstruction of a declassification task force Erdman himself had led.¹

Who Erdman Is and Why He Was There

Erdman joined the CIA in 2013 after serving with the Army’s 2nd Battalion, 75th Ranger Regiment and as a Foreign Service Officer at the State Department. He holds a biology degree and has received the Director of National Intelligence National Intelligence Award and the CIA Intelligence Medal of Merit.¹

From March 2025 to April 2026, he was detailed to the Office of the Director of National Intelligence, where he led an investigation into the origins of COVID-19 as part of the Director’s Initiatives Group. That task force was established on April 8, 2025, by DNI Tulsi Gabbard to carry out executive orders on declassification covering COVID-19 origins, the JFK assassination files, and anomalous health incidents, among other topics.²

What He Said the CIA Did to Its Own Analysts

Erdman’s central claim was that CIA scientific analysts concluded repeatedly between 2021 and 2023 that a laboratory leak was the most likely origin of COVID-19, and that those findings were “buried, softened, or withheld from Congress.”³ He gave a specific timeline. The CIA was moving toward a lab-leak conclusion as of August 12, 2021. By August 17, the assessment had changed.¹

The pattern, he said, repeated in a 2023 internal review. According to his written testimony, a majority of a ten-person team and six of seven technical experts assessed a lab leak as the most likely origin. In the early morning hours, CIA management changed the official analytic line to state that the agency “may never precisely know the origin of SARS-CoV-2.” Track changes in the document did not identify who made the edit.²

Erdman alleged that managers retaliated against analysts who supported the lab-leak hypothesis by removing them from the Weapons and Counterproliferation Center, while the managers who changed the conclusion were promoted. He said lab-leak analysts received $1,500 performance awards, while at least one analyst favoring the natural-origin theory received four times that amount. He stopped short of calling those payments bribes and characterized the disparity as evidence of institutional bias.²

The Fauci and Outside-Expert Allegations

Erdman testified that Dr. Anthony Fauci, the former director of the National Institute of Allergy and Infectious Diseases, provided the intelligence community with a “curated list” of subject matter experts, many of whom had received NIAID funding or had professional ties to gain-of-function research. He alleged this steered the analytical outcome toward dismissing a lab leak.¹

He recalled an incident from June 2021 in which a senior officer asked whether the intelligence community should rely on Fauci as a subject matter expert. The answer, according to Erdman, was: “In this case, Dr. Anthony Fauci is a subject matter expert.”¹

Senator Paul pressed the same theme on the Biological Sciences Experts Group, an advisory panel to the intelligence community under ODNI. Paul alleged that members including virologist Dr. Ralph Baric and EcoHealth Alliance president Peter Daszak had conflicts of interest through their professional collaborations with Dr. Zhengli Shi at the Wuhan Institute of Virology, and were not independent advisers but participants in the research under scrutiny.³

Obstruction of the Director’s Initiatives Group

Much of Erdman’s account came from inside the DIG. He testified that the CIA obstructed the task force at every turn, withholding documents, denying access to information, and restricting what could be shared with DNI Gabbard. He alleged the CIA illegally monitored the computer activity, phone usage, and communications of DIG members, including through IT engineering work orders used to listen in on secure phone calls at intelligence community facilities.²

He described one October 2025 episode in which a DIG-drafted memo about investigative journalist Steve Baker’s allegations regarding a CIA employee and the January 6 pipe bombs was leaked. That leak, he said, triggered internal investigations into DIG members and contributed to the group’s dissolution in January 2026. After the DIG was shut down, Erdman testified, the CIA reclaimed 40 boxes of documents that had been slated for declassification, including files related to the JFK assassination and the MKULTRA program.²

The Late-2024 “Cleanup” Assessment

Erdman and Paul both characterized a CIA assessment on COVID origins issued after the November 2024 presidential election as a “cleanup operation.” Paul alleged the outgoing Biden administration directed the CIA to produce the assessment not as genuine analysis but so officials could later claim nothing had been hidden. Erdman testified that the post-election product was “not analysis” and was designed to close the book on the origins question before a new administration took office.¹

Connection to the 2023 House Whistleblower

Erdman’s testimony extended an earlier disclosure. On September 12, 2023, the House Select Subcommittee on the Coronavirus Pandemic and the House Permanent Select Committee on Intelligence disclosed that a “highly credible senior-level CIA officer” had reported that a CIA team of seven had analyzed COVID-19 origins and that six of the seven concluded a lab leak was the most likely explanation. That earlier whistleblower alleged the CIA offered the six analysts “significant monetary incentives” to change their positions, leading to a public determination of uncertainty.⁴

The CIA responded through spokesperson Tammy Kupperman Thorp, saying: “We do not pay analysts to reach specific conclusions.” The agency said it was taking the allegations “extremely seriously.”⁵ Two weeks after the initial House disclosure, Subcommittee Chairman Brad Wenstrup released additional allegations that Fauci had visited CIA headquarters to “influence” the agency’s origins investigation.⁶

Erdman addressed the financial-incentive claim directly at the 2026 hearing. He framed the $1,500-versus-$6,000 gap in performance awards as evidence of favoritism rather than outright bribery.²

What Erdman Asked Congress to Do

Erdman called the blurring of boundaries among public health, biodefense, and intelligence a “national security crisis” and proposed several reforms. He urged a comprehensive review of government life-science funding, the removal of agency-specific inspectors general from the entities they oversee, and use of Congress’s appropriations power to compel intelligence agencies to comply with oversight requests. Committee members discussed whether a “Church Committee”-style investigation, referencing the 1970s Senate committee that investigated intelligence-agency abuses, was warranted.¹

The committee formally transmitted Erdman’s written testimony to CIA Director John Ratcliffe on May 14, 2026, under cover of a letter from Chairmen Rand Paul and Ron Johnson.²
