You can get food stamps if you’re homeless. Federal SNAP rules specifically include people without housing, and the program is built to work around missing addresses, missing ID, and irregular income. Who Qualifies
SNAP eligibility comes down to income, household size, assets, and citizenship. Most households must have gross monthly income at or below 130% of the federal poverty level. Your household is the people you regularly buy and prepare food with. If you eat on your own, you’re a household of one no matter where you sleep.
The federal asset limit is $3,000, or $4,500 if a household member is 60 or older or has a disability.3Food and Nutrition Service. SNAP FY 2026 Cost-of-Living Adjustments In practice, 46 states use broad-based categorical eligibility, which raises or eliminates the asset test for households connected to other assistance programs.4Food and Nutrition Service. You must be a U.S. citizen or a qualified non-citizen. Non-citizens generally qualify if they have lived in the United States for at least five years, receive disability-related assistance, or are under 18.1Food and Nutrition Service. SNAP Eligibility
You Don’t Need a Fixed Address
The biggest myth about SNAP is that you need a permanent home. You don’t. What the agency needs is somewhere to send you mail. That can be a shelter, a friend or family member’s address, a P.O. box, or a social service agency. Some local offices will let you use the office’s own address as a last resort.1Food and Nutrition Service. SNAP Eligibility
When the form asks where you live, describe the general area where you typically stay. A letter from a shelter or social worker confirming your situation works as residency documentation. If you can’t get one, most states accept a written self-declaration of where you usually sleep.
Documents and What Substitutes for Them
Missing paperwork should not stop you from applying. The rules assume many applicants won’t have a filing cabinet of records.
- Identity: a state ID, driver’s license, birth certificate, Social Security card, passport, or work or school badge all work. A statement from a shelter worker or employer can substitute if you have nothing else.
- Social Security number: if you don’t have the card, the eligibility worker can look up your number from your name and date of birth.
- Income: pay stubs or an employer’s written statement are standard. If your income is informal or irregular, a signed self-declaration is acceptable as a last resort.
- Household: basic information about anyone you buy and prepare food with.
Apply even if you’re missing something. Agencies are required to help you close documentation gaps, and turning in a bare-bones application starts the 30-day clock. You can add proof later.
How to Apply
States accept SNAP applications online, in person at a local SNAP office, by mail, or by fax.5USA.gov. After you submit, you’ll complete an interview with an eligibility worker. It doesn’t have to be face-to-face. States can conduct interviews by phone, and they must offer a phone interview if you’re facing hardship, including transportation problems or issues tied to not having stable housing.6eCFR. 7 CFR 273.2 – Office Operations and Application Processing The worker will go through your application, clarify details, and may ask for more documentation.
If handling the process yourself is hard, you can name an authorized representative in writing. A friend, social worker, or case manager can then fill out and sign the application, attend the interview, and use benefits on your behalf. The state must decide within 30 days of your application date.7Food and Nutrition Service. SNAP – Ensuring Timely Benefits to Eligible Households If approved, benefits load onto an Electronic Benefits Transfer (EBT) card that works like a debit card at authorized food retailers. The card usually arrives by mail in about seven to ten business days, so the mailing address on your application needs to be somewhere you can reliably pick up mail.
Faster Benefits If You Need Food Now

- Your household has less than $150 in gross monthly income and less than $100 in liquid resources (cash, checking, savings), or
- Your combined monthly gross income and liquid resources are less than what you pay each month for rent or mortgage and utilities.1Food and Nutrition Service. SNAP Eligibility
Many homeless applicants meet the first test on income and resources alone. The agency is required to screen every application for expedited eligibility, but flag it upfront so nothing gets missed.
The Work Rule That Doesn’t Apply to You
SNAP has a strict time limit called the ABAWD rule, for able-bodied adults without dependents. It caps benefits at three months out of every three years for adults ages 18 through 52 who aren’t caring for children or otherwise exempt, unless they meet work or training hour requirements. Homeless individuals are explicitly exempt from this time limit.8Food and Nutrition Service. SNAP Work Requirements That exemption matters, because ABAWD is the rule most likely to cut off benefits for a single adult without kids.
Tell the eligibility worker you’re homeless so the exemption is coded correctly from the start.
How Much You Can Receive

Your actual benefit is the maximum for your household size minus 30% of your net income after deductions. If your net income is zero, you get the full maximum, and many homeless applicants with little or no income land at or near it.
The Homeless Shelter Deduction
SNAP factors your shelter costs into the calculation, and there’s a specific accommodation for homeless households. States can offer a standard homeless shelter deduction, a flat amount subtracted from net income before benefits are calculated. It applies when every member of your household is homeless and you’re not getting free shelter for the whole month. If your actual shelter costs, like a weekly motel bill, exceed $198.99, you can claim the actual amount instead with documentation. The deduction is a state option, so ask your local office whether it’s available where you’re applying.9eCFR. 7 CFR 273.9 – Income and Deductions
Buying Hot Food Without a Kitchen
Standard SNAP covers groceries: bread, cereal, produce, meat, dairy, and similar staples. You can also buy cold prepared items at grocery stores, like deli sandwiches and prepackaged salads. SNAP does not cover hot prepared food, alcohol, tobacco, vitamins, or non-food household items. Without a kitchen, that hot-food restriction is a real limit.
The Restaurant Meals Program is designed for exactly this problem. In participating states, SNAP recipients who are homeless, 60 or older, or disabled can use their EBT card at approved restaurants. As of 2025, nine states operate the program: Arizona, California, Illinois (Cook and Franklin counties only), Maryland, Massachusetts, Michigan, New York, Rhode Island, and Virginia.10Food and Nutrition Service. If you’re not, cold prepared food from grocery stores and delis is your covered option.
Keeping Your Benefits
SNAP benefits run for a certification period, and you’ll need to recertify to keep them. A renewal form comes by mail before your period ends, and you’ll complete another interview at least once every 12 months.6eCFR. 7 CFR 273.2 – Office Operations and Application Processing

- A change in where you’re staying and any change in shelter costs that results
- Someone joining or leaving your household
- A change in unearned income of more than $100
- Starting, stopping, or changing a job in a way that changes your income
Federal regulations bar states from putting all-homeless households onto a simplified quarterly reporting schedule.11eCFR. 7 CFR 273.12 – Reporting Requirements You’ll be on standard change-reporting, so stay ahead of it. Missing a recertification or a required change report is the most common way people lose benefits they still qualify for.
If Your EBT Card Is Lost or Stolen
Losing an EBT card is a bigger risk when you don’t have a secure place to keep it. If your card is lost, stolen, or damaged, call your state’s EBT customer service number right away to deactivate it and request a replacement. Most states either mail a new card or let you pick one up at a local office. Replacement fees vary, and many states waive the first one.
If benefits were stolen from your account through skimming or cloning, know that the federal authority requiring states to replace stolen SNAP benefits expired on December 20, 2024, and Congress has not extended it as of the most recent legislation.12Food and Nutrition Service.
