Can You Put Stickers on Your Passport? Rules, Penalties, and Replacement

Putting stickers on your passport is a bad idea, and yes, it can make the document invalid for travel. Federal regulations treat any unauthorized change to a passport’s physical appearance as grounds for invalidation, and stickers, decals, drawings, and novelty stamps all qualify.¹ If your passport has already been decorated, plan on replacing it before your next international trip. A replacement starts at $165 and takes four to six weeks with standard processing.²

Why a Sticker Can Invalidate the Book

U.S. passports carry layered security features: watermarks, holograms, embedded chips, and machine-readable zones. A small sticker can cover or interfere with any of those, which is why 22 CFR 51.4 treats a passport as invalid once it has been “materially changed in physical appearance or composition” or bears “unauthorized changes, obliterations, entries or photographs.”¹ A decorative sticker fits that language.

Page five of the passport book says the same thing in plainer words. It warns that only authorized officials of the United States or foreign countries may place stamps or notations on its pages. Anything else violates that directive.

Cover Stickers Versus Interior Pages

The two are not treated the same in practice. The State Department specifically lists “unofficial markings on the data page” as damage that requires replacement.³ A sticker on the biographical page, where your photo and personal information sit, will almost certainly be flagged at check-in or the border.

A sticker on the exterior cover is less clear-cut. If it peels away cleanly and leaves no residue, most agents won’t say anything. If removal leaves adhesive, discoloration, or a tear, you’re in gray territory, and the regulation’s “materially changed in physical appearance” language is broad enough to cover it.¹ The call belongs to whichever official is looking at your document that day. One might wave you through; the next might refuse the passport. That unpredictability is the real risk.

Souvenir Stamps Count Too

Machu Picchu, the Galapagos Islands, and some national parks offer decorative passport stamps as keepsakes. Legally, they create the same problem as stickers. They are unofficial markings placed by unauthorized parties, and the page-five warning has no souvenir exception.

Airlines are liable when they carry a passenger with an invalid travel document, so they tend to be cautious about anything unusual in a passport. A novelty stamp can trigger extra scrutiny, a delayed boarding, or a flat refusal. Some foreign border officials take the same conservative view. If you want the stamps, carry a separate notebook and hand that over instead. Most attractions will stamp whatever you give them.

What Happens at the Airport or Border

The practical fallout usually arrives long before any legal one. Airlines check documents at the gate, and an agent who decides your passport looks altered can refuse boarding. Your ticket and the rest of your paperwork don’t override that call. At a foreign port of entry, immigration officers can deny you admission and send you back on the next flight at your own expense.

When an airline or border officer calls a passport “invalid,” they are refusing to accept it for travel. Only the U.S. Department of State can formally revoke a passport. If you’re stuck at an airport, the distinction won’t help you.

Are There Criminal Penalties?

The statute exists. Under 18 U.S.C. § 1543, altering a passport with intent that it be used is a federal offense carrying up to 10 years in prison for a first or second offense, and knowingly using an altered passport is a separate offense under the same law.⁴ Fines for an individual felony conviction can reach $250,000.⁵

A parent whose toddler pressed a dinosaur sticker onto the data page is not going to be prosecuted. The “intent that it be used” element matters, and prosecutors go after deliberate fraud, not accidents. The exposure grows if you try to travel on a passport you know has been altered, because that use is what the statute is really built to punish.

Replacing a Passport That’s Already Stickered

If stickers or other markings have damaged your book, you apply for a replacement on Form DS-11. The State Department treats this the same as a first-time application, which means applying in person at a passport acceptance facility or passport agency. You can’t renew a damaged passport by mail.³

Bring the following:

The damaged passport itself. Don’t throw it away, even if it looks unusable.
A signed statement briefly explaining how the passport was damaged.
Proof of citizenship, such as a birth certificate or naturalization certificate.
A valid photo ID, such as a driver’s license.
A new passport photo meeting current State Department specifications.

The total for an adult passport book is $165: a $130 application fee to the State Department and a $35 acceptance facility fee.² Add another $12 to $15 for photos if you get them at a retail location.

How Long It Takes

As of early 2026, standard processing runs four to six weeks from the day the State Department receives your application, not counting mailing time in either direction.⁶ Expedited processing adds $60 and cuts the wait to two to three weeks.² If you’re traveling within two weeks, you can try for an appointment at a regional passport agency for same-day or next-day service, though slots are limited and proof of imminent travel is required.

Check the book before you book. A quick look at the cover and data page now is much cheaper than a replacement on a deadline.
