Cayman Islands Permanent Residency: Routes, Costs, and Requirements

Permanent residency in the Cayman Islands is granted through the Immigration (Transition) Act along two main tracks: an eight-year points-based route for people already living and working in the territory, and investment-based routes for high-net-worth applicants who commit capital to local real estate or business. A grant lets you live in the islands indefinitely, work without a permit, and benefit from a jurisdiction with no personal income tax, no capital gains tax, and no inheritance tax. The 2025 amendments to the Act added an annual declaration that every holder must file to keep the status.

What Permanent Residency Actually Gives You

The core benefit is a Residency and Employment Rights Certificate (RERC), which removes you from the work permit system. You can work for any employer or start your own business without a separate permit. Your spouse and dependent children can be included, though dependants who are not granted their own RERC may face employment restrictions.

On the tax side, the Cayman Islands levies no personal income tax, no corporate income tax, no capital gains tax, no withholding tax, no inheritance or estate tax, and no annual property tax. Government revenue comes from import duties, work permit fees, and stamp duty on property transfers.

PR is not citizenship. You do not get a Cayman Islands passport or the right to vote. It is, however, a step toward naturalization as a British Overseas Territories Citizen, which is covered further down.

The Eight-Year Points Route

If you have been legally and ordinarily resident in the Cayman Islands for at least eight continuous years, you can apply to the Caymanian Status and Permanent Residency Board for an RERC.1Cayman Islands Government. Immigration (Transition) Act (2022 Revision) Time on tourist visas does not count; you need to have held a valid work permit or other qualifying immigration status throughout.

Applications are scored under a points system covering:

  • Occupation and skills, weighted toward professions harder to fill locally.
  • Property ownership in the Cayman Islands.
  • Investment in locally operating businesses.
  • Community involvement, including volunteer work and civic organizations.
  • Caymanian connections, such as a Caymanian spouse, civil partner, or children.

Reaching 110 points assures a grant, and the maximum possible score sits well above that threshold. The 2025 amendments did not change this framework, though the government has signaled it may revisit the points scheme in future legislation.2Ministry of Caymanian Employment Immigration. Investment-Based Routes

If you have not lived in the islands long enough for the points route, three investment routes are open. The right choice depends on whether you plan to work locally, where you want to live, and how much you want to commit.

Residency Certificate for Persons of Independent Means (Grand Cayman)

A 25-year certificate that grants residence but not the right to work. You need annual income of at least CI$120,000 (about US$146,000) earned outside the Cayman Islands, plus total local investment of CI$1,000,000, of which at least CI$500,000 must be in developed real estate. A deposit of at least CI$400,000 in a local bank can satisfy the income requirement instead. The certificate is renewable at the end of its term. The form is R41.

Residency Certificate for Persons of Independent Means (Sister Islands)

For Cayman Brac and Little Cayman, the thresholds drop to CI$75,000 in annual income and CI$500,000 in local investment, with at least CI$250,000 in developed real estate.

Certificate of Permanent Residence for Persons of Independent Means

This is the investment route that carries employment rights. It requires proof of CI$2,000,000 in developed real estate.4Workforce Opportunities and Residency Cayman. Certificate of Direct Investment

Available if you invest at least CI$1,000,000 in a new or existing business that generates local employment. At least 30 percent of the business’s employees must be Caymanian, and you must exercise substantial management control and show a relevant business track record. Valid for 25 years and renewable. The business remains subject to local ownership requirements under the Local Companies (Control) Act unless specifically exempted.

Substantial Business Presence Certificate

For business owners or senior managers in approved business categories. If you own at least 10 percent of an approved business, the business must employ at least four full-time employees who live in the islands for a minimum of nine months per year, and you must be physically present for at least 90 days each calendar year.6Workforce Opportunities and Residency Cayman. Application for Residency Certificate – Substantial Business Presence Senior managers in an approved category can also qualify by demonstrating their income and role.

Stamp Duty: The Real Cost of the Property-Based Routes

The property investment figures above are not the total cost. Every property transfer attracts stamp duty, and as of January 2026 the rate on transfers valued at CI$2,000,000 or more increased from 7.5 percent to 10 percent.7Cayman Islands Government. It is a one-time cost, but it changes the arithmetic.

Documents You Need

Every route requires the same base set of documents. Missing any of them will hold up the application.

