Central States Pension Fund: Eligibility, Benefits, and Solvency

Eligibility and benefits under the Central States Pension Fund come down to a few hard numbers: you need five years of vesting service through a Teamster-contract employer to lock in a right to a pension, you can draw an unreduced benefit at 65 (or at 62 with 20 years of credit), and the earliest any payment can start is age 57 with a steep reduction. On top of the regular retirement pension, the plan pays disability and survivor benefits with their own thresholds. The fund received roughly $35.8 billion in federal Special Financial Assistance in December 2022 and is projected to pay full earned benefits well into the future.1Pension Benefit Guaranty Corporation. Who Qualifies for a Pension

You participate in the Central States Pension Fund because your employer signed a collective bargaining agreement with the Teamsters that requires contributions on your behalf. Nothing comes out of your paycheck. Covered work includes trucking and freight, warehousing, food processing and distribution, construction, and small-package delivery, and your service credit follows you when you move between contributing employers.

You become vested after five years of vesting service, the federal minimum for defined benefit plans under ERISA.2Central States Pension Fund. Retirement Benefits3GovInfo. 29 USC 1053 – Minimum Vesting Standards Once vested, your earned benefit is yours even if you leave covered work for good.

How You Can Lose Credit Before You Vest

If you walk away from covered employment before hitting five years, your credit is at risk. A non-vested participant suffers a break in service after five or more consecutive one-year breaks, or after a number of consecutive one-year breaks equal to the vesting service already earned, whichever is greater. A one-year break generally means a calendar year with fewer than 300 hours of contributions. When the break hits, all your contributory credit, non-contributory credit, and vesting service are wiped out.4Central States Pension Fund. When You Can Retire and What It Pays

Normal retirement age is 65, and that’s when an unreduced Contribution-Based Pension is payable regardless of years of credit. With at least 20 years of credit, you can draw the full unreduced benefit as early as 62. The absolute earliest any benefit can start is age 57.4Central States Pension Fund. Summary Plan Description for Participants in Benefit Classes 1 Through 18+

Early retirement comes at a cost that’s easy to underestimate. The benefit is reduced by 6 percent per year (0.5 percent per month) for every year your retirement date falls before the applicable benchmark age of 65 or 62. The reduction is permanent, not something that reverses when you later reach normal retirement age. Retiring at 64 means a 6 percent cut for life. Retiring at 57 means a 48 percent cut, leaving roughly half of what you’d have received at 65. Run those numbers on your actual projected benefit before you commit to a date.

Disability Pension

If you become totally and permanently disabled before age 62 and have at least 10 years of credit, you may qualify for a monthly disability pension. The fund generally accepts a Social Security disability determination as proof, though independent medical evidence can also be submitted. Payments begin in the sixth month after the onset of disability and continue until you recover or reach age 65, at which point the benefit converts to a regular retirement pension.4Central States Pension Fund. Summary Plan Description for Participants in Benefit Classes 1 Through 18+

The monthly amount depends on your benefit class and age when disability begins. Participants in benefit classes 4 through 17B receive $250 per month. Those in classes 18 and 18+ receive between $650 and $1,000 per month, scaled by age at disability, with the top amount payable from ages 57 through 61. A one-time $3,000 lump-sum disability benefit is also available as an alternative under slightly different criteria.

Survivor Benefits

If a vested participant dies before retirement, a surviving spouse or eligible dependents may qualify for one or more benefits. The most common is the 50 percent surviving spouse benefit, which pays half of what the participant would have received under a joint-and-survivor retirement option. Payments begin the month after the participant would have turned 57, or the month after death if the participant was already past that age.5Central States Pension Fund. Survivor Benefits

Other death benefits may apply. A 60-month benefit pays the full unreduced monthly amount for up to five years to a surviving spouse or dependent children. A lump-sum death benefit is paid in a priority order starting with the spouse. Participants in benefit classes 18 and 18+ may also be eligible for a separate $10,000 death benefit on top of the other survivor payments. Each benefit has its own service and timing requirements, so check the Summary Plan Description for your benefit class.

