A China residence permit is the document that lets a foreign national live, work, study, or join family in China beyond what an entry visa alone allows, and you have to apply for it at the local Public Security Bureau within 30 days of entering the country.1National Immigration Administration. Exit and Entry Administration Law of the People’s Republic of China The permit is affixed to a page of your passport and works as a multiple-entry travel document, so once it is issued you can leave and return to China without applying for new visas each time.
Who Qualifies and on Which Visa
The Exit and Entry Administration Law sets out five residence permit categories, and each is tied to a specific entry visa you must already hold when you land.
- Work, for anyone employed in China. You enter on a Z visa, and your employer must have obtained a Foreigner’s Work Permit or Notification Letter before your arrival.2Ministry of Foreign Affairs of the People’s Republic of China. - Study, for students enrolled at authorized Chinese institutions in programs longer than 180 days. You enter on an X1 visa.
- Reunion, for spouses, parents, and children of Chinese citizens or foreigners with permanent residency. You enter on a Q1 visa, and the relationship has to be documented through officially recognized records.
- Private affairs, for family members of foreigners already residing in China for work or study, and for people needing extended stays for personal reasons such as medical treatment. - Journalist, for accredited foreign correspondents stationed in China on a J1 visa.
If you entered on a different visa type, you stay under that visa’s own terms and cannot convert to a residence permit. One narrow point worth knowing: students on a study permit cannot freelance or take outside employment. An off-campus internship tied to your major is possible only if your university issues a reference letter to the Exit-Entry Administration and the internship organization provides a matching contract.3The People’s Government of Beijing Municipality. How Long the Permit Lasts
The law sets a floor of 90 days for work permits and 180 days for all non-work permits, with a five-year ceiling across every category.1National Immigration Administration. Exit and Entry Administration Law of the People’s Republic of China What you actually receive depends on the category and your profile:
- Work, high-level talent, investors, and urgently needed professionals: up to 5 years.
- Work, employees at employers with strong compliance records: up to 2 years.
- Work, all others: up to 1 year.
- Study: matches the remaining term of your academic program.
- Reunion, applicants under 18 or 60 and older: up to 3 years, though a minor’s permit cannot extend past their 18th birthday.
- Reunion, all others: up to 2 years.
First-time applicants with new employers almost always start with a one-year permit, regardless of eligibility for a longer term.
Documents You Need
Assemble everything before visiting the Public Security Bureau. A missing item costs you a trip, and the 30-day clock keeps running.

- A Foreigner’s Work Permit or Notification Letter, for work-category applicants. Your employer handles most of this before you arrive.
- A health certificate from a designated Chinese health facility. The physical typically includes blood work, a chest X-ray, an ECG, an abdominal ultrasound, and assessments of general health, hearing, and dental condition. Results can take several business days.
- The Registration Form of Temporary Residence, obtained from the police station in your neighborhood within 24 hours of arriving at your address. Hotels register you automatically. - The completed Foreigner Visa and Residence Permit Application Form, filled out in black ink or typed, with a recent color photo (typically 2-inch, white background, full face).
- Supporting documents for your category: enrollment verification for students, marriage or birth certificates for reunion applicants, and evidence of the specific circumstances for private affairs applicants.
Foreign Documents and the Apostille
Documents issued outside China, such as a marriage certificate or degree, no longer go through consular authentication if they come from a Hague Apostille Convention country. China joined the Convention effective November 7, 2023, and Chinese embassies and consulates in member countries stopped providing consular authentication on that date.5Consulate General of the People’s Republic of China in New York. For U.S. documents, the usual path is notarization followed by an apostille from the relevant state’s Secretary of State.
Filing the Application
Submit your application at the Exit-Entry Administration office of the Public Security Bureau in the district where you live, within 30 days of your entry into China.1National Immigration Administration. Exit and Entry Administration Law of the People’s Republic of China Staff review your documents, collect fingerprints and a photograph, accept the application, and take the processing fee at that stage:
- Permit valid up to 1 year: 400 RMB.
