You cannot legally bring Adderall into Japan. Japanese law treats both active ingredients — amphetamine and dextroamphetamine — as prohibited stimulants, and a U.S. prescription does not change that. There is no waiver, no permit, and no exemption process. If you rely on Adderall, you’ll need to arrange a legal alternative with your prescriber before you fly, or leave the medication behind.
Why a US Prescription Doesn’t Help
Japan’s Stimulants Control Act classifies amphetamine and dextroamphetamine as stimulants, and the statute draws no line between illicit product and pharmacy-dispensed tablets containing the same compounds.1Japanese Law Translation. Stimulants Control Act A prescription bottle with your name on it, a letter from your psychiatrist, and a pharmacy label do not create a legal path in. Japanese authorities do not recognize foreign prescriptions for banned stimulants, and no application exists that would let an amphetamine-based medication cross the border.2Ministry of Health, Labour and Welfare. Quantity does not matter either. A single forgotten pill in a carry-on triggers the same statute as a bulk shipment.
What You’re Risking If You Try
The penalties are heavy, and importing carries the stiffer punishment than possession alone.
- Importing stimulants: a mandatory minimum of one year of imprisonment with required labor. If prosecutors argue the import was for profit, the sentence can reach life imprisonment plus a fine of up to ¥10,000,000.1Japanese Law Translation. Stimulants Control Act
- Possessing stimulants: up to ten years of imprisonment with required labor, with a possible fine of up to ¥5,000,000 for for-profit possession.1Japanese Law Translation. Stimulants Control Act
- Attempted import: punishable under the same statute. Being stopped at customs before clearing does not reduce liability.
Convicted foreign nationals face deportation after serving the sentence and a permanent ban on re-entering Japan.
The detention conditions surprise most travelers. Police can hold you for 72 hours before a court order, then for 10 additional days, and prosecutors can request a second 10-day extension. That is 20 to 23 days in custody before charges are even filed, typically incommunicado, meaning no contact with family or employers, only your lawyer and a consular officer.3U.S. Embassy & Consulates in Japan. ADHD Medications You Can Bring Instead
Three other ADHD medications can legally enter Japan if you follow the correct procedure for each. The rules differ because Japanese law classifies each drug differently.
Strattera (Atomoxetine)
Strattera is the simplest option. Because atomoxetine is a non-stimulant, it is not classified as a narcotic, stimulant, or psychotropic under Japanese controlled substance laws. You can bring up to a one-month supply as a standard prescription drug without applying for any special certificate.2Ministry of Health, Labour and Welfare. Information for Those Who Are Bringing Medicines for Personal Use Into Japan For more than a one-month supply, you’ll need an Import Confirmation certificate (see below). For most travelers currently on Adderall, asking your prescriber about a temporary switch to Strattera before the trip is the lowest-friction route.
Concerta (Methylphenidate)
Japan classifies methylphenidate as a psychotropic substance rather than a stimulant, and the import rules are more forgiving than for amphetamine-related drugs. If you’re carrying an amount at or below the threshold listed in the Narcotics Control Department’s reference table, you don’t need a doctor’s certificate or government permission. Above that amount, or if the medication is in injection form, you’ll need a doctor’s certificate. If you’re bringing more than a one-month supply, you must contact the Ministry of Health, Labour and Welfare directly.5NARCOTICS CONTROL DEPARTMENT. Application Guidance
Vyvanse (Lisdexamfetamine)
Vyvanse sits in a narrow category: it is classified as a “stimulants’ raw material” rather than a stimulant itself, and that distinction is the whole reason it can enter Japan when Adderall cannot. You must apply to the Narcotics Control Department at the Regional Bureau of Health and Welfare at least 14 days before your trip. The application requires a doctor’s certificate with your name, diagnosis, medical necessity, dosage details, and the prescribing doctor’s signature dated within three months.5NARCOTICS CONTROL DEPARTMENT. Application Guidance You must carry the medication yourself when entering Japan; it cannot be shipped separately or brought by a companion.
Getting the Paperwork for Legal Medications
For medications that are legal but exceed personal-use limits or otherwise need oversight, Japan requires an import certificate called the Yunyu Kakunin-sho (previously the Yakkan Shoumei). Get it before you fly.6Embassy of Japan in the United States of America. Bringing Medications Into Japan
You can bring the following amounts without any certificate:
- Prescription medications: up to a one-month supply
- Over-the-counter drugs and quasi-drugs: up to a two-month supply
- External-use medications (non-prescription): up to 24 individual items
Anything above those thresholds requires a Yunyu Kakunin-sho, per person, for your own use only.7Ministry of Health, Labour and Welfare. Importing or Bringing Medication Into Japan for Personal Use
The Ministry of Health, Labour and Welfare runs an online portal for applications, launched in February 2023. You create an account, submit the form with a doctor’s certificate listing your name, diagnosis, medications, dosages, and the prescriber’s signature, and download the approved certificate from the portal once the regional bureau reviews it.8Ministry of Health, Labour and Welfare. One boundary to note: the Yunyu Kakunin-sho does not cover narcotics or stimulant raw materials. Vyvanse and prescribed narcotics such as morphine or fentanyl go through the separate advance permission from the Narcotics Control Department described above.2Ministry of Health, Labour and Welfare. Other US Medications to Leave at Home
Since you’re already reviewing your travel kit, a few common American drugstore products are also restricted for the same underlying reason Adderall is: their ingredients are classified as stimulant raw materials.
- Pseudoephedrine cold and sinus products (such as Sudafed) are prohibited when they contain more than 10% pseudoephedrine.9Consulate-General of Japan in Seattle. Bringing Medications and Cosmetics to Japan
- The American version of Vicks nasal inhalers contains levmetamfetamine, which falls under Japan’s stimulant raw material controls.
- Some U.S. over-the-counter cough syrups and combination cold medicines contain codeine, which is controlled in Japan.
