You can send a federal tax return via UPS, and the IRS will treat it as filed on the day you ship it, but only if you pick one of seven specific UPS services and send it to a designated IRS street address. Any other UPS option, including UPS Ground and 3 Day Select, gets no postmark protection: the return is filed the day it arrives, not the day you hand it over.
The Seven UPS Services the IRS Accepts
Federal law lets the Treasury designate private delivery services that get the same timely-mailing treatment as the U.S. Postal Service. The authority is 26 U.S.C. § 7502(f), which covers carriers that electronically record when a package enters their system.1Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying The IRS currently approves these UPS services:2Internal Revenue Service. Private Delivery Services (PDS)
- UPS Next Day Air Early A.M.
- UPS Next Day Air
- UPS Next Day Air Saver
- UPS 2nd Day Air
- UPS 2nd Day Air A.M.
- UPS Worldwide Express Plus
- UPS Worldwide Express
The last two apply to filers shipping from outside the United States. If you’re mailing from within the country, the first five are your options. Anything else, including UPS Ground and UPS SurePost, does not qualify, and the IRS will treat your return as filed on the date it physically arrives at the processing center.
Where to Ship: IRS Street Addresses
UPS and other private carriers cannot deliver to P.O. boxes, so the addresses in your tax booklet won’t work. The IRS publishes separate street addresses for private delivery, and all three centers accept returns whether or not you’re enclosing a payment:3Internal Revenue Service. Submission Processing Center Street Addresses for Private Delivery Service (PDS)
- Austin: Internal Revenue Submission Processing Center, 3651 S IH35, Austin, TX 78741
- Kansas City: Internal Revenue Submission Processing Center, 333 W. Pershing, Kansas City, MO 64108
- Ogden: Internal Revenue Submission Processing Center, 1973 Rulon White Blvd., Ogden, UT 84201
Which center you use depends on the return type and the state you file from. The IRS keeps a lookup table sorted by return type on its website. Sending to the wrong center won’t automatically get your return rejected, but it can delay processing.
Preparing the Return Before You Ship
A return that arrives incomplete can be sent back, and once that happens the overnight fee bought you nothing. Sign every form that requires a signature. On a joint return, both spouses sign. Assemble schedules and supporting forms in order of the “Attachment Sequence Number” printed in the upper right corner of each form, and put supporting statements behind the schedule they relate to.
Confirm your Social Security number appears on every page that calls for it. Attach the W-2s and 1099s the instructions tell you to attach; a missing W-2 is one of the most common reasons a paper return gets flagged. Write the tax year and form type on the outside of the envelope, and include your return address.
Sending a Check With the Return
If you owe and want to enclose a check, include Form 1040-V as the payment voucher. Make the check payable to “United States Treasury,” and write your Social Security number, daytime phone number, and the tax year on the check. Don’t staple the payment or voucher to the return; leave them loose in the envelope.4Internal Revenue Service. Form 1040-V
The timely-mailing rule covers payments too, so the date UPS records your shipment counts as the payment date.2Internal Revenue Service. Private Delivery Services (PDS) Even so, mailing a large check adds risk you don’t have to take. IRS Direct Pay and the Electronic Federal Tax Payment System handle the money side, and you can still ship the paper return itself.
Extensions and Amended Returns
The same seven UPS services cover Form 4868, the automatic six-month extension request, with the same postmark protection.5IRS. Form 4868 – Application for Automatic Extension of Time To File US Individual Income Tax Return The extension has to be shipped by the original filing deadline, generally April 15.
Amended returns on Form 1040-X also qualify. Amended returns rarely have a hard deadline that requires overnight service, but the three-year window for claiming a refund does eventually close, and shipping through an approved service locks in your filing date.
Keeping Proof That You Filed on Time
The reason to pay for an approved service is the verifiable date. Under the statute, the date UPS electronically records your package serves as the postmark equivalent.1Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying That date protects you even if the package sits over a weekend or arrives late.
When you ship, get a printed receipt with the tracking number and the date and time the package entered the system. Track the shipment through delivery and save the delivery confirmation. Those two pieces, the shipping receipt and the final delivery scan, are your evidence if the IRS ever says the return was late or missing. Keep them with your copy of the return for at least three years.
Hand the package to a UPS employee at a staffed location. If you drop it in an unattended box, the recorded date depends on when UPS scans the box at the next pickup, and on deadline day that gap can cost you the timely filing date.
What Late Filing Costs
The penalties are what make overnight shipping worth the money. The failure-to-file penalty is 5% of the unpaid tax for each month or partial month a return is late, up to 25%.6Internal Revenue Service. Failure to File Penalty If a return is more than 60 days late, the minimum penalty is $525 or 100% of the tax owed, whichever is smaller.7Internal Revenue Service. Topic No. 653, IRS Notices and Bills, Penalties and Interest Charges
These penalties apply to unpaid tax. If you’re due a refund, filing late doesn’t cost you anything beyond the wait. But if you owe, the math turns quickly: a taxpayer who owes $5,000 and files three months late is looking at a $750 penalty plus interest. That makes the $30 to $45 for overnight or two-day service reasonable insurance.
What UPS Shipping Costs
Rates depend on the service and the distance. For a letter-weight envelope in 2026, UPS 2nd Day Air starts around $27, and UPS Next Day Air starts around $37 and can run over $80 for distant zones.8UPS. 2026 UPS Rates Next Day Air Early A.M. runs more. Shipping from California to Ogden costs less than shipping the same envelope from Florida.
A UPS business account or a UPS Store with negotiated rates can bring the price down. At full retail, the cost is still a fraction of the failure-to-file penalty for most people who owe.
When E-Filing Is the Better Choice
For most filers most of the time, e-filing beats shipping paper. The IRS issues most refunds within 21 days for e-filed returns, versus six weeks or more for paper, and you get immediate confirmation that the return was received.
UPS makes sense when you’re up against the deadline and past the e-file cutoff, when the return can’t be e-filed (some amended returns, certain election statements, forms requiring an original signature), or when you specifically want a physical paper trail. Outside those cases, e-file with direct deposit.
State Returns Follow Their Own Rules
Everything above applies to federal returns. State tax agencies set their own policies on private delivery services. Some states accept the same UPS list the IRS uses, some keep separate lists, and some don’t recognize private carriers for postmark purposes at all. Check your state agency’s website before shipping a state return via UPS; assuming the federal rules carry over is a costly mistake.