Working After Retirement

Taking a job after your pension starts can trigger a suspended check, and the rules are stricter than most retirees expect. The fund treats work differently depending on whether it falls inside the “core Teamster industries,” which include trucking and freight, small-package delivery, car haul, tank haul, warehousing, food processing and distribution, building materials, and construction.6Central States Pension Fund. Reemployment Questionnaire and Rules Summary

The thresholds depend on your age:

  • Under 57: core-industry work is not permitted at all unless a narrow exception applies, and restricted work outside those industries (for a contributing employer, in a Teamster-covered position, or in the same job classification as other plan participants within 100 miles) is similarly off limits.
  • Ages 57 to 59: up to 40 hours per month in core industries and up to 80 hours per month in restricted work outside core industries.
  • Ages 60 to 64: unlimited hours in most categories of restricted work.
  • Age 65 and older: unlimited hours in any position, provided you’ve been retired for at least 12 consecutive months without any restricted employment during that period. Without that clean break, you can still avoid suspension by staying under 40 hours per month, working outside your former trade or craft, or working outside the plan’s geographic area.

Any month you exceed the allowed hours, that month’s pension payment is permanently suspended. The fund sends reemployment questionnaires to retirees, and failing to respond can trigger a suspension on its own. Call the Fund Office before you start any post-retirement work. Getting it wrong costs you an entire month’s check for each violation, and there’s no mechanism to recover it later.

How to Apply

Submit your completed retirement application at least 90 days, but no more than 180 days, before your intended retirement date. The timing is not just a courtesy to the administrators: any retroactive payments you’d otherwise be owed are limited to the 12 months before the fund receives your written retirement notification.7Central States Pension Fund. How To Apply For Retirement Benefits File late and you permanently lose months of payments.

Your application package must include copies of:

  • Your birth certificate or other proof of age
  • Your spouse’s birth certificate
  • Your marriage certificate
  • Any divorce decrees

If you’re electing a Joint and Surviving Spouse Option, the marriage certificate and your spouse’s birth certificate are required for that election to take effect.

Payment Form

A single life annuity pays the highest monthly amount but stops entirely at your death. A Qualified Joint and Survivor Annuity pays a reduced monthly amount during your lifetime and continues a percentage to your surviving spouse. Married participants default into the joint-and-survivor form unless the spouse consents in writing to a different option. The choice is irrevocable once payments begin, so treat it as one of the most consequential financial decisions in the whole process.

Divorce and QDROs

Pension benefits earned during a marriage are generally marital property. A court can direct a portion of your CSPF benefit to a former spouse through a Qualified Domestic Relations Order, which the fund’s administrators must review and approve before it takes effect. A QDRO can either split each monthly payment between you and the alternate payee or carve out a separate benefit the alternate payee receives independently.8U.S. Department of Labor. Qualified Domestic Relations Orders Under ERISA Drafting one that satisfies both the plan and the court usually requires specialized legal help, with fees running from roughly $700 to $3,000 depending on complexity.

No Cost-of-Living Adjustments

Unlike Social Security and federal employee pensions, the Central States Pension Fund does not provide automatic cost-of-living adjustments. The monthly dollar amount you receive at retirement stays flat for life. Over a 20- or 30-year retirement, inflation eats into the real value of that check. Factor the lack of indexing into your broader planning, especially if your CSPF benefit will be your primary retirement income.

Is the Fund Solvent?

For years the answer was heading toward no. By 2018 the fund’s actuaries projected insolvency by January 1, 2025, which would have cut most retirees’ benefits by 50 percent or more under the PBGC’s maximum guarantee.9United States Senate. Letter to Treasury Secretary Regarding Central States Pension Fund Application Congress responded with the Butch Lewis Emergency Pension Plan Relief Act of 2021, enacted through the American Rescue Plan Act, which created the Special Financial Assistance program. The PBGC approved CSPF’s application on December 8, 2022, for approximately $35.8 billion, the largest single SFA disbursement to date.1Pension Benefit Guaranty Corporation. As of March 2025, the fund’s actuary projects CSPF will no longer become insolvent and will remain funded well into the future, and full earned benefits are being paid without reduction. The plan is technically deemed to be in critical status through 2051 under SFA rules, a designation tied to receiving the assistance rather than a sign of ongoing distress.10U.S. Department of Labor.