Police clearance. Original certificates from your home country and any other jurisdiction where you have lived. Local certificates from the Royal Cayman Islands Police Service are valid for three months from generation.9Royal Cayman Islands Police Service. Application for Residency Certificate – Substantial Business Presence Request overseas clearances early, but not so early that they expire before you file.

Medical. A medical declaration cover letter from a WORC-approved physician. First-time applicants generally need a chest X-ray, though a doctor may waive it in limited clinical circumstances. Chest X-rays are valid for three years. Blood tests for HIV and syphilis (VDRL) form part of the standard screening. The cover letter must be no older than one year at submission.

You will also need:

  • Proof of comprehensive health insurance for you and any dependants, compliant with the Health Insurance Law.
  • Bank reference letters and evidence you meet the income or investment thresholds for your route.
  • Proof of property ownership or a long-term lease.
  • Three written character references from unrelated people who have known you for at least two years.
  • Certified copies of your passport, birth certificate, and marriage or civil partnership certificate where relevant.
  • One passport-sized photograph.

Any document in a foreign language needs a notarized English translation. Investment routes require route-specific proofs such as land transfer records, share certificates, or trade and business licenses.

Fees and Processing

  • Eight-year route, work permit fee CI$2,100 or less: CI$1,500
  • Eight-year route, work permit fee CI$2,101–CI$10,400: CI$2,500
  • Eight-year route, work permit fee above CI$10,400: CI$5,000
  • Residency Certificate for Persons of Independent Means: CI$500
  • Certificate of Permanent Residence for Persons of Independent Means: CI$500
  • Substantial Business Presence: CI$1,000
  • Spouse or civil partner of a permanent resident: CI$300

All application fees are non-refundable. WORC does an initial completeness review before passing your file to the Caymanian Status and Permanent Residency Board, which meets periodically. Expect a wait of several months, and expect requests for additional documents during that time.

After approval, you pay an issue fee and then annual fees to maintain the certificate. For RERC holders, the annual fee matches the annual work permit fee for a person in the same occupation, so the amount varies by profession. Annual dependant fees on the eight-year route run CI$350 to CI$750 per dependant depending on the primary holder’s fee tier. Spouses of Caymanians, government contract employees, and employees of nonprofits, the Health Services Authority, or the University College of the Cayman Islands are exempt from annual fees.

Keeping Your Status After Approval

The 2025 amendments made the annual declaration mandatory for all permanent residents. Failing to file it is a criminal offense and grounds for revocation.5Cayman Islands Government. Immigration (Transition) (Amendment and Validation) Act, 2025

RERC holders file Form R13 at the same time they pay the annual fee.11Workforce Opportunities and Residency Cayman. Permanent Resident – Annual Declaration The form requires prescribed details about you and your dependants. False information carries penalties up to CI$5,000 and one year imprisonment for a first offense, rising to CI$10,000 and two years for subsequent offenses.

PR can also be revoked if a Caymanian-child qualifying relationship is not being supported financially or through active involvement in the child’s life, or if the marriage or civil partnership used to obtain PR is found not to be genuine. Investment-based residents must keep the qualifying investment in place; selling the property or dropping the investment below the threshold puts the status at risk.

Spouses and Dependants

Under the 2025 amendments, the spouse or civil partner of a permanent resident can apply for their own RERC, granted for fifteen years. No more than one year before that period expires, the spouse may apply for indefinite renewal. Dependent children can be included on the primary applicant’s file. All dependants must satisfy the same health, insurance, and character requirements as the primary applicant, and each carries separate annual fees.

Moving from PR to British Overseas Territories Citizenship

Once you have held PR for at least twelve months and have been legally and ordinarily resident in the Cayman Islands for at least five years in total, you can apply for naturalization as a British Overseas Territories Citizen under the British Nationality Act. BOTC status comes with a British passport.

Physical presence rules are strict. Absences of more than 90 days in any single year, or more than 540 days across the five-year qualifying period, can sink the application. Spouses of Caymanians or of BOTC permanent residents have a shorter qualifying period of three years with an absence cap of 270 days.

If Your Application Is Denied

Decisions by the Director of WORC or the Caymanian Status and Permanent Residency Board can be appealed to the Immigration Appeals Tribunal. You have 28 days from the decision date to file.12Workforce Opportunities and Residency Cayman. Appeals The window is strict; missing it forecloses the appeal and leaves reapplication as the only path.
