Certificate attestation in the UAE is the multi-step process of getting a foreign-issued document verified so UAE government agencies, employers, and banks will accept it. You authenticate the document in the country that issued it, then submit it to the UAE Ministry of Foreign Affairs (MOFA) for a final stamp. MOFA charges 150 AED for personal and educational documents and 2,000 AED for commercial filings, and processing takes zero to three business days once the paperwork reaches the ministry.1Ministry of Foreign Affairs. What Changed When the UAE Joined the Apostille Convention
The UAE acceded to the 1961 Hague Apostille Convention in 2023, joining more than 125 countries that accept an apostille as proof that a public document is genuine.3Hague Conference on Private International Law. Apostille Section If your document was issued in a member country, an apostille from the competent authority there now carries recognized legal weight in the UAE and can replace the older requirement of a separate UAE Embassy or Consulate attestation in the country of origin.
The traditional route has not disappeared. The MOFA attestation portal still processes documents through the full chain, so both paths currently coexist.2Ministry of Foreign Affairs. Documents Attestation If your document comes from a country that has not joined the Convention, you follow the older chain in full. Before skipping the embassy step, confirm the current requirement with VFS Global or the UAE embassy in your country, because practice is still settling.
Which Documents Need Attestation
Educational
Degrees, diplomas, transcripts, and prior employment experience letters are the documents most people bring through the process. Employers and licensing bodies use them to confirm your qualifications, and the Ministry of Human Resources and Emiratisation relies on the attested certificate to set your skill level and job title on a work permit.4Ministry of Human Resources & Emiratisation. Personal
Birth certificates, marriage certificates, divorce decrees, and police clearance certificates typically come up when you sponsor family members for dependent visas, register a marriage locally, or take a role that requires a clean criminal record. Birth and death certificates that were issued inside the UAE follow a slightly different path: MOFA handles them through the Ministry of Health and Prevention website, and the combined fee of 300 AED covers both the MOFA stamp (150 AED) and the UAE Embassy attestation in the destination country (150 AED).1Ministry of Foreign Affairs. Commercial
Companies opening a branch, subsidiary, or bank account in the UAE typically need to attest powers of attorney, memoranda of association, share certificates, certificates of incumbency, and board resolutions. Banks will not process a corporate account without the underlying documents stamped by MOFA in both the country of origin and the UAE, and a board resolution authorizing a specific signatory is often necessary when the company’s constitutional documents do not name one.5Dubai Chambers. Preparing the Document
Start with the original certificate, a clear color scan, and a copy of your valid passport. MOFA accepts documents only in English or Arabic. If yours is in another language, arrange a formal translation by a legal translator certified by the UAE Ministry of Justice; a translation that does not match the original, or one produced by an uncertified translator, will get the file returned or rejected.2Ministry of Foreign Affairs. You submit the MOFA request through UAE Pass, the national digital identity app. Register with your Emirates ID, GCC ID, or passport, then open the attestation service, choose the document type and country of issuance, and enter the serial numbers from any existing home-country stamps.6Ministry of Foreign Affairs. Authentication in the Country That Issued the Document
Each layer of verification confirms the previous one, and the chain has to be built in order.
Local or Institutional Verification
Academic records begin with the relevant educational oversight or accreditation body. In the United States, the institution must be regionally accredited (for example by SACS, HLC, or NWCCU), and you may be asked to show proof of accreditation.7Embassy of the United Arab Emirates – Washington, DC. Personal and Educational Documents Personal legal instruments like powers of attorney start with a notary public.
National Foreign-Affairs Authentication
The document then goes to your country’s foreign affairs ministry or equivalent. In the United States, that is the State Department’s Office of Authentications, which charges $20 per document.8U.S. Department of State. Requesting Authentication Services Both personal and educational documents pass through this step before moving on. The federal seal confirms that the notary or local official who signed the document is a recognized authority.
UAE Embassy or Consulate Attestation
Under the traditional route, the document next goes to the UAE Embassy or Consulate in your country; in the United States, VFS Global handles this on behalf of the embassy.7Embassy of the United Arab Emirates – Washington, DC. Personal and Educational Documents Consular officials verify the national-level seal and apply an embassy sticker. If your document already carries an apostille from a Convention member country, this step may not be required, but check with VFS Global or the embassy before skipping it.
The Final MOFA Stamp
Once the document reaches the UAE with its home-country stamps or apostille in place, the last step is the MOFA attestation. Log into the portal with UAE Pass, complete the submission, and choose the courier option; MOFA coordinates pickup and delivery of the physical document between your address and the ministry.2Ministry of Foreign Affairs. Documents Attestation Payment goes through the portal.
Fees are set by document type. Personal status documents (birth certificates, marriage certificates, police clearances, educational certificates, medical reports, and court judgments) cost 150 AED. Commercial documents such as trade registrations, trademark filings, company closures, and new partner additions cost 2,000 AED. Commercial invoices carry a flat rate of 150 AED plus service fees. Fees are non-refundable whether the attestation is approved or rejected.1Ministry of Foreign Affairs. FAQs

One useful detail: attested documents do not expire. MOFA has confirmed there is no validity period after attestation, so you will not have to repeat the process if plans change or get delayed.1Ministry of Foreign Affairs. FAQs
Forged or Fraudulent Documents
Submitting a forged or altered document to UAE authorities is a criminal offense under Federal Decree-Law No. 31 of 2021, the UAE penal code. Forging an official document carries up to ten years in prison. Using a document you know to be forged, even without creating the forgery yourself, carries up to five years. Fines can accompany these sentences, and giving false personal information to a public officer during an investigation carries up to two years of detention or a fine of up to 50,000 AED.
The practical consequences match the criminal ones. People caught with fraudulent attestations face immediate deportation and a permanent entry ban. Employers can also be held liable for hiring candidates with unverified documents, which is why most companies insist on seeing the original attested certificate rather than a copy.
