The carbon tax rebate in Canada, officially the Canada Carbon Rebate (CCR), ended in April 2025 when the federal government set all fuel charge rates to zero.1Canada Revenue Agency. Canada Carbon Rebate (CCR) for Individuals No new quarterly payments are being issued. But if you were eligible for any year from 2021 through 2024 and never filed an income tax return for that year, you can still collect the rebate retroactively by filing those outstanding returns now.
How to Claim a Retroactive Payment
The Canada Revenue Agency (CRA) determined CCR eligibility automatically from your tax return. There was never a separate application form for the rebate itself, and that has not changed. Filing a return for 2021, 2022, 2023, or 2024 is the application.2Canada Revenue Agency. Canada Carbon Rebate – How to Get Payments Each unfiled year is a missed payment. Skip all four and you may be leaving a meaningful sum on the table, depending on your province, household size, and whether you lived in a rural area.
This matters most for people who didn’t file because they had little or no income. Zero taxable income still triggers the rebate calculation. Once the CRA assesses the return, any owed CCR arrives as a lump sum rather than on the old quarterly schedule.
If You Filed But Missed the Rural Supplement
The rural supplement added 20% to your base amounts if your primary residence was outside a Census Metropolitan Area, using 2016 Census boundaries.3Government of Canada. Supplement for Residents of Small and Rural Communities – Canada Carbon Rebate To claim it, you had to tick a box on page 2 of your return. If you filed for 2021 through 2024 without checking that box, filing an amendment can recover the supplement. For a rural family, four years of 20% adds up. Prince Edward Island residents got the supplement built into their base amount automatically.
Newcomers to Canada
If you became a resident of Canada during the eligibility window, a plain return was not enough. Newcomers had to submit Form RC151, the GST/HST Credit and Canada Carbon Rebate application for individuals who became residents of Canada.4Canada Revenue Agency. GST/HST Credit and Canada Carbon Rebate Application for Individuals Who Become Residents of Canada Only one application per household was needed. If you had children under 19, you had to use the paper version and provide proof of birth for each child the first time you applied.
Who Qualified
Eligibility was checked on the first day of each quarterly payment month. To qualify for any given payment, you had to meet all of these conditions:
- You lived in a province that used the federal backstop: Alberta, Saskatchewan, Manitoba, Ontario, New Brunswick, Nova Scotia, Newfoundland and Labrador, or Prince Edward Island.
- You were a resident of Canada for income tax purposes in the month before the payment.
- You were at least 19, or under 19 with a spouse, common-law partner, or child.
- You filed an income tax and benefit return for the relevant base year.5Government of Canada. Canada Carbon Rebate for Individuals – Who Was Eligible
Only one person per household could claim for a spouse or common-law partner. An eligible child had to be under 19 at the start of the payment month, living with you, and dependent on you or your spouse. In shared custody, each parent received 50% of the child amount.5Government of Canada. Canada Carbon Rebate for Individuals – Who Was Eligible
How Much You Can Expect
The CCR was not income-tested. Every eligible person in a backstop province received the same base amount regardless of earnings, and totals varied by province because they were tied to fuel charge revenue collected there. A household’s amount was built from an individual base, a spouse or common-law partner amount (typically half the individual base), a per-child amount (usually a quarter of the individual base) for each eligible child under 19, and the rural supplement where it applied.
Alberta’s per-quarter amounts, for example, were $228 per individual, $114 for a spouse or common-law partner, and $57 per eligible child.6Canada.ca. How Much the Payment Amounts Were Other backstop provinces had different figures based on local fuel charge revenue, and amounts were adjusted each year.
If You Owe Money to the CRA
The CCR was not taxable income and did not affect eligibility for other income-tested benefits. It didn’t get reported on your return.
The CRA can, however, apply your rebate against outstanding debts before it reaches your account. That includes individual tax debts, COVID-19 benefit overpayments, family support obligations, Canada Student Loans, and debts owed to other federal, provincial, or territorial governments.7Canada.ca. How We Automatically Apply Credits and Refunds to Your Debt If you file a retroactive return expecting a rebate but carry a balance, some or all of the payment may be redirected. You’ll get a notice explaining the offset.
Why the Rebate Ended
The CCR was funded by the federal fuel charge under the Greenhouse Gas Pollution Pricing Act, which returned revenue to households in provinces using the federal backstop.8Government of Canada. Greenhouse Gas Pollution Pricing Act 2023 Regulations approved on March 15, 2025 set all fuel charge rates to zero effective April 1, 2025.9Canada Gazette. What About Businesses and Other Provinces
The Canada Carbon Rebate for Small Businesses is a separate program for Canadian-controlled private corporations with fewer than 500 employees, paid automatically based on T4 employee counts once a T2 corporation return is filed. It is also winding down; the 2024–2025 fuel charge year is the final payment. Legislation passed on March 26, 2026 confirmed that the small business rebate is non-taxable for all fuel charge years. Corporations that filed before June 30, 2025 and included the rebate in taxable income are being adjusted automatically. Those that filed later and reported it as taxable need to submit an adjustment request.10Canada Revenue Agency. Canada Carbon Rebate for Small Businesses
British Columbia and Quebec were never part of the federal backstop, so residents there never received the CCR. British Columbia runs its own climate action tax credit tied to its provincial carbon tax. For the July 2024 to June 2025 benefit year, BC’s maximum annual amounts were $504 per individual, $252 for a spouse or common-law partner, and $126 per child, income-tested and phased out at 2% of family net income above the threshold.11Province of British Columbia. Climate Action Tax Credit Eligibility is set automatically when you file your T1 return. Quebec operates a cap-and-trade system with a different structure for household support. If you live in a province with its own carbon pricing framework, check your provincial revenue agency for credits that continue independent of the closed federal rebate.
