You can use your food stamp card in another state without any special permission. Federal rules require every state’s EBT system to accept cards issued by every other state, so a card loaded in New York works at an authorized grocery store in California, and vice versa, as long as you enter your PIN. What changes across state lines is not whether the card works, but sometimes what it will pay for and, if you’re actually relocating, how you keep your benefits flowing.

Why Your Card Works Anywhere in the U.S.

SNAP is federally funded and each state runs its own program, but federal regulations require the state EBT systems to be interoperable and portable. One important boundary: Puerto Rico does not participate in SNAP. Short Trips and Extended Stays

For a vacation, a family visit, or a short work assignment, there’s nothing to file, call in, or arrange in advance. Your balance doesn’t change when you cross a state line, and you don’t need to notify your state agency.

Longer stays are where it gets more delicate. States track where EBT transactions happen, and a consistent pattern of out-of-state purchases over several months can trigger a residency review. SNAP eligibility is tied to the state where you live, so if the transaction record starts looking like you’ve moved, your caseworker may raise it at your next recertification. There’s no hard federal cutoff on days of out-of-state use, but the longer the pattern runs, the more likely it draws attention. As long as you still live in the state that issued your benefits and plan to return, you’re within the rules.

If You’re Actually Moving

Your SNAP case doesn’t follow you. When you relocate, you have to close the case in your old state and file a fresh application in the new one. Doing it in the wrong order can cost you badly, so the sequence matters.

  • Notify your current SNAP office that you’re moving out of state, ideally within a couple of weeks of the move. They’ll close your case.
  • Any balance already on your old EBT card stays usable at authorized retailers anywhere in the country until it runs out.

The Coverage Gap

If you closed the old case first and your remaining balance is already gone, you can end up several weeks with no SNAP at all. Apply in the new state the same week you arrive if you can. Expedited Benefits After a Move

If money is very tight after the move, you may qualify for expedited service, which requires the new state to load benefits onto your card within seven calendar days of your application.   • Monthly gross income below $150 and liquid resources (cash, checking, savings) of $100 or less.
  • Combined monthly gross income and liquid resources that come to less than your monthly rent or mortgage plus utilities.

Expedited service is an advance while your full eligibility review continues. You still complete the regular application process afterward.

Why Dual Participation Is a Serious Problem

Collecting SNAP in two states at the same time is treated as fraud. What Your Card Will Buy Across State Lines

The core purchasing rules are federal and apply the same everywhere. You cannot use SNAP for:

  • Alcohol of any kind.
  • Tobacco and e-cigarettes.
  • Hot food at the point of sale, including rotisserie chicken and prepared deli items.
  • Vitamins, supplements, and medicines. If the label reads “Supplement Facts” rather than “Nutrition Facts,” it isn’t eligible.
  • Non-food items such as pet food, cleaning supplies, paper products, hygiene items, and cosmetics.
  • Live animals, with narrow exceptions for shellfish and fish removed from water.

The 2026 State Restrictions on Sugary Drinks and Candy

This is the newer wrinkle that catches travelers off guard. Which items are blocked varies by state: some target only soft drinks, others also exclude candy, energy drinks, or prepared desserts.

For someone shopping out of state, the restriction that applies is the one in the state where you’re standing at the register, not the one in the state that issued your card. You might buy a two-liter of soda with SNAP at home and find the same item declined in a state that has restricted sweetened beverages. Restaurant Meals Across State Lines

Most SNAP purchases have to be food you take home and prepare, but a handful of states run a Restaurant Meals Program for certain eligible recipients, generally elderly, disabled, or homeless individuals, who can use benefits at authorized restaurants. As of mid-2025, nine states participate: Arizona, California, Illinois (limited to specific counties), Maryland, Massachusetts, Michigan, New York, Rhode Island, and Virginia.8Food and Nutrition Service. If you’re enrolled through your home state’s program, you can generally use that benefit at participating restaurants in other program states. In a state that doesn’t run the program, the restaurant benefit won’t work, even though your regular SNAP purchases will go through normally.

If You Lose Your Card While You’re Away

Report a lost or stolen card right away by calling your state’s EBT customer service number, which is printed on the back of the card. Write it down separately before you travel. The awkward part is the replacement. A new card usually takes 7 to 10 business days and gets mailed to the address on file, which is your home-state address. You generally can’t walk into a SNAP office in the state you’re visiting and pick up a replacement, because your case sits in your home state’s system. If you’ll be away for a while, ask customer service whether the replacement can be sent to a temporary address. Some states allow it, others don’t, and either way you’ll be without access to benefits until the card arrives.

Don’t Let a Balance Sit Too Long

Benefits don’t stay on the card forever. If the account is completely inactive for three months, the state may move the benefits into offline storage before eventually expunging them.
