To change your car’s tax class to the disabled class, take your V5C logbook, a completed V10 application form, and your Certificate of Entitlement to a Post Office branch that handles vehicle tax. Staff process the change on the spot and forward the documents to DVLA, which updates the record and sends you a revised V5C. If your nearest Post Office cannot do vehicle tax, you can post the same three documents to DVLA, Swansea, SA99 1BF.1GOV.UK. Change Your Vehicle’s Tax Class
Check You Qualify First
Full exemption is tied to specific mobility awards. You qualify if you receive any of the following:
- Higher rate mobility component of Disability Living Allowance
- Enhanced rate mobility component of Personal Independence Payment
- Enhanced rate mobility component of Adult Disability Payment
- Scottish Adult Disability Living Allowance (higher rate mobility)
- Higher rate mobility component of Child Disability Payment
- War Pensioners’ Mobility Supplement
- Armed Forces Independence Payment
Only one vehicle can be exempt at any time, and it must be registered in the disabled person’s name or the name of someone who drives solely for them.2GOV.UK. Financial Help If You’re Disabled – Vehicles and Transport
If you get the standard rate mobility component of PIP, you don’t qualify for full exemption, but you can apply for a 50 per cent reduction instead. The same one-vehicle and use restrictions apply.2GOV.UK. Financial Help If You’re Disabled – Vehicles and Transport
What You Need Before You Apply
Three documents:
- The V5C registration certificate (logbook) for the vehicle you want to move into the disabled tax class.
- A completed V10 application form, available from a Post Office that handles vehicle tax or from GOV.UK.3GOV.UK. Application for Vehicle Tax (Form V10)
- Your Certificate of Entitlement, the letter from the agency paying your benefit that confirms the qualifying award.
If your Certificate of Entitlement has been lost, damaged, or stolen, you’ll need a replacement before you can apply. Contact the office that administers your benefit to request one. You also need a fresh certificate whenever the registered keeper or the vehicle itself changes.4GOV.UK. How to Apply for Free Disabled Tax
Making the Application
At a Post Office
This is the usual route. Hand over the V5C, V10, and Certificate of Entitlement at the counter. Staff check the paperwork, change the tax class, and keep the documents to send on to DVLA.1GOV.UK. Change Your Vehicle’s Tax Class

Getting a Refund on Tax You’ve Already Paid
When DVLA moves your vehicle into the disabled class, you automatically get a refund for any full remaining months of standard tax. Part-months aren’t refunded. The cheque goes to the address DVLA holds for you, so check your details are current before you send anything in.5GOV.UK. Get Free Vehicle Tax If You’re a Driver With a Disability
Registering the Car to Someone Else
The car doesn’t have to be in the disabled person’s own name. It can be registered to a nominated driver, but only if that person uses it solely for the disabled person’s needs: appointments, prescriptions, shopping on their behalf. Personal errands and commuting by the nominated driver are not allowed.4GOV.UK. How to Apply for Free Disabled Tax
This is where people get caught out. If the vehicle is being used outside those limits, the exemption no longer applies and the car has to be taxed normally. Driving an untaxed vehicle on a public road carries an out-of-court settlement of £30 plus one and a half times the outstanding tax, rising to £1,000 or five times the tax due in a magistrates’ court.6GOV.UK. Renewing Every Year
The exemption isn’t permanent paperwork. You have to renew every twelve months, even though the cost is nothing. DVLA sends a V11 reminder before expiry. Once the car already sits in the disabled class, you can renew online at GOV.UK or by phone using the V11 reference number.5GOV.UK. Miss a renewal and the vehicle is untaxed, whatever your benefit status. Set a reminder a few days before the date on the V11.
If Your Benefit Ends
The exemption depends on the qualifying benefit staying in payment. If your award ends, drops to a rate that no longer qualifies, or changes through reassessment, the car loses its exempt status immediately. You need to tax it in the normal class straight away, or file a Statutory Off Road Notification (SORN) if you’re not going to drive it.4GOV.UK. How to Apply for Free Disabled Tax If the benefit is later reinstated, you’ll apply again with a fresh Certificate of Entitlement.
Motability Vehicles
If your car is leased through Motability, you don’t need to do any of this yourself. Motability arranges vehicle tax as part of the lease. The exemption still depends on a qualifying benefit, and the one-vehicle limit still applies, so if you already have another car exempt in your name, the Motability vehicle would need to be taxed separately. Standard rate PIP mobility recipients using Motability get the 50 per cent reduction rather than full exemption.
