Mailing a passport in a regular envelope is a bad idea, and if you’re sending a renewal to the State Department, it also breaks their rules. The State Department requires a trackable delivery method for renewal applications sent by mail, and a plain First-Class letter with a stamp doesn’t qualify. A regular envelope also leaves the booklet exposed to bending, moisture, and loss, with no way to trace it if something goes wrong. Proper shipping runs about $12 to $33 depending on the service.
Why a Regular Envelope Is Risky
A standard paper envelope offers almost no physical protection. Passports are rigid booklets with embedded electronic chips, and bending or creasing can damage the book and the chip inside. Thin envelopes also tear in postal sorting machinery. If yours rips in transit, the passport can separate from the rest of your mail and vanish.
The bigger issue is what happens after it disappears. Standard First-Class Mail has no tracking number, so you can’t confirm the envelope arrived or trace where it went. You also can’t file an insurance claim, because letters carry no coverage. Replacing a lost adult passport starts at $165 in government fees, which makes saving a few dollars on postage a poor trade.
What the State Department Requires for Renewals
The renewal instructions are specific: use USPS and send your application with a trackable delivery method. The State Department also says not to use UPS, FedEx, or DHL, because the passport processing centers receive mail at PO Boxes that private carriers cannot deliver to.1U.S. Department of State. In practice, trackable USPS delivery means Priority Mail (tracking is included automatically) or Priority Mail Express. A regular stamped envelope sent First-Class with no tracking does not meet the requirement.
Choosing the Right USPS Service
Since USPS is the only carrier the State Department accepts for renewals, your choice comes down to Priority Mail or Priority Mail Express. Both include tracking.

For most people, Priority Mail with Signature Confirmation, at roughly $17 total, hits the balance between cost and security. If you’re close to a travel deadline, Priority Mail Express is worth the extra money. Drop the package at a post office counter rather than an unstaffed collection box. You get a receipt, and there’s no risk of theft from an outdoor bin.
How to Prepare the Envelope

For extra rigidity, use a padded envelope or slip a piece of cardboard next to your documents to prevent bending. For moisture protection, seal everything inside a plastic bag first.
What goes inside depends on why you’re mailing it. For a standard renewal, you’ll need:
- Form DS-82, completed and signed.

Keep the documents flat. Don’t fold the photo. Write a clear return address on the outside. If you’re paying for expedited processing, write “EXPEDITE” on the outside of the envelope too.
Where to Send It
The correct address depends on where you live and whether you paid for expedited service. For routine processing, applicants in California, Florida, Illinois, Minnesota, New York, and Texas mail to the National Passport Processing Center at PO Box 640155, Irving, TX 75064-0155. Sending to the wrong address can delay processing by weeks, so check before sealing the envelope.
Tracking Your Application After You Mail It
The State Department’s online status tracker won’t show anything right away. It can take up to two weeks from the day you apply before your status updates to “In Process.”3U.S. Department of State. Checking Your Application Status Until then, your USPS tracking number is the only confirmation you have that the envelope arrived. That’s another reason a plain envelope with no tracking is a mistake: you’d spend those first two weeks with no way to know whether your documents ever reached the processing center.

Mailing a Passport for a Visa Application
Renewals aren’t the only reason people mail a passport. Many foreign consulates and visa processing centers require you to send yours as part of a visa application, and the rules there are different from the State Department’s. They vary by country.
Most consulates require a prepaid, self-addressed return envelope with tracking. The carriers they accept vary: some allow USPS, UPS, FedEx, and DHL, while others restrict you to specific carriers or service levels. Cash-on-delivery labels are generally not accepted. Each applicant in a group typically needs a separate return shipping label. Check the specific consulate’s instructions before mailing, because getting the return shipping wrong can mean a trip to the consulate in person to retrieve your passport.
If Your Passport Gets Lost in the Mail
If a passport you already owned disappears in transit, start a trace with USPS using your tracking number. You can also file an insurance claim if you used an insured service like Priority Mail Express.5USPS. Once reported, that passport is permanently canceled and cannot be used for travel, even if it turns up. If the State Department issued a new passport that never arrived, the correct form is DS-86, not DS-64. It’s specifically for reporting non-receipt. You have 120 days from the date the passport was issued to file it. Miss that window and you’ll have to reapply from scratch and pay all fees again.6Travel.State.Gov. What a Replacement Actually Costs
Replacing a lost passport is expensive enough to make proper shipping look cheap. For an adult replacing a lost book:
- Application fee on Form DS-11: $130 for a passport book.
- Facility acceptance fee: $35, paid to the location where you apply in person. Non-refundable.
- Expedited processing (optional): $60.
- 1-3 day return delivery (optional): $22.05.
That’s $165 at minimum for an adult book, and up to $247.05 with expedited processing and fast return shipping.