- Permit valid 1 to 3 years: 800 RMB.
- Permit valid 3 to 5 years: 1,000 RMB.
Payment is typically made through local digital payment platforms or at designated bank branches near the bureau. Staff keep your physical passport during processing and issue an Acceptance Receipt, which is legally recognized for hotel check-ins, domestic flights, and other situations where you would normally show your passport.
The law gives the Exit-Entry Administration 15 days from the date they accept your application to decide it. The statute says 15 days, not 15 business days.1National Immigration Administration. Exit and Entry Administration Law of the People’s Republic of China Many offices finish faster, but plan for the full period. When the permit is ready, you return to collect your passport with the residence permit affixed inside, showing the start and end dates of your authorized stay.
Grounds for Refusal
The Exit and Entry Administration Law directs officials to refuse a residence permit when any of the following applies:
- Your visa is not the type that requires conversion to a residence permit.
- You provided fraudulent information in your application.
- You failed to submit the required supporting documents.
- You have violated Chinese laws or regulations in a way that makes you ineligible to reside in the country.
- Any other circumstance in which the issuing authority determines a permit should not be granted.
The last category is broad and gives local officials substantial discretion. A refusal has quick knock-on effects, because your entry visa is time-limited and you may need to leave the country before it expires.
Keeping the Permit Valid
A residence permit is not a set-and-forget document. Several situations pull you back to the Exit-Entry Administration, each with its own deadline.
Renewing Before Expiration
Submit a renewal application at least 30 days before your current permit expires.4National Immigration Administration. Service Guide on Issuance, Extension, Change and Reissuance of Residence Permit for Foreigners Waiting until the last week is risky, because processing can take the full 15 days and a permit that expires while renewal is pending leaves your legal status uncertain. Bring the same core documents you filed originally, updated as needed, particularly a current employment contract or enrollment letter.
Changing Your Address
When you move, re-register at the police station serving your new neighborhood within 24 hours. You then have 10 days to apply for an address change on the residence permit itself at the Exit-Entry Administration.
Getting a New Passport
If your passport is renewed or replaced while your residence permit is still valid, apply to update the permit’s information within 10 days of receiving the new passport.7The People’s Government of Beijing Municipality. Note – Following Changes Should Be Made After Obtaining Your New Passport The permit sits in a passport that is no longer valid, so this step is not optional.
Changing Employers
Switching jobs while holding a work permit takes coordination. Your former employer must cancel your existing work permit within 10 working days of the employment relationship ending, and your new employer then applies for a fresh work permit on your behalf. If your new position is in the same field, you can generally stay in China through the transition as long as the residence permit remains valid. If the new role is in a different field, you may need to leave and re-enter on a new Z visa. The full transfer typically takes 4 to 12 weeks, so factor that in before giving notice.
Penalties for Violations
China treats immigration violations seriously and the penalties escalate quickly. Unlawful residence, whether by overstaying a visa, missing the 30-day application window, or letting a permit lapse, starts with a formal warning. More serious violations draw a fine of 500 RMB per day, capped at 10,000 RMB, or detention for 5 to 15 days.1National Immigration Administration. A residence permit can also be declared void or confiscated. The implementing regulations allow authorities to invalidate a permit when you change your reason for staying but fail to report the change, when the permit was obtained by fraud, or when a deportation or exit order has been issued against you.2Ministry of Foreign Affairs of the People’s Republic of China. An immigration violation in China can also produce an entry ban that makes returning difficult for years.
If the Passport Holding Your Permit Is Lost or Stolen
Losing your passport means losing the residence permit inside it, and speed matters. Start at your local police station to obtain a proof of lost belongings. Take that proof to the Exit-Entry Administration for an official report of the lost passport. Bring the report to your embassy or consulate to apply for a new passport. Once the new passport is in hand, re-register your address at the local police station and apply for a new residence permit within 10 days.7The People’s Government of Beijing Municipality. The whole process can take weeks depending on how quickly your embassy issues the new passport, and you cannot leave China during this period without special arrangements through the Exit-Entry Administration.
