Car Insurance in Russia: OSAGO, CASCO, and Europrotocol

Car insurance in Russia starts with OSAGO, the compulsory third-party liability policy every vehicle must carry under Federal Law No. 40-FZ, in force since July 1, 2003.1TAdviser. OSAGO (Compulsory Civil Liability Insurance) OSAGO pays other people for damage you cause. If you want your own car covered, that is CASCO, and it is voluntary. The Bank of Russia regulates both and sets the tariff corridor insurers must price within.

What OSAGO Covers

OSAGO protects the people you hit, not you. If you cause a crash, your insurer pays the other party for vehicle repairs, medical costs, and related losses, up to the limits written into the law:

  • Bodily injury or death: up to 500,000 rubles per victim.
  • Property damage: up to 400,000 rubles per victim.

These caps apply per insured event, no matter how many claims come up during the policy year.2CIS Legislation. Rear-end someone and OSAGO handles their bumper; yours is on you unless you also carry CASCO.

How Your Premium Is Calculated

OSAGO is not a flat rate. The premium is a base tariff multiplied by a stack of coefficients, each tied to a specific risk factor. The Bank of Russia defines the formula and sets the range insurers can move within, so companies compete inside guardrails rather than pricing freely.3Bank of Russia. Insurance

For passenger cars owned by individuals, the base rate sits inside a tariff corridor the Central Bank adjusts periodically. As of late 2025 it runs from roughly 1,399 to 8,665 rubles. The insurer picks a starting point within that band, then applies the coefficients:

  • Territorial (KT): local accident frequency. Moscow carries 1.8; some rural areas drop to around 0.6 to 0.8.
  • Bonus-malus (KBM): your personal claims history.
  • Age and experience (KVS): young, inexperienced drivers face a multiplier up to 2.27; seasoned older drivers can drop below 1.0.
  • Engine power (KM): under 50 horsepower, 0.6; over 150 horsepower, up to 2.77.
  • Driver restriction (KO): an unlimited-driver policy costs more than one listing specific names.
  • Seasonal (KS): a shorter coverage period reduces the multiplier.

The spread is enormous. A 20-year-old in Moscow with a powerful car and no record can pay several times what a veteran driver in a small town with a modest sedan pays. Comparing insurers matters too, because each picks its own starting point in the corridor.

The Bonus-Malus System

KBM is the one piece of the formula you control through your driving. Every driver starts at class 3, coefficient 1.0. Each accident-free year moves you one class up, taking roughly 5 percent off your premium. After ten or more consecutive clean years you reach class 13 and pay half the normal rate.

Cause an at-fault accident and your class falls sharply. The bottom of the scale is class M, coefficient 2.45, meaning the premium nearly triples. Your KBM is personal and stored centrally by the Russian Union of Auto Insurers, so switching companies does not reset the slate.

CASCO: Covering Your Own Car

CASCO is the voluntary policy that pays for damage to your vehicle. It typically covers collisions, theft, fire, natural disasters, vandalism, and falling objects, and some policies bundle roadside assistance or a rental car.

Nothing in law requires CASCO, but banks almost always demand it when they are financing the purchase. Premiums track the car’s value, age, and the deductible you pick, and for a new or expensive vehicle they can easily run higher than the OSAGO premium. Drivers of older low-value cars often skip it, because the premium starts to approach what a total-loss payout would be.

Buying a Policy

For OSAGO you need your passport (or equivalent identification for foreign nationals), a driving license valid in Russia, the vehicle registration certificate, and the vehicle’s technical passport. Since 2017, every insurer licensed to sell OSAGO must offer electronic policies, so you can buy on the insurer’s website without visiting an office.1TAdviser. Keeping a copy on your phone still saves time at a roadside stop.

For standard passenger cars (category B), a periodic technical inspection is no longer required as of 2026, and a diagnostic card is no longer a prerequisite for buying OSAGO. Standard OSAGO policies run for a year. Starting September 1, 2026, taxi drivers registered as individual entrepreneurs or sole proprietors can buy policies as short as a single day; this applies only to passenger taxi operators, not private drivers.5Izvestia. After an Accident

Russia uses direct settlement. If another driver hits you and is at fault, you file the claim with your own insurer, which handles the payout rather than sending you to chase the other company. Since 2025, many insurers accept the whole claim electronically, with photos and documents uploaded through their site or app.1TAdviser. OSAGO (Compulsory Civil Liability Insurance)

Europrotocol for Minor Crashes

For small collisions you can skip the police and file directly with your insurer using the simplified Europrotocol procedure, provided every condition is met: no more than two vehicles, no injuries, no damage to anything besides the two cars, both drivers carry valid OSAGO, and both agree on fault and on the nature of the damage.6Russian Union of Auto Insurers. Europrotocol payouts are capped lower than full OSAGO claims. In Moscow, the Moscow Region, Saint Petersburg, and the Leningrad Region, submitting photo or video evidence together with satellite positioning data raises the limit to the full 400,000-ruble property cap. Elsewhere the standard Europrotocol ceiling applies. If the damage looks like it exceeds the cap you can use, call the police and go through the regular process.

Driving In With Foreign Plates

Russia was suspended from the international Green Card system on June 30, 2023, so a Green Card policy issued in Europe or elsewhere no longer provides valid coverage inside the country.7MiBi. If you are entering from anywhere other than Belarus, plan to buy a local OSAGO policy at or near the border, because no international certificate currently substitutes for one. Bring your passport, driving license, and vehicle registration.

Penalties for Driving Without OSAGO

The base administrative fine for driving without valid OSAGO is 800 rubles. A repeat violation runs 3,000 to 5,000 rubles.9Autostat. Federal Law of the Russian Federation No. 75-FZ – About Modification of Article 12.37 Russia has also been piloting camera-based enforcement that checks OSAGO status by license plate recognition, which allows fines to be issued without a traffic stop.

The fine is the smaller problem. Without OSAGO you are personally on the hook for every ruble of damage you cause, with no 400,000-ruble property cap or 500,000-ruble injury cap sitting between you and the bill. A single serious accident can produce a liability many times larger than years of premiums.
